Item Assessing The Main Contributing Factores Of Cost Overrun: In The Case Of 20/80 Housing Program Of Addis Ababa City Adminstration(Addis Ababa University, 2018-06-04) Adamu, Yohannes; Mohammed, Abdurezak(PhD)Construction industry contributes significantly in improving socio-economic growth of a country. However, this industry usually faces chronic problems such as time overrun, cost overrun, poor quality and others. Of all these, cost overrun is a major problem that occurs globally including Ethiopia. Hence, this study focused on identifying the main contributing factors of cost overrun for 20/80 housing construction projects in the case of Addis Ababa City Administration. Data collection was done through structured questionnaire and office document review, which was designed based on 25 factors found from the literature. A total of 60 questionnaires were distributed to clients, consultants and contractors and 48 questionnaires were collected and which 44 responses were found valid. Descriptive statistics methods were employed through frequency Index/ mean score and average Index to understand the variables of cost overruns, the frequency of occurrence and significant impacts of each causative factor on the studied area. The findings from the study identified that, from 25 identified factors, only the most causative factors are 22 and the top five factors are Material shortage in the local market, delay preparation and approval of drawing, change order or rework, Labor cost increased due to environmental restriction, Change in foreign exchange rate/ for imported materials. Likewise, based on the possibility of occurrence the top five were identified, these are-payment delay for contractors, contractors financial difficulties, power interruption, incorrect quantity take-off, change in foreign exchange rate. Meanwhile, based on significant impacts of factors were identified. The most frequent way of using bidding methods in Addis Ababa housing program especially in 20/80 was open tendering. The overall effects that occurred in housing programs revealed through survey are – low productivity, project delay, low quality housing handover to beneficiaries or tenants, disputes among stakeholders E.T.C. Meanwhile, cost discrepancy of approved budget from actual cost for 20/80housing programs is 18.1%.Item Assessment Of Communication Management Factors That Influence Successful Project Delivery In The Ethiopian Healthcare Projects: The Case Of Urban Hiv/Aids, Nutrition And Food Security Project In Ethiopia(Addis Ababa University, 2018-06-05) Tadesse, Fikadu; Mohammed, Abdurezak(PhD)Many organizations carry out their business tasks using the project-based approach. Realization of projects requires effective and diligent communication strategies which calls for communication management that has importance to the area of project management, and because of its impact on the success of the project. However, despite the existence of numerous communication medium and approaches, still there are communication management factors that influence the success of the project delivery in the Ethiopian healthcare projects. The purpose of this case study is to find out communication management factors that influence project success for successful project delivery in the Ethiopian healthcare projects. Qualitative method was adopted to identify the communication management factors that influence project success for successful project delivery. Semi-structured questionnaire was used in purposely selected 20 samples to have a detailed data with participants knowledgeable on the study subjects. Narrative data analysis technique was employed. The findings indicate that project stakeholder communication practices depend on the project phase, which varies with project’s life cycle; and communication focused on different stakeholder groups (internal and external) in the different stages of project life cycle. Behavioral and structural factors were found to be the challenges of effective communication. Descriputive Survey Design Used And A Sample Size Of 45 Respondents Was Selected Using Amix Of Stratified And Purposive Sampling Both Primary And Secondary Data Were Used Through Questionnaire,Interview And Document Review. To achieve this purpose questionnaire were distributed among 100 Telecom Expansion Projects employee participated in the implementation of these projects and selected using simple random sampling. Apart from survey questionnaires, interview with project managers and document reviews were also conducted. Finally, the collected was analyzed using descriptive statistics by applying SPSS. Project scope management, project time management, project quality management, project risk management, project communication and project stakeholders knowledge area are highly practiced during the implementation of the ICT projects whereas project integration management project time management and project procurement management knowledge areas are practiced at low level lack of relevant training and procurement delay were the main challenges during the implementation of the ICT projects . Therefore, it’s recommended that the organization should give special attention to the least practiced knowledge area i.e. project integration management, project cost management, project human resource management and project procurement management knowledge areas. The company should introduce different systems/ tools such as project management software as it is very important in implementing the ICT projects. In