Item Assessing Conflict Resolution Practice In Real Estate Construction: The Case Of Zenebe Firew Real Estate(Addis Ababa University, 2019-06) Shibru, Eleni; Mohammed, Abdurazak(PhD)The purpose of this study is describes the causes of conflict between residential real estate companies and their customers as well as the conflict resolution practice they apply by taking the case of Zenebe Firew Real Estate Company and its customers. Primary and secondary data for the study were obtained through in – depth interview and questionnaire with the employees and customers of the company respectively as well as through the analysis of documents of the company that are related to the study. As a result, the study revealed that the major causes of the conflicts are failure in timely delivery of houses; cost escalation; quality and infrastructure problem. In addition, the company used accommodation, compromising and collaboration styles to resolve the conflicts they faced. The assessment was done by taking customer satisfaction as a parameter in the time, cost and quality point of view. Therefore, the study recommends the company to review the main causes of the conflicts and tackle them for the future in order to gain customer satisfaction with the company work.Item Assessing internal project stakeholder communication practice: the case of Addis Ababa chamber of commerce and sectorial association (AACCSA) projects(Addis Ababa University, 2019-06) Tebebu, Beruk; Mohammed, Abdurazak(PhD)A study conducted by Monteiro de Carvalho, (2013) showed that even though communication management is very important for the success of a project, it did not get enough attention by project managers. When we see this kind of research results done somewhere else, it triggers curiosity to look in to our countries current practices. Therefore the purpose of this project work is to examine the practice of communication between project manager and internal stakeholders and to see whether there is project failure or not. In addition to these, this research tries to see the challenge and opportunities in communication management in Addis Ababa Chamber Of Commerce and Sectorial Associations (AACCSA) in doing project management activities. This research used different instruments to evaluate the current practice in project communication management. One of the instrument was developed by Karolina (2015), to evaluate communication effectiveness, the rest of the questionnaire were designed by the current researcher to understand the project communication planning activity, whether there is project failure or not, and to identify the challenges and opportunities in the project communication management practice. In addition to the questionnaire, interview is used to get better insight about the topic and for the purpose of triangulating, which will increase the validity of the research. The data gathered through questionnaire, and interview indicate that the project communication management is effective and well managed. However, there are some failed projects when they are measured using scope change, time and budget overrun as criteria. The result of the research also shows, there are areas in the project communication management that need improvementItem Assessment of Factors Affecting effective implementation of public Projects: The Case of selected public projects financed by Dukem town administration(Addis Ababa University, 2019-07) Regasa, Endale; Mohammed, Abdurazak(PhD)This study was about Assessing factors affecting effective implementation of projects in selected public projects of Dukem town administration. The objective was assessing the main factors that hinder the project implementation practice, assessing causes of project delay in public projects of the study area, and finally assessing the reality of project implementation practice in the study area. Descriptive research design was used in this study. The study population considered as respondent for the study was all concerned parties that have direct involvement in implementation phase of projects in the study area. Primary data was collected using a questionnaire from 28 individuals which includes project directors, project coordinators, project officers, project team members, project overseer and economists that were directly involved in the project implementation of public projects in the study area. Responses were received from the entire sample population. The data was analyzed using SPSS version 20. The study revealed that The major factors identified that hinder effective implementation of public projects in the study area were the frequent changing requirements and specifications, Professional Management support problem in implementation phase of projects, Shortage of resources, unrealistic project time frame, Absence of competency of project team members, plan (scope) change by clients or client initiated variations, underestimation of cost and complexity of projects and lack of cooperation and insufficient communication among different project stake holder. Though Project cost was managed according to the budget, Project quality was maintained based on the project quality management plan and there is Proper documentation after the accomplishments of each project phase was conducted there is a gap regarding Project Management at implementation