Item An Assessment of Challenges of Urban Good Governance: the Case of Fitche Town Administration(Addis Ababa University, 2017-10) Teferi, Zeleke; Mulugeta, Abebe (PhD)The study aimed at assessing the practice and the challenges of good governance through the approaches of the implementation of accountability and transparency in the selected public sectors of fitche town administration particularly municipality, and trade and market development offices. Descriptive survey design by using mixed approach (quantitative and qualitative sequentially) was used to accomplish the objective of the study. The respondents of the study were selected using simple random sampling and convenience technique. In all 96 sample employees were asked to fill the questionnaire and 92 were responded and used for analysis. Also 24 customers from the two selected offices were participated in the study through interview. The data collected from participants of the study were analyzed through descriptive statistical tools such as frequency, percentage, mean, and standard deviation. The result of the study was presented using charts, graphs and tables. The study revealed that poor practice of implementing accountability and transparency. It was also found that lack of capacity, weak low enforcement, malfunction with corruption, lack of commitment and awareness were identified as challenges of good governance. Therefore, the study recommended that the studied sectors should mainly focus on the effectiveness of accountability and transparency. In addition the sectors should promote effective good governance through minimizing the influence of the identified challenges of good governance in the public sectors of the town.Item Assessment of Good Governance Practices: the Case of Arada Sub City Administration.(Addis Ababa University, 2018-02) Shiferaw, Samson; Berhanu, Ermias (PhD)The major goal of this study was to assess state of good governance in Arada sub city. The research was conducted in Arada sub city which was selected randomly. The specific objectives of the research were to examine the extent to which good governance practice applied in the Arada sub city; assesses the perception of public officials and employee towards the practice good governance in the sub city and to identify the perception of service users towards the practices of good governance in Arada Sub city. Among 10 sub cities in Addis Ababa town, Arada sub city was selected randomly. Survey research design was used for this study. To achieve the objectives of this research both qualitative and quantitative data were used. Primary data were collected from employees and officials of the institution (96) and service users (110). Secondary data were collected from pertinent sources like institution reports, magazines, internet sources and others. Semi structured interview schedule was used for employees and service users and questionnaire was employed for officials to collect data from them. Data were analyzed using percentage and frequencies, tabulation, figure and the like. Participation, accountability, transparency, equity &equality, effectiveness and efficiency were taken as indicators of good governance. The perception of majority of the service users were ranged from low to medium. On the other hand, the responses of employees and officials for the same indicators ranged from medium to very high. Besides, the study identified that the intention of the sub city to involve the service users in major development programs was low. Conducting periodic surveys, designing participatory development programs, and involving the service users in major decision that concerns the community will have immense contribution for future development and effective service delivery in the sub city. To meet the above objectives, the research employed more of qualitative case study approach. Both primary and secondary data sources were used in gathering pertinent information. The technique of collecting primary data includes in-depth interviews at sub-city and woreda , focus group discussions with the community representative. Secondary sources such as published and unpublished materials such as books, proclamation, procedures, directives and manuals are used. Descriptive method of analysis is used to analyze the primary and secondary data. The study found that local administrative discretionary power is not adequately devolved and accountability mechanisms, at woredas of Addis Ababa are not properly designed due to different reasons. It is challenged by many problems such as crucial autonomy still remain in the upper stratum, as well as lack in properly codified rules and regulation in administrative autonomy. As well as due to political curiosity intervening of politically assigned official in administrative procedures is also to be mentioned .The public accountability mechanisms are also not properly designed and social accountability is completely not designed. Hence to make administrative decentralization meaningful recommendations are made on devolving adequate administrative autonomy ,codifying proclamation and other regulations and directives . Both the public and social accountability mechanisms have to be designed properly and adequately in woredas of Addis Ababa. Key words: Administrative, Discretion, Accountability, Woreda, Regulating abilities, Procurement,HumanresourceItem Assessment of the Prevalence of Good Governance (Transparency, Responsiveness and Accountability) in Revenue Sector: the Case of Gullele Sub