Item A Project Work Presented in Partial Fulfillment of the Requirements for the Award of Master of Arts Degree in Project Management(Addis Ababa University, 2-10) Bekele, Zerabruk; Bekalu, Wubshet (PhD)This research aimed to assess the monitoring practices in projects contracted to YOTEK construction PLC. An effort was made to identify the strengths, weaknesses, and challenges to the monitoring practices. It was a descriptive research where quantitative data was collected through questionnaires distributed to all the staffs involved in monitoring. The data was analyzed on SPSS and MS Excel, and the findings inductively interpreted. An acceptable response rate of 90.7% was achieved but the response rates for the open-ended questions were not satisfactory. The research found out that about half of the staffs assigned for monitoring responsibilities need trainings in project management. Tools, systems, and applications were sufficiently available but financial constraint was straining the practice. Aspects of monitoring plan and its implementation were good, but some components of the plan such as acceptable performance levels were not properly communicated. The data collection was frequent and flexible thereby contributing to data quality, though information overload was a downside. The project reporting at YOTEK had some important attributes for effectiveness: Timely, flexibly scheduled, tailored to audience, and participatory. But independent performance reviews aiming for unbiased, impartial assessment of the work were less common. Furthermore, a weakness was noted in taking corrective action as per the findings of the performance reviews. One of the interesting findings was that the weaknesses and strengths were not exclusive to each other, but project specific at times. The implication of this observation is that the monitoring practice was not highly consistent or it was not integrated across projects. The researcher recommends YOTEK to build an integrated monitoring system so as to ensure optimal resource utilization. It is also recommended to conduct trainings to familiarize staffs to the monitoring tools and systems, to resolve the financial constraint and the communication lapses that were affecting the monitoring practice. Key words:Item An Assessment of Social Responsibility (SR) Practices The Case of Public Construction Project Organization in Arada Sub-City(Addis Ababa University, 2017-05) Mulugeta, Deginet; Belayneh, Temesgen(PhD)The purpose of this study is to assess the SR practices of the project organization/Construction office in Arada Sub-city in undertaking public construction project works. Purposive and stratified sampling method was used to select 88 respondents from the project organization, client organizations, and woreda level public mobilization development offices and from the recently active public construction project site works. The study applied descriptive study design and used survey questions, semi-structured interviews and direct observation of project site works as an instrument for data collection. The data gathered were categorized in to their respective six sub-topics and coded in the SPSS program, tabulated, and the frequency counts were changed in to percentages for analyzing the data. Using a mixed-method review under this study; the findings present that even if the uptake of SR has increased across different project personnel’s from time to time, employees in the Project organization which are committed to social responsibility operations uses the language of SR in a limited way in their working activities and these personnel’s that uses the language of SR are insignificantly committed to the principle of it. Evidences of the study show that the project organization implements principles, plans, and courses of actions in the varieties of public construction project operations without considering/realizing the importance of SR or provide a response which does not address social problems and the need of the society. The study also identified a number of SR practices which contributes to the development of negative perceptions towards the operations of the project organization in the society/community. As a result, keeping good relationship with the necessary stakeholders, developing and cultivating socially responsible practices, being flexible to accommodate construction innovations and adopt new way of doing project operations, strategically creating good learning environment and continuously monitoring and providing feedback are the main points from others given as a recommendation for the project organization to reduce its negative impacts and provide even greater benefit to further future developmentItem The Effect Of Procurement Method In The Construction Sector: A Case Of Radisson Blu Plaza Hotel(Addis Ababa University, 2017-05) Elias, Absera; Mohammed, Abdurezak (PhD)One of the features of the construction industry over the last three decades or so, has been the use of various procurement methods for project such as management contracting, project management, and design and building. With the development of applying these methods several researchers have conducted various research to examine the criteria for their selection and their performance in terms of time, cost, and quality. The aim of this study is to investigate the process and effect of procurement related factors such as procurement selection criteria, and to suggesting methods and variation orders on project performance. The researcher collected data by using