stage in general and specially there is a gap regarding project schedule management according to project plan, Management of Changes during the implementation of the project According to project change management plan, management of Project risks based on the project risk management plan, resolving Conflicts and issues aroused during the implementation of the project Based on the plan and appropriateness of communication channels based on the project plan. Finally the researcher forwards appropriate recommendation with respect to identified gaps.Item Assessment Of Oil And Gas Project Implementation Challenges In Ethiopia(Addis Ababa University, 2019-07) Temesgen, Bezawit; Mohammed, Abdurazak(PhD)The Ethiopian Oil and Gas sector is presented as one of the pillars of the Growth and transformation plans proposed by the Government of Ethiopia. Although the activities in industry dates back to the 1940s, there has not been any commercialization of Petroleum or Natural Gas to date. This project work aims to assess the project implementation challenges in the Ethiopian Oil and Gas industry. An exploratory research design is employed for the research. The research work followed a qualitative approach by using questionnaire and interview as data collection tools. A total of sixteen participants, twelve from the oil and gas companies and four from the regulatory were selected to participate in the research. The participants were selected using purposive sampling technique. The result of the study identified more than 85% of the respondents claimed having both time and cost overrun in their project. More than 90% of the respondents described the project management style of their company as a mix of traditional and agile project management. The research showed subsurface complexity, lack of national technical experts, unavailability of advanced technology for seismic, drilling, well logging, mud logging and other similar operations locally, inability to attract investors, unanticipated change on project scope, and unanticipated project cost existence as the major challenges affecting the implementation of the oil and gas projects in Ethiopia. The research points out the solutions for the challenges in oil and gas project implementation are the government should have a more incentivizing policy in place and should create competent workforce that manages oil and gas projects. It is also suggested more work is required to create a better understanding of how the industry works from the federal to the kebele levels of administration.Item Assessment Of Practice And Challenges Of Project Planning In Commercial Bank Of Ethiopia(Addis Ababa University, 2019-09) Tadesse, Yimarilign; Mohammed, Abdurazak(PhD)The study assesses the practice and challenges of project planning in the Commercial Bank of Ethiopia. The study was conducted based on the data gathered from commercial bank of Ethiopia project management office. Since the number of the staffs of project management office is manageable, census is used. A mixed research approach was employed to answer the research questions that emerged through the review of existing literature. The data obtained through questionnaire has been analyzed using descriptive statistics. To acquire the intended information the researcher used structurally designed questionnaire. The result of the study indicated that most of the projects planning processes are practiced poorly in commercial bank of Ethiopia. The finding also reveals the major challenges that the Commercial Bank of Ethiopia faces in the project planning process. These are: Lack of adequate and effective project time management, lack of integration between projects, lack of experienced project managers, lack of qualified and experienced project teams, lack of project management training, inefficient and insufficient communication between project managers and team member and absence of documenting lessons learned and best practices. The study recommended the bank more effort should be made at the planning stage of the project, more advanced project planning tools and techniques should be applied while preparing the project plan, the Project management offices need to have project planning department to conduct the project planning activities and to provide training about project planning practice to project managers and project team members on regular basis.Item Assessment of Practices of Closing out Water Supply Projects: The Case of Oromia Region Water, Mines and Energy Bureau :(Addis Ababa University, 2021-07) Kumsa, Abera; Mohammed, Abdurazak(PhD)This research conducted to identify from literature the general project closure practices, the steps and the standard practices of project closure implemented by Oromia Water, Mineral and Energy Bureau for its Water Supply projects as well as judging obedience and conformity of project closure practices and recognize challenges associated with project closure. It engage the qualitative method of research. Questionnaires were prepared and distributed among thirty nine (39) respondents comprising of fourteen (14) employees of Oromia Water, Mineral and Energy Bureau, twelve(12)employees of contractors and thirteen(13) employees of consultants to OWMEB's water supply projects. Data collected were scrutinized using the Relative Importance Index (RII)and the mean