city of Addis Ababa City Administration(Addis Ababa University, 2019-05) Mulugeta, Moges; Gemechu, Ararssa (PhD)Having seen its desperate importance and the great efforts of the government in achieving good governance, this study stands to assess governance in public institutions entitled “an assessment of the prevalence of good governance(Transparency, Responsiveness and Accountability) of Revenue Sector: the Case of Gullele Sub city of Addis Ababa City Administration” The main objective of the study is assessing how far good governance is prevalent in public sector institutions and the research was conducted on five public institutions in Gullele Sub city of Addis Ababa City Administration. The study employed qualitative research methodology and data was collected through questionnaire method and the data obtained both from civil servants and service users together with the information obtained through interviews from selected officials. The descriptive analysis revealed that institutions are striving to achieve good governance practically in their institutions. Based on the analysis conducted using three core elements of good governance namely: Transparency, Responsiveness and accountability, different achievements and failures were observed. Frameworks and mechanisms for good governance implementation are found ready. The necessity of engaging the society in full scale participation, the need for trainings, workshop, seminars on good governance, increasing implementing capacity of the institutions, the necessity of using different mass medias for good governance issues , struggling against corruptions are recommended for amending the failures in public institutions in their attempts to achieve good governance.Item An Evaluation Of Good Governance Practices: The Comparative Analysis of Tikur Anbessa Specialized Hospital And St. Peter's Specialized Hospital(Addis Ababa University, 2019-06) Daniel, Getaneh; Terefe, Zeleke (PhD)The purpose of this study was the evaluation of good governance practices using comparative analysis method. The study used qualitative and quantitative research design where random sampling method was used for selection of clients. Data were collected using structured questionnaire and analyzed by SPSS windows version 20.0. Questionnaires used to gather raw data from the respondents. Secondary data were also collected from different existing sources. The data were analyzed using Microsoft excel and presented using tables and chart. The findings show that in TASH there is poor accountability, lack transparency and less responsiveness their client in contrast to SPSH. The findings also show that in TASH stakeholders did not make the society or another stakeholder to participate in the provision of basic service delivery, in the supervision of basic service delivery, in the financial activities, and in handling customers’ complaints compared to SPSH. Although there are attempts of good governance practices, a lot need to be done at the TASH in contrast to SPSH. The study recommended that, to improve good governance practice, the management of Hospitals should ensure that two Specialized Hospital staff are aware of the elements of good governance practice and adhere to them in their day to day activities.Item Good Governance Practices in the Training and Academic Institutions of the Ethiopian Ministry of National Defense: the Case of Selected Colleges.(Addis Ababa University, 2017-06) Mamuye, Dawit; Berhanu, Elias (PhD)Taking the importance of good governance in to consideration in a country like Ethiopia, the researcher conducted his research on the title of assessing good governance practices in the ministry of national defense education and training main department with the reference of three selected colleges. The main objective of this study was to assess the application of good governance, satisfaction of the customers and the challenges that occurred during the implementation of good governance in the colleges. The researcher used descriptive survey study to conduct this research and the data were collected through the instruments of questionnaire, interview and document review and then the data which were collected through these methods were analyzed. Based on the analysis conducted using five core elements of good governance namely accountability, transparency, equity, effectiveness and efficiency and customer participation, the strong and weak aspect of implementation of good governance were observed. Based on the failures observed some recommendation were made in order to minimalize or totally avoid the failures. The key objectives of the study are: assess the effectiveness of the government system in water supply service delivery with respect to CAR frame work, assess the satisfaction of clients in water service delivery in Akaki-kality sub-city and to show the major obstacles of water service. Qualitative and semi-quantitative methods with stratified sampling are used in the study. Beside that key-informant interview also apply in the study. The study covers availability and accesses of water to observe the satisfaction of the clients more than 50% of the respondent are not satisfied with water service supply in Akaki-kality sub-city. With regard to effectiveness of government system most of the respondents disagree about effectiveness of the system. Findings show that lack of transparency, accountability and responsiveness are obvious in water service supply, restriction of private sector in the supply of potable