mixed approach, which mainly consists of both qualitative and quantitative (quail-quanti) approaches. The research design adopted to conduct this study is that of a Case Study approach. To conduct the research, the researcher relied up on non-probability sampling methods. Of this type of sampling, a purposive sampling technique was used to select the specific center. The target groups in this study are the Consultants, Contractors, Procurement experts, Architects, and employees related to the Radisson Blu Plaza Hotel construction project. The research employs gathering of both primary and secondary data to address the research questions. Based on the study the researcher was able to conclude that there weren’t that much of a difference between the consultants and the contractors regarding the effects especially on the factor related to clients affect the procurement method of the Radisson Blu Plaza construction project greatly. More than half of the respondents agreed that factors related to clients had a higher effect on procurement method and the performance of the project. Based on the findings the researcher recommended that all parties should familiarize themselves with various types of procurement methods to assist them to make a well-informed decision on procurement and try to mix some of them to fill in some gaps. The clients should also have a clear understanding of what they want and hire a professional and relay on their expert judgmentsItem Price Escalation And Its Management In Turnkey Projects: The Case Of Ethiopian Railways Corporation(Addis Ababa University, 2017-05) Tarekegn, Dawit; Mohammed, Abdurezak (PhD)The role of railway development for the economical growth and social welfare of a country is very indispensable. Especially for a developing country like Ethiopia, the expansion of rail network highly supports the strive in building competitive economy. Although it has been over hundred years for a rail to operate in Ethiopia, following its age the old one has been deteriorated and abandoned. It has been about ten years that the new spirit of a railway operation has revived in the country. As the new railway construction sector lacks experience and a well developed & systematic environment, it is highly prone industry to different risks including price escalation. So that the sector should stay awaken towards mitigation of price escalation to accomplish its objectives. Mitigating price escalation strictly requires the identification of the condition of the price escalation, the causes and effects together with the effective ways of mitigating the problem. This study has tried to enlighten the price escalation & its management in the Ethiopian railway construction sector. The analysis was supported by the use of Mean Score (MS), frequency tables and graphs. The study has identified that there is a noticeable disagreement on the understandings of price escalation in the EPC/Turnkey projects among the employer, contractors and consultants. National and global inflation, late project launch & project schedule changes; and fluctuation in money exchange rates beyond the level predicted were among the main factors that cause price escalation in the EPC/Turnkey railway projects of Ethiopia. On the other hand, project financing problem, high project cost and disputes between the employer & the contractors are the major effects of price escalation in the projects. Applying buyer-supplier partnership/relationship, using local instead of imported materials and developing regular monitoring system to assure appropriate market assessment & proper procurement procedure are mitigation mechanisms rated first to third based on their significance to the price escalation management. Recommendations on how to work on the disagreements and the collaborative reactions to be taken towards mitigating price escalation have been proposed based on the analysis of the results that enables to minimize the problems of price escalation on the railway construction projectsItem Impact of Leadership Attributes of Project Managers on Project Success: The Case of Ethiopian Road Authority (ERA)(Addis Ababa University, 2017-05-13) Tadesse, Kaleb; Bekalu, Wubishet (PhD)Very little focus has been placed on the need for leadership competencies as requirements from PMs. This research study was conducted with the objective of determining the influence of leadership attributes of PMs on project success. Furthermore, it attempted to identify the leadership attributes that must be possessed by PMs through meta-analysis of previous literature and tried to determine the relationship between those attributes and project success. The meta-analysis revealed that four groups of leadership attribute namely personal trait, technical leadership skills, soft leadership skills and emotional intelligence. PMs selected for the study were first grouped into successful or unsuccessful PMs based on the performance level of the projects they were conducting. A structured questionnaire was distributed and data gathered were analyzed using SPSS version 20. It was found that all leadership attributes were positively correlated with project success. Personal traits were the most statistically significant determinants of project success followed by emotional intelligence, soft leadership skills and technical leadership skills, respectively. Other than those groups of leadership attributes, experience was also found to be a statistically significant determinant of project success. In summary, project success was