score. The research found that the common project closure methods included contractual and administrative closeout actions according to literatures.These characterize the fundamental steps of project closure practices, which are being focused by OWMEB in their water supply projects. OWMEB in their water supply projects obeys and conforms greatly with contractual closure practices but fulfill and stick reasonably to administrative closure practices. Further, it discovered that the challenges connected with OWMEB project closure are slow close out process and documentation of usual methods and building events which will serve the foundation for project evaluation and lessons learned for future projects. The research proposes that Oromia Water, Mineral and Energy should deal with the causes of slow close out as spell out by the current work and file typical practices and construction dealings for each project for future references. For the sake of future study, it is also suggested that potential research should center on the effects of slow close out from the perceptions of the client, consultant and the contractor.Item Assessment Of Project Quality Management Practices At Bank Of Abyssinia(Addis Ababa University, 2021-08-02) Michael, Kidist; Mohammed, Abdurazak(PhD)The primary goal of the research is to investigate project quality management practices in Bank of Abyssinia , identify potential gaps, and offer suggestions to fill those gaps. To achieve these objectives, census data was collected. A survey of 51 people was conducted, with49 (96 percent) of project staff and team members responding. The gathered data were analyzed using descriptive statistics, with a focus on frequency, percentage, and mean value, and was produced using the statistical program for the social sciences (SPSS) version 20. The reliability and validity of the data have also been considered. According to the findings of this study, there is no separate project quality management process that includes Plan Quality Management, Manage Quality, and Control Quality. They do it inadvertently by trying to integrate with other activities. The study also identifies other gaps in their project quality management process, such as a lack of responsibility, understanding, and skill among various stakeholders, as well as miscommunication among them.Item Assessment Of Project Stakeholder Management Practice; The Case Of Addis Ababa Housing Development Project Office(Aahdpo) At “ Bole Arrabesa”.(Addis Ababa University, 2019-07) Bezuneh, Kaleab; Mohammed, Abdurazak(PhD)The aim of this research project (thesis) is to develop an understanding of the theoretical basis and practical implementation of stakeholder management in AAHDPO and to identify the challenges are there in managing stakeholder at Bole Arrabesa. A literature reviews on the topic related to the stakeholder management was conducted. A survey questionnaire was carried out among professionals in the AAHDPO. (55) questionnaires were distributed to HDPO, Consultant and Contractor and (45) questionnaire were collected. In AAHDPO personal past experience is the most effective approach to analysis stakeholders needs and concern. Engaging stakeholder in AAHDPO the workshop is the most effective method. The compromising strategy, influence strategy, and adaptation strategy are effective in response to the stakeholder‟s claims. The major success factors that influence stakeholder management process in AAHDPO at Bole Arrabesa are implementing the strategy based on schedule plan, Ensuring effective communication between the project and its stakeholder, and determine the stakeholder knowledge. Effectively practiced the stakeholder management in AAHDPO at Bole Arrabesa will facilitate project success. One of the main recommendations of this research is the AAHDPO project managers should be aware of the stakeholder management process to manage stakeholders effectively. So, they have to keep communication with stakeholders and build relationship based on the mutual trust, in the same time to involve them in the decision making according to their interest issue.Item The Assessment of Project Team Management Practices: A Case of Development and Transformation for Ethiopia, Technical Progam(Addis Ababa University, 2021-03-07) Esayas, Kalkidan; Mohammed, Abdurazak(PhD)This paper reviews the team management practice of Development and Transformation for Ethiopia, Projects. The aim of this study was to evaluate project team management practices and identify potential gaps in DATE- TP project team management practices. An exploratory and descriptive research design was used in this analysis. Semi-structured and open-ended interviews were scheduled and performed with fifteen managers who were purposefully selected for data collection. In addition, self-administrative questionnaires were prepared and administered for fifty nine members of the project team were chosen using a stratified sampling approach combined with a simple random sampling method The results of the study identified project team management issues and activities in the field of analysis The team management practices were upbeat, but there were some limitations: the team met daily; the team was available regardless of how functional units influenced the time required and the team was often assessed for its performance, even