addition, the organization should introduce and strengthen project management office. The purpose of this research is to assess the competency of project managers in Afro-Tsion Construction plc. This study was conducted on Afro-Tsion Construction plc projects which were found at Addis Ababa currently. The design is descriptive one with purposive sampling technique.Data is collected using both structured questionnaire and interview as a primary source. The respondents were project managers who have the capability to manage a project. Finally the analysis is using descriptive statistics; percentage and mean. The findings of this study revealed thosedifferent types of project manager’s competency aspectsand their roles; i.e.,leadership, self-development, systemic, integration, leading change & personal integrity,the employees have a good competency skill.The findings also supported the organization has been given different types of training for the development of competency skills basically technical skill trainings not human skill training. Project management practices can help to achieve strategic goals and increase value of projects in organizations. The Project Management Office (PMO) is an organizational structure created in order to promote and improve project management practice, by adopting appropriate methodologies to achieve high levels of efficiency and effectiveness. The main purpose of this research is to assess the type and roles of PMO in Dashen Bank. Since the importance of PMO is increasing in organizations, the results of this work are useful to provide guidance to organizations on implementing or restructuring their own PMO. To achieve the objectives of this research, a descriptive approach has been used in studying the existing Dashen Bank PMO roles and type. The data collection used questionnaires to whole 82 employees of PMO as a primary data sources and organizational documents and reports as secondary data sources. The collected data analyzed by the use of SPSS v20 and other different methods. The outcomes of this research show that in Dashen Bank out of 25 attributes categorized in to five main roles; Recruit, select, evaluate and determine salaries of project managers, Coordinate vendor/ contractor relationship management, and Manage one or more programs are scored disagreement which means these roles are not being performed in the PMO. The office is supportive, controlling and directive type as needed by the organization with good flexibility. The research recommended that PMO in Dashen bank needs significant improvement on recruiting and assigning staffs to its project management office and sentiment existing roles and type with little improvement to have more benefit from the concept of program/project management office. It also recommended that the PMO should be empowered more and improve in the area of employees recruitment ad vendor relationship in turn it might help to improve its roles and responsibilities, staffing appropriate employees and empowering this PMO in the organization and helping to achieve more projects performance enhancement.Item An Assessment Of Skilled Manpower Turnover On Real Estate Construction Projects: The Case Of Flint Stone Engineeing S.Co.(Addis Ababa University, 2018-06-04) Dino, Aman; Mohammed, Abdurezak(PhD)This study focuses on the assessment of skilled employee turnover on Real Estate Construction Projects in the case of Flint Stone Engineering s.co. This research employed a descriptive research design since the study intends to gather quantitative and qualitative data that assess employee turnover on Real Estate Construction in the case of Flint Stone engineering s.co. Primary data was collected using questionnaire and interview and 47 responses were properly filled and returned out of 50questionnaire.A high response rate of 94% was obtained. After the required data are collected descriptive (i.e. frequency, percentage) analysis were used to analyze the data using latest SPSS version. The study found out that Flintstone Engineering has been experiencing serious cases of turnover. Majority respondents indicated that lack of proper compensation system that is salary and benefits and working condition are the main factors of turnover. The study recommended that the human resource management of Flint Stone Engineering should employ strategies such as revising the salaries and remuneration, providing recognition and individual growth opportunities. The top management including the chief executive officer should make some regular open meeting with the project managers to get their feelings on the issue and reinstate open communication system.Item Assessment of the causes of troubled irrigation construction projects (A case of Megech Dam Construction Project)(Addis Ababa University, 2018-06-08) Yigrem, Alwoye; Mohammed, Abdurezak(PhD)The purpose of the study was to assess the causes that make irrigation projects in trouble condition by taking the case of Megech Irrigation Dam Construction Project. Despite that the government is committed to develop large scale irrigation projects in different parts of the country, these projects are blamed for their stalling and slippages. The same is true for the ongoing project of Megech Irrigation Dam which is taking longer time. Therefore, this study is conducted to assess the causes related with management mistakes, planning mistakes and external influences that influence the performance of the project. It is a descriptive and explanatory type which employs both qualitative and