positively affected by experience and the leadership attributes of the PM. Recruitment, selection and assignment of PMs to projects should be designed to include the experience and leadership attributes and Personality test should be administered to ensure personality-project fit. Training and experience sharing platforms in areas of team work, communication, project management and sensitivity trainings can have vital contribution towards improving leadership attributes required of the PM. A lesson learned documents, best practice documents as well as templates and processes like risk register, pert chart and quality assurance should be available in an organized mannerItem Generic Risk Factors and Their Implication for Information System (IS) Projects of Ethiotelecom(Addis Ababa University, 2017-05-23) Asmare, Melkamu; Bekalu, Wubishet (PhD)This study identified the risk factors in each project phases or process groups of IS projects in ethiotelecom. The researcher used descriptive research method. Risk factors were identified by interviewing project managers and project team members, project document analysis, and by reviewing other research works. Structured questionnaires with Likert type was used for severity level analysis on different project phases of IS projects. This study is significant to a larger extent to project implementers, users, and venders to identify and prioritize risk factors while the projects are initiated, Planned, launched, monitored, and closed. Moreover, it can be used as an input for further study on risk management of the company. The findings of the study indicated that the average severity of identified risk factors is found to be different on different project phases. On average, there is lower severity on scoping phase and M&C phase, where as there is higher impact on Closing, Planning, and launching project phases. Moreover, except for few risk factors which affect all the project phases similarly, every project phase is affected differently by different risk factors. Risk factors which have considerable impact on each project phase and hence the project as a whole were identified and prioritized through experts, experienced project team members, and project managers. It is therefore, worthwhile and effective to conduct continual risk identification, prioritization and treatment with in each project phase so as to avoid the underline gap in project progress or achieving the objectives of project deliverablesItem Challenges of Monitoring and Evaluation of Development Programs A Case Study of the United Nations Population Fund (UNFPA) Ethiopia(Addis Ababa University, 2017-05-28) Tadele, Mikias; Assefa, Teklegiorgis(Associate Professor)The aim of this research project work is to provide an understanding of the various Challenges of Monitoring and Evaluation (M&E) encountered in the development works by UN organizations. The researcher made an assessment of the United Nations Population Fund (UNFPA) Ethiopia as a case study of development program. The study employed a qualitative research methodology by interviewing key informants selected based on relevance to the research and analyzed pertinent documents of M&E of the UNFPA. The major findings from the key informants interview and M&E document review of the organization indicate that absence of knowledge management utilization by the organization for M&E activities and decision making. Besides that, the research shows that the absence of synergy of M&E and programming is one area that should be strengthened further by the organization. In general, the small M&E unit which exists at the organization has not allowed for the only two M&E experts to provide the desired support for the large-scale programs of UNFPA conducted in various regions of the country. These constraints hinder the organization from effectively undertaking M&E work to achieve a better result in the development programs within the country. Some of the vital recommendations made in this research in order to ensure effective results-based monitoring & evaluation are; enhance the capacity of M&E unit in terms of human as well as financial resource to further support program implementation successfully, implementation of knowledge management to benefit from M&E information for decision making, and desire to create a proactive synergy of work between M&E and programsItem Analysis Of Risk Management Practices In Construction Companies: Focusing On Yotek Construction, Flintstone Engineering And Akir Construction(Addis Ababa University, 2017-06) Yirga, Getachew; Belayneh, Temesgen (PhD)Critical reviews of the existing theory and practice of Risk Management within the construction industry particularly in Ethiopia and the world at large suggest that risk management, as one of the nine knowledge areas of the project management, is not only underutilized but also, generally, not well understood. These are simply manifested in the results shown on the ground that construction projects facing time and cost overruns besides to their inferior quality products. The research findings which have been summarized and presented in this study were carried out based on three local construction companies‟ named Yotek Construction, Flintstone Engineering and Akir Construction with the objective of analyzing status of RM practices in construction companies in general and specifically how the risk planning, identification, analyzing, responding and monitoring and controlling experiences or practices. To do so, survey questionnaires were distributed to