though it had poor results. There were close partnerships within the team during team building activities.as well as between the team and the project manager. However, the compensation and profit plans were ineffective, as were the methods for motivating the team. The hiring practices for the team were extremely poor; the team was not recruited in a timely manner, in the requisite amount, or with an adequate source of vacancy. According to the findings, team-recruiting strategies are ineffective, team creation approaches are ineffective, and team management practices are successful. The project team's plan, process, and structure should all be changed.Item An Assessment of Stakeholders Management Practices and Challenges in Gibe-3 Hydro-Electric Power Project: The Case of Salini Impregilo SPA(Addis Ababa University, 2021-06-03) Buser, Abdurahim; Mohammed, Abdurazak(PhD)Stakeholder management is important because it aids an organization's strategic goals by understanding and influencing both the external and internal environments, as well as fostering positive stakeholder relationships. In recent years, project execution, especially large ones with many stakeholders, has been fraught with challenges. In this study, the aim is to identify the stakeholder management challenges faced by the EPC contractor organization Webuild (formerly Salini-impregilo SPA) during the implementation of the Gibe-3 Hydro Electric Power Project in Ethiopia's Southern people nation and Nationality region. Moreover, the research will assess the existing practice of stakeholder management of the company during the implementation of Gibe-3 Hydroelectric Power project. A descriptive research design was used, as well as a mixed method approach that included both qualitative and quantitative methods. Using SPSS version 20 software, the survey data is quantitatively analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation. The quantitative data was statistically analyzed using the Statistical Package for Social Sciences, while the qualitative data was analyzed by comparing the findings to the literature. Furthermore, validity and reliability will be considered. Key stakeholder recognition, qualitative stakeholder analysis, tracking, and control, as well as stakeholder management preparation, key stakeholder reaction in managing stakeholder problems, and quantitative stakeholder management analysis, are expected to be the main findings. Finally, recommendations were made based on the study's results.Item Assessment of Stakeholders Management Practices and Challenges: The Case of Food and Agriculture Organization of the United Nations (FAO) Ethiopia Projects(Addis Ababa University, 2021-03) Aberra, Sophia; Mohammed, Abdurazak(PhD)The objective of this research was to assess the challenges of stakeholder engagement and to find ways to strengthen it in the case of the Food and Agriculture Organization of the United Nations (FAO) projects implemented in Ethiopia. A structured questionnaire was used to collect data from FAO staff members who are working directly or indirectly on projects and also from selected stakeholders. Mixed analysis (i.e., quantitative techniques such as descriptive, frequency, percentage, graphic analyses and qualitative approach was used) and data analysis made using SPSS version 24. The findings showed that key stakeholders are not well involved at the planning stages and throughout the project life cycle. The lack of proper communication is also described as an issue for effective engagement of project stakeholders. The study also established challenges of stakeholders such as low commitment, lack of ownership, competing priorities, capacity gaps, poor project reporting, ineffective coordination, lack of knowledge in various issues and staff turnovers. It is recommended that all stakeholders work together to understand project goals and objectives, maintain collaboration, identify and engage relevant stakeholders from the planning to implementation stages. It is also important to provide capacity building services, and to improve the quality of monitoring and reporting activities to learn from lesson learned records. Finally, the study indicated future study areas that are not covered under this study: the challenges of stakeholders with resource partners, governmental ministerial offices, institutes, civil societies, private sectors and the bottom level end user beneficiaries at field levels.Item Causes of Delays in Large Scale Irrigation Projects in Ethiopia(Addis Ababa University, 2021-06-15) Dula, Alemayehu; Mohammed, Abdurazak(PhD)This study identified major factors behind delay in large irrigation projects in Ethiopia. The study focused on irrigation schemes that are owned and are being financed by government entities like Ministry of Water, Irrigation and Electricity (MoWIE) and The Ethiopian Construction Works Corporation (ECWC). The study was aimed at identifying the major causes of delay, the most frequently cited delay groups and identifying the frequently used delay resolution techniques. A Mean Score (MS) analysis was employed and from the listed 48 (forty-eight) delay factors, poor planning and activity scheduling (MS=3.33), poor project management (MS=3.15), problems in material delivery on time (MS=3.10), poor monitoring and evaluation system (MS=3.08), poor site