quantitative approaches. Data is collected from both primary and secondary resources. Questionnaire and semi structured interview was used to collect data from the sample which are selected purposively because of their engagement in this project. The reliability test is done by Cronbach’s Alpha test and yields 0.77 which is acceptable. Data analysis is by both qualitative and quantitative approaches in which mean, standard deviation are used for discussion. The findings revealed that the mistakes in the planning stages are significantly affecting the performance of the project. Failure to have a risk management plan, poor management of scope changes, lack of proper financing and forex, political unrest, poor estimation and complexity nature of irrigation projects make the management tough and troubled. Besides, the practice of having prevention strategies is insignificant rather it is intervention approach which is commonly used to recover projects. To alleviate these problems, it is essential to build the capacity of managing projects, involve stakeholders actively, and has a policy to manage risks, deploy effective cost controlling strategies and have public private partnership arrangements.Item Assessment of the Practice and Challenges of Information Technology Project Management: A Case in Ministry of Communication and Information Technology E-Procurement Software Project(Addis Ababa University, 2018-09-04) Missker, Addiskidan; Mohammed, Abdurezak(PhD)The purpose of this study is to assess the practice and challenges of Information Technology Project management of Ministry of Communication and Information Technology E-Procurement Software Project. The research purposefully takes the whole population of project management team, both from MCIT and Perago, who are involved in the management process including the two project managers. The researcher used both primary and secondary data to achieve the intended research objectives. The primary data collected through self developed Likert scale structured questionnaire for the project process groups and an adapted Likert scale structured questionnaire for the major challenges of IT projects were distributed among six team members of the project management team including the project manager from MCIT and fifteen project management team members from Perago, the outsourced company including the project manager. The questionnaires were distributed online by using Google Form and the respondents were asked for their agreement/disagreement on existence and extent of the challenges in the project. Secondary data collected from compiled Terms of Reference and Status report Documents and had interviewed the two project managers. Data were analyzed using Google Form and Microsoft Excel and interpreted for percentage, mean and standard deviation. The findings of this study revealed that the project management practices were properly implemented as of the project management process groups except it missed proper feasibility study at initial stage and identified these major challenges insufficient skills within the team , delay in document approval ,older legacy systems issues ,too much project status reporting issues and insufficient technical knowledge within team. The feasibility study should be conducted in order to establish the validity of the benefits of the project locally by MCIT, different government organizations should prepare a suitable environment for the development of projects so as to understand and design the best solution for the existing unstructured system, prepare a project management team members meeting after each deliverables in order that the can go through the document with the reviewer and make amendments at the same time, have a IT training plan for team members to keep them updated with the latest technologies and project management training to help them to improve their ability of managing project, solving and analyzing a problem. ,and use tools like softwares to generate the report easily and also delegate a person who deals with status report preparation to the team.Item Causes of Delay in Construction Project of Private Real Estate(Addis Ababa University, 2018-06-01) Hussien, Adem; Mohammed, Abdurezak(PhD)Current practice of the real estate industry shows that it is a rare event that the projects are completed on the scheduled time, budgeted cost, and desired quality because the construction projects experience a tremendous amount of delays. Timely completion of construction project is a major criterion of project success. The need to control the causes of delays during the construction process comes out when the number of delay project has been increasing from time to time. Hence, it is essential to identify the causes of this problem from the early stage of construction project. The objectives of this study are to study the causes of delay in term of frequency occurrence and severity effect. A total of 70 contractors and consultants with an experience in construction of private real estate project are involved in the study. A questionnaire survey was conducted to identify the significant causes of delay in order to avoid or minimize their impact on construction project. The perspective of contractors, consultants and client has been analysed and ranked based on Relative Important Index (RII). The study indicate that the top major causes of delay were ´Owner interference´, ´Frequent change orders´, ´Long waiting time for approval of tests and inspection´, ´Shortage of construction material´, ´Mistakes