selected experts particularly related to the risk management practices area like planning, designing and /or executions / implementation levels to see deep in to the detail practices. The findings showed that with some ups and downs, there were some hints of risk management practices specifically, risk management is recognized as a very important input, formal procedures to RM are practiced and RM is a continuous process but some practices still need improvements like team members should participate in risk identification, mainly there are no responsible body to handle and coordinate risks and subjective methods (such as judgments based on experience) rather than more sophisticated methods (such as mathematical techniques) are used to make decisions that affect the key project parameters. There are more or less risk management planning practices but not all team members are invited to participate and there are no defined and well-developed strategies to respond to risks. Risk monitoring and controlling are not done in compliance with the accepted standards and procedures which make risks either worse or might make difficulty to overcome them. In conclusion, RM is not yet fully and maturely practiced but partially and hesitantly. Recommendations are RM management should be in compliance with the standards, there should be a well-developed strategy and responsible body to handle risks.Item An Assessment Of Project Manegment Office Role And Type In Ethio Telecom(Addis Ababa University, 2017-06) Birhane, Alem; Mohammed, Abdurezak (PhD)The Project Management Office (PMO) has recently become a vital business unit in many organizations worldwide and is critical to the success of project management functions in many organizations. It also the new phenomena to our country project management culture. This research project has been developed with the aim of studying the project management office role and type in ethio telecom. The study conducts in-depth literature review on Project Management Office. The PMO has different roles and responsibilities, type, structure, staff numbers, and maturity level and these factors often vary between organizations depending on the needs of organization itself. The accurate identification of the PMO roles and type is important as some organizations might spend money and resources on establishing PMOs that don’t satisfy their needs and requirements. To achieve the objectives of this research, a mixed research methodology that involved mixed approaches have been used studying the existing ethio telecom PMO roles, type, structure and maturity. The data collection uses semi-structured interview questions and questionnaires as a primary data gathering sources and organizational documents and reports as secondary data sources. The outcomes of this research show that ethio telecom needs significant modifications and designs to its project management office and its roles and type were contradicted with the concept of program/project management office. The research recommended some recommendations that might help to modifying its roles and responsibilities, staffing appropriate employees and empowering this PMO in the company and helping to achieve more projects performance enhancementItem Assessment Of Project Implementation Practice of Entrepreneur And Business Growth Project implemented By Digital Opportunity Trust Organization In Addis Ababa(Addis Ababa University, 2017-06) Berhanu, Bezawit; Assefa, Teklegiorgis(Associate Professor)The purpose of this study is to assess project implementation practices of entrepreneur and business growth project implemented by digital opportunity trust organization. Structured questionnaires were employed to collect demographic and other relevant data from project manager and team members. After data collection process the data analysed using simple statistical analysis methods (frequency and percentage) and descriptive analysis (mean and standard deviation) methods had been usedSurvey data were subjected to descriptive statistics and different non parametric analysis using SPSS software. The study revealed that the project processes of initiation, planning, and execution, were adopted while the implementation of the project. And also various activities under each phase were adhered by the organization. Finally, the study found that a number of factors accounted for challenging the project such as: unrealistic expectations from the project by the beneficiaries, lack of user’s, lack of resources, unrealistic project time frames, frequent change of project requirements and specifications, and also challenges from government regulations and rules were found to account as challenging factors. Generally, the organization had prepared the plan in good detail and tried to consider all project issues except the communication plan. To the success of the project it is advisable to make the project visible to all stakeholders and communicated effectively, it will improve users input and also need to work closely with governmentItem Implementation of Project Portfolio Management and Its Challenges: The Case of Ethio Telecom Wireless Network Program of Addis Ababa(Addis Ababa University, 2017-06) Bekele, Addisalem; Mohammed, Abdurezak (PhD)Project portfolio management (PPM) is a tool-supported process for optimally selecting and managing the organizations’ portfolio of projects (Markhofer, 2013). Abundant literatures shows that the implementation of PPM is essential to maximize the ability of using scarce resource efficiently, to