management (MS= 2.95), delay in payment (MS=2.93), unfinished designs (MS=2.93), error in estimating durations (MS=2.9), contractor financial problems (MS=2.88), Poor decision making (MS=2.85) and issues related to right of way (MS=2.85) were found to be the highest ranking delay causes. Out of the listed 11 (eleven) factors, 4(four) fall under contractor delay category, followed by 3 (three) which fall under consultants’ category, 3 (three) under clients and 1 (one) under External category. When it comes to resolution methods forwarded by respondents, out of the 27 (twenty-seven) resolution methods, the 6 (six) top ranked resolution methods identified were estimating realistic cost and duration, making payment timely, Strategic planning, improving supply of materials and labor, developing systematic control mechanisms, and monitoring progress during control period. These resolution methods were listed by clients, contractors and consultants as top ranking as well.Item The Effect Of Project Communication Management On Project Performance: A Case Of Amahara Development Association Water Projects(Addis Ababa University, 2019-06) Kuma, Abraham; Mohammed, Abdurazak(PhD)Prior studies demonstrate the importance of project communication management for the success of a project. This study focused on practices of project communication management in ADA water project in Ethiopia. The objectives of this study was to examine the practice of project communication management, and establish a potential relationship between project communication and project performance in water projects of Amhara Development Association in Ethiopia. Explanatory research design and quantitative approach was adopted. Out of a sample size of 214, 175 responded implying 81% of response rate). Primary data were collected from project team member using questionnaires. Data analysis were done using descriptive as well as inferential data analysis techniques. The findings of the study show that the practice of project communication management, communication method, and communication channel had statistically positive significant influence on project performance. Barriers to communication had statistically negative significant influence on project performance. Oral communication method was the most frequently used relatively to others. Bottom-up flow of information was the predominant pattern of communication flow followed by horizontal (lateral) flow of information. The study, therefore, recommends that strengthening the deployment of project communication management and communication method; top –down communication in the project shall be encouraged; and on avoiding barriers to effective communication, revising the established line of communication, building trust between employees must get attention.Item The Effect of Project Communication Management on Project Performance: The Case of Meskel Square Projects(Addis Ababa University, 2021-06-18) Abeza, Ashenafi; Mohammed, Abdurazak(PhD)Communication is the base to be there in any project organizations in which the exchange of information is processed from one person or entity to the other entity or person by using either formal or informal ways of communications that may be verbal or non-verbal means of communications .the meskel square project like any organizations is dependent of communications .that means it is frequently used and could be the day today activity of the project workers .in interactions among project contractors ,subcontractor,clientsproject managers and as well as other colleague. Both formal and informal ways of communications are the basically the focuses point of the project .in the project the is a clarity problem concerning role clarity. because role clarity is being an issue in many projects among different stakeholders. the study tried to investigate the role and functions of effective communication on project performance using the case of meskel square project as a case. Particularly the project work analyses the communication system available in the meskel square project and measured the project current performance due to communication and addition the research tried to analyses the relationship between communication factors and project performance .it also tried to identify the communication channels applied by project workers and officials that is the most useful in the project .finally barriers of the communications were clearly discussed how it affects the performance of meskel square project performance .primary data was used to analyses the effects of communication in project performance by using purposive sampling technique for the selection of 24 sample ,mean,correlaton ,standard deviation and regression analysis technique was applied what I understood from this paper ,face to face communication is mostly used by project workers next telephone channel is very importantly used and finally written ,email grapevine are used respectively with the most valuable method of communication is face to face in this workers highly perform well .distractions ,selective listening time pressure communication overload ,information distortions and rationazation were highly communications barriers lastly project performance indicators were discovered to correlate with difference measures of effective project communications .project performance can be