in design documents´, ´Inappropriate organizational structure linking all parties involved in the project´, ´Mistakes and discrepancies in design documents´, ´Discrepancies in contract document´ and ´Delays caused by subcontractors´. In addition, the top major effects of delay were; time overrun, cost overrun, dispute, arbitration, litigation and abandonment.Item Causes of Delay in Public Building Construction Projects: A Case of Addis Ababa City Administration Public Building Construction Projects(Addis Ababa University, 2018-11-12) Seifu, Neway; Mohammed, Abdurezak(PhD)This study intended to assess the causes of delay in public building construction projects in Addis Ababa under taken by grade one contractors. In this project work 42 delay causing events in the public building construction projects were identified and categorized in to 5 main category groups and the most important and critical causes of delay causing factors were evaluated and ranked based on the RII values from the data collected. The method used for data collection was a questionnaire survey group of respondents form clients, consultants and contractors on the ongoing 28 projects that include senior professionals in the construction industry. The data collected was through a questionnaire survey. The respondents reply was ranked according to the RII and the rankings were tested for their agreement via spearman coefficient. The findings show that the top ten factors that cause construction delays in the public building construction projects in Addis Ababa are: (1) Difficulty in project financing; (2) Poor Project management system; (3) Delay in issuance of designs and working drawings; (4) Shortage of availability of imported construction materials; (5) Design errors and complexity of designs;(6)Delay in progress payments for completed works; (7) Late start & resource mobilization to site; (8) Financing problems; (9) Inaccurate Site investigation Report;(10) Price Inflation. This project work finally forwarded relevant recommendations in view of the research objectives and based on the findings of the study towards reducing and mitigating the delay causing factors. The key suggestions forwarded were: Owners should possess comprehensive financial plan, hire competitive contractors and consultants to the works. Consultants should avoid delay in response to any clarifications, avoid design errors, prepare a comprehensive final designs and working drawings. Finally contractors should develop financial plans, establish strong project management system and mobilize resources immediately after site possessionItem Causes Of Project Cost Overrun And Time Delay: The Case Of Afar Sustainable Development Goals Program Office Projects(Addis Ababa University, 2018-06-02) Bullo, Fitsum; Mohammed, Abdurezak(PhD)Most water related construction projects in Ethiopia frequently face cost overrun and time delay. The objective of this study is to identify the major causes of cost overrun and time delay and thus help in avoiding them by identifying measures that should be undertaken in project management using a questionnaire. And this survey shows the client projects personnel perspective. The survey questionnaire constitutes a collection of thirty six(36) causes found in the literature, classified into two(2) groups namely cost overrun and time delay causing factors. The questionnaire were answered by thirteen (13) purposely selected SDG program office personnel and horizontal program office horizontal officers which involved with all the SDG program projects implemented from July 2008 E.C. to February 2010 E.C time duration. The respondents are requested to rate the thirty six(36) causes identified from literature review, add if there is any additional causes that are not included in the questionnaire and measures to be taken to manage the causes. Here the Relative Importance index (RII) method is used to rate according to their importance of each causing factors listed in the questionnaire after the data reliability is checked. According to this study Design change, scope change, ineffective project monitoring, and ineffective program management are the major time delay causing factors. And original estimate and budgeting, design changes/iteration, inadequate availability of skilled resource and location or/and connectivity of project site are the major cost overrun causing factors. Lastly the study identifies six area of project to be dealt to manage or control the effect of cost overrun and time delay. These are project scoping & planning, project monitoring & control, program office projects management, capacity building, project communication and risk managementItem Challenges of Implementing Agent Banking: Evidence from Agents of Commercial Bank of Ethiopia(Addis Ababa University, 2018-06-19) Kurabachew, Betelhem; Mohammed, Abdurezak(PhD)The purpose of the study was to investigate the challenges facing financial services agents in Addis Ababa. A structured closed and open-ended questionnaire administered face to face was the main instrument for data collection. The questionnaire was pre-tested through pilot study to ascertain the reliability of instrument in collecting required information for the study. The data was analyzed using descriptive and inferential statistics. On operational challenges, the researcher found that lack of float was a very important challenge Training was however not an important challenge. Most of the agents reported to having received training from the bank. In cases where agents