avoid misdirected effort in an organization, to better manage risk, to reduce project costs, primarily though elimination of duplicate effort and so forth. However, Markhofer in (2013) stated that portfolio project management can provide real value, but many organizations are finding implementing PPM difficult. The road to PPM is often rocky for many organizations and successfully implementing PPM is difficult failures are not uncommon. This study raised on the fact that different studies show it is very essential for the achievement of corporate goal of an organization but has different challenges of implementation. So that it had an objective to study the implementation of PPM practice and its challenges on a selected portfolio. The selected portfolio was the Addis Ababa Wireless Network portfolio of Ethio Telecom. It holds four projects that are highly interrelated. The data were collected from group of participants who had a direct involvement on the management of the project portfolio using census and purposive sampling. Questionnaire was prepared both on open ended and close ended type. Unstructured interview was also employed for managers of the portfolio. The data were analyzed qualitatively through description and quantitatively with the use of SPSS version 20 software using stastical tool of mean score, standard deviation and percentage. It has been revealed that how an organization manages its project portfolio is highly interrelated with its challenges. That refers to that when maturity of PPM of an organization increases, capability to handle and prevents the different challenges of PPM increases and reaping of all the benefits of PPM practice can be achieved, Effective capturing and dissemination of lesson learned and best practices of the application of PPM for all stakeholders of PPM are essential, communication regarding strategic direction of project portfolio for all the stakeholders is essential for creating a devotion to strategy throughout the structure of PPM governance, integration management is critical factor for successful implementation at the same time handling of challenges of PPM; so that the role of PMO to give an organizational focus on improving the management of project portfolio and builds up a common set of practices, principles and templates for managing projects portfolio is essentialItem The practice of project management in Ethiopian real estate industry and its contribution to project success: The case of selected company in Addis Ababa(Addis Ababa University, 2017-06) w/kidan, befkadu; Assefa, Teklegiorgis(Associate Professor)The application of Project Management (PM) tools and techniques in public sector is gradually becoming an important issue in developing economies, especially in a country like Ethiopia where projects of different size and structures are undertaken. The paper examined the application of the project management practice in public sector in Ethiopia. There are different problems that are faced by Real Estate projects such as delay, nonperformance of projects, not meeting required specifications, and dissatisfaction of customers, etc. This study aims to assess the extent to which project management is applied in Ethiopian Real Estate projects and its contribution to success of these projects and to address the major causes of delay, cost escalation, and poor quality. Major data for the assessment are obtained from 24 Real Estate companies through questionnaire. Data are also gathered from 11 construction consultants, 3 instructors, and 44 Real Estate house owners for cross checking the information found from the Real Estate companies. Mean, standard deviation, correlation, regression, and other quantitative and qualitative analysis tools are used. IBM SPSS Statistics 20 computer applications is used to simplify long statistical computations. The findings reveal that Project integration, scope, time, HR, procurement, and claim are well managed in the Industry. In addition to this, Project initiation process groups and project closing process group are practiced well and consistently. On the contrary, the other knowledge areas and process groups are either poorly practiced or inconsistently applied or both throughout the Industry. It is also found that the practice of project management has significant contribution to success of Ethiopian Real Estate projects. Recommendations are forwarded for Real Estate companies to maintain their good project management practices that are mentioned above, to improve the other knowledge area and process group practices, to consider causes of delay, cost escalation, and poor quality while making project decisions, to continuously conduct customer satisfaction survey to cop up with the new dimension of project success, and to have project management Information Systems. It is advised to establish Real Estate Association at industry level and to set project management standards by government at national level. Finally, area for further study are indicatedItem Practices of Project Manager Selection in Ethio Telecom(Addis Ababa University, 2017-06) Fentaw, Ali; Assefa, Teklegiorgis(Associate Professor)In this dynamic and complex business environment, project managers are expected to make business decisions as well as project decisions for achieving project success. Cognizant of this fact, Ethio telecom has assigned many project managers for the sake of achieving project excellence. The main objective of the study is to describe and examine the practice of project manager selection in