researched further if there is any problem need to be discussed in the communication system .particularly the distortion of communication caused by omission and extremely exaggerations should be focused both by contractors and stack holderItem Factors Affecting Performance of Construction Projects in Case of Tnela Construction PLC(Addis Ababa University, 2021-06-02) Ayoub, Abas; Mohammed, Abdurazak(PhD)To complete a given project successfully, the project must be completed at expected time, with expected cost and desired quality too. Unfortunately, some projects may not meet the desired performance parameters. Construction projects are among those that fail to attain the desired schedules, cost speculations and anticipated quality too. This study was done with the intention to identifying factors affecting construction projects in Addis Ababa in a case of Tnela Construction PLC. To identify those factors, quantitative research design was employed and data were collected from 41 target sample respondents from a population of 273 employees of the company using questionnaire. To analyze the data, descriptive analysis like frequencies, percentages, charts, bars and tables were used and analysis was conducted using SPSS version 26. This study has mainly analyzed the environmental factors, time performance factors, cost performance factors and quality performance factors of the projects. Finally this study recommends the company to have the practice of immediate decision making practice regarding the purchase of materials needed, to make materials available the company should also hold stock for the necessary materials needed like reinforcing bars, sheet metals, wire rods… etc. for Environmental factors, Regarding time performance of the project, the company should hire experienced personnel, by implementing clear goal through focusing on effective site management and monitoring. Concerning the cost performance factors of the organization, the company should focus on management of wastes and at the same time it should also make sure that there are sufficient availability of resources. Finally, on the issue of quality performance of the construction project, it was recommended that effective monitoring and recommendation on project’s performance by project participant is critical to encourage integrity and trust among members and it is also better to have quality assurance system backed by manager’s willingness to improve quality.Item The Impact of Project Manager’s Competence on Project Success: The Case of Selected Ethiopian Companies(Addis Ababa University, 2021-01-12) Geleta, Netsanet; Mohammed, Abdurazak(PhD)The impact of competence of project managers on project success of three selected Ethiopian companies-Elmi Olindo Constructors PLC, Ethiopian Airlines Group and International Livestock Research Institute is assessed. To achieve the objective of the research explanatory research design and quantitative research method are applied. Five point Likert scale questionnaire was administered to gather data from each organizations and managed to collect 52 responses. However, only 43 of them are considered for assessment as the remaining ones are found to be outliners. Three project managers’ competences -knowledge, skill and personal characteristics- were used as explanatory variables for project success. Correlation and regression analysis was performed to achieve the research objectives. The correlation analysis revealed a positive moderate correlation between the independent and dependent variables. The result of the regression analysis also showed that project success is affected by the three mentioned competence variables; personal characteristics have the highest weight followed by skill and finally knowledge. The joint effect of the independent variables considered in the model has brought a 37% change in project success. Even though the study outcomes show projects managers’ competence has an impact to project success, it is not to the highest effect. This may resulted from limited number of companies incorporated in the study and competence variables considered. Research has been done for humanitarian project implementations in numerous environments but there is a serious gap in the literature regarding implementation success in the Ethiopia context. Besides, project implementation characteristics that can be used to gauge levels of project success, with emphasis on those that may be unique to humanitarian activities in this research, the researcher had investigated project implementationby Goal Ethiopia. The evaluation was based on CSFs (Critical Success Factor) which cited as index for success of ERP implementation in others project implementation researches. Explanatory research design was used for the study, with a quantitative study methodology to analyze an institution that implements projects. The target population was 132 Human resource Personnel out of which convenience sampling technique was used to select a sample size of 60. Data was collected by using questionnaire at project implementation levels of the organization. The data collected was analyzed using statistical Package for Social Sciences. The study found that CSFs, human resource competency and communication and consultation of stakeholders has significant relationship with successful humanitarian project