operated multiple agency services52.6% of the single financial service operator agents are willing to expand their business to include services from other banks while 47.4% of the agents are satisfied with operating agent services from the commercial bank of Ethiopia. Insecurity was found to be a very important challenge a relatively low percentage (28.9%) of them had fears of insecurity.Findings on the technological challenges revealed that 89.5% of the agents experienced system down times with 52.6% of them agreeing that network unavailability was a major hindrance to service delivery. The system down times were however not attributed to the gadgets used for agency banking.The findings indicated that (30 and 10%) of the agents agreed and strongly agree that the gadgets used for agency banking were reliable. From the findings, the study concluded although lack of training was not a challenge, the agents that received training for multiple financial institutions had difficulties keeping up with the trainings from different financial institutions. As a remedy to these challenges the study recommends that Commercial Bank of Ethiopia should consider revising current policies to allow a standard agency system platform. The study also recommends setting up redundant network infrastructures to improve network accessibility and reliability. Finally the study recommended taking measures to reduce operational challenge predictors (liquidity, insecurity and agency regulation) as well as reduce network hitches as this would help financial agency operators increase their monthly transactions thus improving performance and as a result contribute to the success of agent banking in Commercial Bank of Ethiopia making the goal of financial inclusion as envisioned in CBE Vision 2025 that agency banking is supposed to address achievable.Item Critical Success Factors to Information Technology Projects Implementation: the Case of Commercial Bank of Ethiopia(Addis Ababa University, 2018-06-09) Yenehun, Elias; Mohammed, Abdurezak(PhD)For an organization performing its business in today’s competitive business environment information technology/information system is already considered as a critical factor. And, given the fact that IT system projects are one of the most costly investment decisions and one of a very few major strategic dimensions to giant service providers (including Commercial Bank of Ethiopia (CBE)) and similarly getting them implemented is majorly a challenging task by itself. The overall purpose of this project work is to discover the CSFs to IS/IT system projects implementation process in terms of their empirical importance in the case of Commercial Bank of Ethiopia (CBE). Regards to the methodology employed for this project work, a quantitative data collected from previous implementers of IS/IT system project(s) used, whereas Principal Component Analysis (PCA) statistical estimation technique was used together with its related data testing tools. Whereas, the analysis part consists of ranking CSFs through descriptive statistics, computing commonalities, unrotated and rotated component matrix, total variance calculation, Pearson correlation technique, and covariance etc. to materialize the above analysis, a statistical software package for social science (SPSS) was used. Using the above methods of analysis, Top Management Support, Team Work, Composition, and Capability, Project Leadership, Proper and Adequate Training, Project Management, Technological Infrastructure, Business Process Adjustment, Information Systems Adjustment, Processes and Sub-processes (Stakeholders) Participation, and Business Process Fit: Data Fit were found as an individual key success factors. Whereas, Five major principal components (dimensions) of CSFs were extracted for this particular project work, these are already labeled as Process related CSFs, Quality related CSFs Enterprise related CSFs Project related CSFs, Business and IT System Alignment related CSFs. Each of these dimensions contained from seven to two high loadings (variables or CSFs). All in all, organization looking for adopting various state-of-the art IS/IT system technologies in general, and commercial banks in particular to be efficient and effective they have to focus on the areas organizational and related business readiness issues, such as in terms improving technological infrastructure, business processes and information systems adjustments, processes and subprocesses participation and/or stakeholders and more importantly higher and proper support of top managements. To this end, providing a better attention to those CSFs explored as key one beyond all other critical factors are suggested to be a proper move toward s achieving major objectives of successful implementation of IS/IT project implementation.Item The Effect of Project Manager’s Leadership Style and Teamwork on Project Performance: the case of HELVETAS Swiss Intercooperation Ethiopia(Addis Ababa University, 2019-06) Shumiye, Alem; Mohammed, Abdurezak(PhD)The purpose of this study was to establish the relationship between leadership style and teamwork and their effect on performance of projects in HELVETAS. The theoretical foundation of this study was guided by visionary leadership theory which involved transformational and transactional leadership styles. In this study, a mixed of both qualitative and quantitative research approaches was employed with mixed research design of descriptive and explanatory research. Using web-based Multi-Factorial Leadership Questionnaire (MLQ), complete and usable primary data were collected from 233 project managers and project team members. A test on adequacy of the sample, reliability and validity of the measurement model were found to be acceptable. Model diagnostic tests show assumptions of normality, autocorrelation, multicollinearity and homoscedasticity hold true. Step-wise multiple regression analysis shows that leadership style had a statistically significant positive effect on project performance; transformational leadership style was positively related to teamwork while transactional leadership style is negative related to project performance. Team communication aspect of teamwork was positively related to project performance while team collaboration and team cohesion were negatively related to project performance. In addition, the study found that teamwork was a partial mediator of the relationship between leadership style and project performance. This study recommends that, as project leader alone cannot successfully complete a project, project managers should select and adopt appropriate transformational and transactional leadership styles taking into account the critical role of teamwork. Based on the findings, senior management team in HELVETAS should act on leadership and team development programs (such as action learning) as well as staff retention strategies along the project life cycle. Study employed explanatory research design with both qualitative and quantitative data type. It employed multiple liner regressions to show up the effect of Condo-hosing cost increment. It concludes that a regression analysis results are presented in the result as shown in the model summary designates that (Supply Side Approach, Demand Side Approach model, Sites and Service Schemes model, guidance & assistance, Housing and Infrastructural, Housing Affordability explained 92.0 % of change in Housing Cost Increment. Specially, Demand Side Approach prototypical with financial liquidity problem increases to in increase defiantly increase level of Condo- housing cost increment in probability of coefficient interval of -.720 which mean that insisting -72 % per annual. So, study showed Demand Side Approach prototypical of financial liquidity problem can be designed in such a way that they only directly effect on housing users next to Sites and Service Schemes model, guidance & assistance knowledge problem defiantly increases level of Housing Cost Increment in probability affect users of -.500 which negatively that insisting by -50 % per annual. Multi-project organization works in an environment where an organization runs multiple projects at the same time. Nowadays multiple-project environment is getting more common. In this research, the human resource assignment practices in Ethiopia, in a case of Federal Ministry of Health(FMOH) was studied. Human resource management in multiple-project organization environment is more exposed to different types and sets of challenges. The research begins with the gathering of the information from the literatures than research questionnaire was designed. The collected data was analyzed to find out: 1) Project Team Member Selection Criteria, 2) Project Team Member Selection Methods, 3) Human Resource Management Methods, and 4) Current Challenges and Problems in assigning human resources. The data gathered are tested by Cronbach’s Alpha test. Based on the result, the assignment of human resource practice at FMOH taking place at the start of the project and allow employee exchange across the projects. There are few scenarios that project team members assigned after the project starts. Employees are not advised or allowed to work on projects they want to work on due to insufficient expertise and project dependency across multiple projects. To address the objectives of this study a descriptive research design was employed as well both quantitative and qualitative approaches were used. Both primary and secondary source of data were employed i.e semi structured-interview and close ended questioner as a primary data and different document analysis were done as a source of secondary data. All employees of HBSC Project team were incorporated in this project work. In which data was gathered by distributing questionnaires to 39 respondents, where 38 were filled in and collected and the remaining 1 is missed, an interview was conducted with the project manager and installation site manager. The data obtained through questionnaire has been analyzed quantitatively using descriptive statistics: frequency and percentage through SPSS version 24 software. Moreover, the data obtained using interviews has been analyzed qualitatively. The project work focused within project contract management practice of HBSC Kilinto II Project by addressing the process namely: contract terms and conditions, contract monitoring, contract documentation and contract controlling and closing. According to the findings of project work, there is standard templates, procedures and policies for the project. On the other side project team lack training in regard to contract management, lack of proper documentation, significant delay, poor implementation of terms and conditions, lack of regular monitoring of contracts and also controlling and closing have been found as the areas that needs improvement. Thus, a recommendation has been made under this study on what actions should be taken in order to improve project contract management practice for current and future projects of Heineken Brewers Share Company.