drinking water with pipe line, the community forums role is insignificant in decision making of water service and NGO’s play great role in providing drinking water for Akaki-kality clients. Keywords; Governance, Public service delivery, Customer satisfaction, Accountability, Capability, ResponsivenessItem New public management, ethics and accountability: the case of Addis Ababa city administration, Ethiopia(Addis Ababa University, 2017-09) Girmaw, Assemie; Fenta, Manadefro (PhD)This thesis investigates Civil Service Reform Programs (CSRPs) in the context of New Public Management (NPM) and examines how they are associated with accountability and ethics in Addis Ababa City Administration (AACA). In the early 1990s, Ethiopian government has introduced change in its public administration through CSRPs. Despite the efforts made, no comprehensive research has been conducted to examine the nature and characteristics of the reform programs in the context of NPM. Besides, Ethics and accountability were identified as important areas that require redress by the government. However, despite the reform efforts, thorough academic research was not done to understand ethics and accountability practices and challenges in AACA. Moreover, adequate empirical research has not been done on the relationship between ethics and accountability with NPM. Therefore, this study was aimed at analyzing the CSRPs in AACA in the context of NPM and examining empirically how accountability and ethics were associated with NPM. In order to achieve the objectives of this study, mixed research approach was employed. In identification and selection of subjects of the study, multi-stage proportionate sampling and purposive sampling techniques were used. Data were collected from both primary and secondary sources using questionnaire aided by semi-structured interview, and through observation and analysis of different kind of documents. The researcher utilized mainly statistical techniques such as Spearman Correlation Coefficient, Ordinal Regression for the quantitative data and Thematic and Content Analysis methods for the qualitative data respectively. The findings provided comprehensive assessment of the nature and characteristics of the reform programs in AACA within the framework of NPM. It showed that five elements of Hood‘s NPM model which include explicit standards and measures of performances, emphasis on output controls, competition, the private style of management, and discipline and parsimony in resource use are applied in AACA. The study revealed that accountability and ethics association with NPM was found to be positive. Besides, NPM impacts accountability and ethics in a positive way though it is insignificant. Nonetheless, the outcome of the study indeed proved lack of firm political commitment and support from the bureaucracy, inadequate material and financial resources, lack of qualified personnel, and absence of adequate monitoring and follow up from the reform leading institutions as important problems in the course of practicing NPM in AACA. Furthermore, accountability deficits and unethical practices such as violation of the rule of law, partiality, and corruption and theft were identified in the city administration. Lack of determination of leaders and employees to do away with unethical practices, poor implementation of ethical principles, and absence of enforceable ethical code of conduct are some of the major predicaments that are impeding the betterment of ethics in AACA. Also, low citizen participation, absence of appropriate rewards and sanctions, and undermining accountability institutions are the important challenges in fostering accountability in AACA.Item Practices and challenges of good governance: the case of Addis Ababa university main campus(A.A.U, 2019-09) Andualem, Deribe; Tariku, Atomsa (PhD)This study aimed at finding out the role of practices and challenges of good governance in enhancing good governance practices in Addis Ababa University using the main campus of the university. The main objective of this study was to assess the practices and challenges of good governance at Addis Ababa University. The methodology used to conduct this study was qualitative and quantitative research design where random sampling method was employed to select respondents. Questionnaires were made use of to gather raw data from the respondents. Secondary data was also used. The data was analyzed by using, data analysis software SPSS version 20 and presented using tables. The study found that good governance practices are not adhered to at university. It was also revealed that good governance contribute to quality of education and employee satisfaction at Addis Ababa University. The study further found that good governance practices at Addis Ababa University are hindered by various factors such as bureaucracy, reluctance and inefficient. The study lastly concluded the existence of a relationship between good governance with quality of education and employee satisfaction. The study recommended that, to improve quality of education and employee satisfaction at, Addis Ababa University. The management of Addis Ababa University should ensure that all Addis Ababa University staff are aware of the principles of good governance and adhere to them in their day to day activities. It was suggested, Addis Ababa University , to pay attention to employee satisfaction and human resources development strategies with appropriate training packages to enhance knowledge of good governance.