implementation by Goal Ethiopia. This study demonstrated that success factors have indeed evolved according to the type of project and the environment that the project is operating. The researcher recommended for other organizations to consider the five Critical Success Factors while implementing humanitarian project in order to realize implementation benefit. Furthermore, practical implications to Goal Ethiopia and future studies highlightedItem A Project Work Submitted To Addis Ababa Univerisity School Of Commerce In Partial Fulfillment Of The Requirements For The Award Of The Degree Of Master In Project Management:(Addis Ababa University, 2021-07-06) Yohannes, Aschalew; Mohammed, Abdurazak(PhD)he objective of this study was to assess the effectiveness of technical evaluation process in selecting building contractor in Addis Ababa. The conceptual framework was designed by considering technical evaluation process as dependent variable and technical evaluation criteria, procurement ethical standard, basic procurement principle as independent variable. The data were obtained by closed-ended questionnaires consisted of 37 questions with five-point Likert scale. Both Descriptive and inferential statistics were used to analyze the data and interpretation of the results. Pearson Correlation analysis shows that there was statistically significant positive relationship between all independent variable; technical evaluation criteria, ethical standard, and basic procurement principle and dependent variable; technical evaluation process. Moreover, the regression result revealed that technical evaluation criteria, ethical standard, and basic procurement principle were found to have their own positive and significant effect on technical evaluation process. Basic procurement principle was found to be the most predictor of technical evaluation process. Technical evaluation criteria and ethical standard had also significant contribution in predicting technical evaluation process in their respective order. The mean score result of basic procurement principles, procurement ethical standards and technical evaluation criteria are 3.86, 3.80, and 3.73 respectively and the mean score result of assessment of general opinion of respondents about technical evaluation process is 3.77. There were continues debates on the intention and adverse impacts of the previous proclamation on CSOs’ program and project contribution for socio-economic and political development of Ethiopia. The law has been enacted to fully exercise freedom of association for any cause or purpose as stipulated in Article 31 of the Constitution of FDRE in addressing the shortcomings of the Charities and Societies Proclamation 621/2009, which was in force prior to the issuance of the Proclamation No. 1113/2019. The new CSO law is believed to contribute to better performance of CSOs in development endeavors due to the amendments and relaxations made. Thus, the role and effects of the new law on CSOs project management in general and monitoring and evaluation practices in particular have to be studied, documented and shared with relevant stakeholders for individual and organizational learning and better actions in the future. The general objective of this study is to assess the role of the new Proclamation 1113/2019 on CSOs project monitoring and evaluation practices. The study has collected and analyzed both qualitative and quantitative data from 21 institutions/organizations. Exploratory research was employed to obtain the views, and perspectives of CSOs project stakeholders on the topic. All self-administered questionnaires (#34) and interviews (#16) were managed in face to face contact with the respondents from targeted institutions. The data collected through questionnaire and interview were organized and compiled, for quantitative data different software and formats (SPSS and Excel) were used for analysis. Data entry, coding and processing was carried out. Furthermore, data filtering and cleaning also made. The findings of this study have shown that the major amendments made in the CSO law (proclamation No. 1113/2019) which are re-defined CSO’s role, reclassification of program versus administrative expenses, easy of restriction on accessing foreign funds, NGOs engagement in diversified income generating activities and allocate the income for organizational mission accomplishment have affected the current project monitoring and evaluation practices (planning activities and budgeting, M&E structure, staff capacity building, M&E activities, methodology, approaches, and attitudinal change) at varied level. The significant changes were observed on areas of establishing or strengthening M&E structures and M&E activities in the CSOs, recruitment and deployment of a dedicated M&E staff. The effect on staff capacity building and methodology was medium whereas the change on M&E approach and attitude towards the essence of M&E are not that much significant. This project work has also provided certain recommendations related to strengthening the CSO legal framework by enacting regulation and directives soon, structural improvement, adequate resource allocation, institutional capacity building interventions, and ensuring engagement of relevant stakeholders in all processes of legal framework development and monitoring and evaluation exercises.