Ethio telecom. The scope of the study is delimited in the area of project manager selection practice in telecom expansion program (TEP). The research is bounded by time and categorized under cross-sectional type. The design is descriptive one with purposive sampling technique. Data is collected both closed ended questionnaire and semi structured interview as a primary source. The respondents of the study are project directors, project managers and project team members and personnel management. And finally the analysis is using descriptive statistics and correlation coefficient. The main findings revealed that the knowledge areas of project management are not well exercised while assigning an individual as a project managers; their focus is on the technical skills while assigning an individual as a project manager and finally there is strong and statistically significant relationship between total selection criteria’s of project managers and project management knowledge and application. Hence it is recommended to have project manager’s selection criterion which is specific to cover decision maker’s requirements, to further extend skill requirements of individuals and to exercise knowledge areas of project management in the selection process of project managersItem Community And Stakeholders’ Participation On Roads Maintenance Projects: The Case Of Oromiya Roads Authority(Addis Ababa University, 2017-06) Denboba, Alemayehu; Mohammed, Abdurezak (PhD)Roads are clearly a critical enabling condition for improving living conditions in rural areas. Maintenance of rural roads have only relatively recently received attention in development research. Data was analyzed using Statistical Package for Social Science (SPSS) and was presented in the form of tables showing frequencies & percentages with detail interpretation. The study revealed that the M&E system of PASIDP at the NPCMU had several challenges. Some of the M&E problems identified were lack of separate M&E plan, lack of MIS to facilitate the M&E activities, staff capacity limitation, inability to prepare baseline survey to facilitate program evaluation, problem of ensuring data quality coming from regions, and inadequate project progress monitoring. Based on the findings of the study, recommendations were given to strengthen the M&E system of PASIDP II, which is in the first of its seven years program, at the NPCMU. Recommendations include preparing separate M&E plan for PASIDP II, developing MIS system to facilitate M&E activities, providing adequate & relevant training to develop capacity of M&E and other experts at the NPCMU, preparing baseline survey within the first year of PASIDP II implementation, developing mechanism to ensure data quality coming from regions, conducting timely and consistent project progress monitoringItem An Assessment Of The Causes Of Cost Overrun And Schedule Delay On An IT Project: The Case Of NBE Application Virtualization Project(Addis Ababa University, 2017-06) Mohammed, Enas; Belayneh, Temesgen (PhD)The purpose of this study is to assess the causes of cost overruns and schedule delay on an IT project with particular emphasis to the Application Virtualization Project at NBE as it has encountered a staggering 148% cost overrun and 242% schedule delay. To address the two major issues of cost overrun and schedule delay, a case study research design was employed. The research used a mixed approach as both qualitative and quantitative data were collected and analyzed. Both primary and secondary source of data were used. Both close ended and open ended questions were included on the questionnaire while the interview was unstructured, these two were used as a primary source of data. Different texts, articles, journals and dissertations were used as a secondary source of data. The sampling technique that was applied for this study was a non-probability sampling technique, in particular purposive sampling. The sample size identified using the purposive sampling was 15, from whom data was gathered by distributing questionnaires. All 15 were filled and collected, in addition to the questionnaire 3 people were interviewed, the project manager and other 2 top level managers who are members of the steering committee. The data obtained through questionnaire has been analyzed quantitatively using descriptive statistics namely frequency and percentages through SPSS version 20. In addition, the data obtained using interviews has been analyzed qualitatively. The findings of research are that the major causes of schedule delay include poor schedule management, project complexity, additional work, scope change, design related mistakes and delayed decision making process, while the major causes of cost overrun are poor cost management, complexity of the project, new technology being involved, change in project scope, additional work and rework, incomplete requirements and design. In addition, the overall project management practice of the bank has been found to be ineffective and inadequate. As a result, some recommendations have been delivered under this study on what actions should be taken to tackle the two major problems of cost overrun and schedule delayItem An Assessment of the Challenges and Benefits Associated in the Adoption of E-Banking Technology in Commercial Bank of Ethiopia(Addis Ababa University, 2017-06) Bekele, Endrias; Assefa, Teklegiorgis(Associate Professor)The study evaluated the challenges and benefits in the adoption and development of E-banking technology in the Commercial Bank of Ethiopia.
