Item Assessment of Monitoring, Evaluation, Accountability and Learning practice: The Case of AIDS Healthcare Foundation - Ethiopia(Addis Ababa University, 2023-06) Melia Getachew; Abdurazak Mohammed (PhD)The Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework is a crucial tool for organizations to monitor and evaluate the performance and results of their programs. The aim of this research project work was to assess the Monitoring, Evaluation, Accountability and Learning practice at AIDS Healthcare Foundation – Ethiopia. A descriptive design using mixed approach was adopted. Questionnaire and document review were used as primary and secondary data source respectively. Census method was adopted where 33 respondents from the organization's workforce participated in filling out the questionnaire. The study's findings show that while the organization has a solid Monitoring and Evaluation system, the framework's accountability and learning elements are still in their infancy. The staff members executing MEAL activities do not receive regular updates or training on MEAL practice, and there is no integrated MEAL plan. The study also revealed that there are impediments to communication while MEAL activities are being carried out, a lack of staff familiarity with MEAL framework, and a lack of resources to adequately evaluate and present the data in time for decision-making. The organization must therefore develop a MEAL plan that is properly tailored to its requirements. To reach a consensus about the MEAL activities taking place within the organization, the staff needs to be sensitized. The problem of conflict in the construction industry in general is that it will give rise to increase of project cost, project delays, reduction of productivity, loss of profit or damage in business relationships. Conflict might escalate and lead to nonproductive results, or it can be constructively resolved and lead to quality final products. Therefore, learning to manage conflict is important to any project stakeholder. This study is aimed to assess the different conflicts that influence the effectiveness of managerial decisions in a selected building construction project with multi-stakeholders and comes up with suggested solutions. It studies the conflict management styles used in the system and identify their major problems; identifies various work-related conflicts that has been created; and determines the effective management approach in resolving work related conflicts. The major objective of this study is to assess the different conflicts that influence the effectiveness of managerial decisions in a multi-stakeholder project and come up with suggested solutions in the case a Building Construction Project. This project also has objectives of studying the conflict management styles used in the system and identifying their major problems; identifying various work-related conflict that has been created and determining the effective management approach in resolving work related conflicts. The study populations are stakeholders of the building construction project randomly sampled to make sure all stakeholders of the project are equally represented. The methodology of this study is project based cross-sectional research design and the data used was quantitative primary data collected from closed ended questions which help to investigate factors that affect for conflict management in the project. The study has found out that management styles employed by management do not compare with the nature of stakeholders; most of the stakeholders choose to always employ collaborative style when in resolving work related conflicts; and that leadership conflicts have happened to have high effect on the management of the project causing communication gap between the managers and causing managers to lack in achieving the desired targets of the project in the specified timeItem Critical Factor of Subcontractors Evaluation and Selection: The Case of Addis Ababa Road Project(Addis Ababa University, 2022-06) Girmachew Mamushet; Abdurazak Mohammed (PhD)Because construction projects have become increasingly sophisticated, the vast majority of them are now subcontracted, allowing for specialization and reducing the workload of the main contractor. The study's main objectives were to look into the rationale for subcontracting and to identify subcontractor selection criteria in Addis Ababa road projects. The information was acquired using a questionnaire survey from a group of specialists and a sample of purposely selected 43 participants that work on road projects in Addis Ababa and the required data were collected from 15 main contractors, 14 consultants and 14 client’s representative. Descriptive method used and using Excel and SPSS software, respondents' responses are organized and statistical analysis was carried out. Subcontracting reasons and considerations used by primary contractors to choose suitable subcontractors, listed by relative importance index value. The results showed fourteen factors from 24 subcontractor selecting criteria were ranked High Relative Importance Level; nine factors score High-Medium Relative Importance Level, and one selecting criteria ranked Medium level. The research found out four reasons as High Relative Importance Level; four reasons as High-Medium Relative Importance Level, and two reasons as Medium important level from 10 questions of reasoning for subcontracting. The results of the survey suggest that looking for specialist services, reducing delays, obtaining technology transfer, and performing a certain volume of work are all highly crucial reasons for subletting a portion of the project. On the other hand, fourteen of the 24 criteria used to choose suitable subcontractors were the most important. These are experience in similar projects; quality performance in previous projects; specialty in certain type of work; current workload and commitment; evidence of adequate resources/ materials, equipment and machinery; possession of qualified, skilled and strong workmanship; regular and effective communication with main contractor; leadership qualities and ability to manage own workmanship; history of contract completion; commitment to do remedial works; ability to work efficiently with other subcontractors; compliance of the subcontractor’s submitted schedule with the project’s overall schedule; Financial strength; and the subcontractor's subsequent approval by the owners. Key Words: -Main contractors, Subcontractors, Reasoning for subcontracting, Selection criteriaItem Determinant Factors Causing the Delay of Construction Project: The Case of Adey Abeba National Stadium Construction Project(Addis Ababa University, 2023-06) Nigussie Yitayew; Abdurazak Mohammed (PhD)The Adey Abeba National stadium was one mega project in Ethiopia which the public was anticipating to see its completion on time. The project was launched in 2016 and planned to be completed in two separate phases at a total cost of 8 billion birr. The project’s first phase was completed in 2018 but, its second phase which was launched in 2020 is yet at 11% completion consuming 120% of the time schedule. This study was conducted to reveal the determinant factors that caused the delay of the project. A descriptive research design was followed to quantitatively find the causes and rank them as per their importance. Data were gathered both from primary and secondary sources through a questionnaire survey and documents scanning. In the survey stratified 33 respondents were participated representing three major stakeholders: the client, the contractor and the consultant. The study used the Relative Importance Index (RII) for ranking the causes of the delay of the project. The survey findings revealed that the top ten factors that caused the project’s delay are: (1) Shortage of foreign currency, (2) The COVID-19 pandemic, (3) Escalated inflation, (4) Dynamic foreign currency exchange, (5) War at the time of the construction of project, (6) delay in materials delivery, (7) political instability within the country, (8) Unavailability of utilities, (9) Complexity of project design and (10) Improper project planning and scheduling. Furthermore, a correlation test have been made to find whether there is a significant agreement among the stakeholders and the overall respondents in ranking the causes of the delay. The study suggested that the stakeholders of the project in general and the government and its policymakers in particular, must devise mechanisms (policies) that bring a multi-alternative foreign currency source and curve the ever-increasing inflation. Development of the decision-making capacities of the various authorities is also another essential factor. Key Words: Delay, Delay factor, Client, Contractor, Consultant, AANS construction project.Item Effect of Planning Practice on Project Success: The Case of Water Supply Projects in AAWSA(Addis Ababa University, 2023-06) Kidist Desalegn; Abdurazak Mohammed (PhD)This study focuses on evaluating the effect of planning practices on project success in the case of water supply projects in AAWSA. The objective of the study was to assess the planning practice of AAWSA and analyze the effects of time/schedule, financial resource, and risk & quality planning on project success. The study employed a descriptive and explanatory research design with a quantitative approach. Data was collected from 41 respondents through a questionnaire survey, yielding 89% response rate and analyzed using SPSS. The findings show that the organization exhibits a range of planning practices, with both positive aspects and areas for enhancement. These include training, stakeholder identification, cost estimation, and scope definition. Furthermore, the study reveals a significant linear relationship was found between time/schedule, financial resource planning, risk & quality planning, to project success; F = 67.59, p < .05, R = .92, R2 =.84, and adj. R2 = .83. Further enhancements are required in activity duration estimation and meeting contract deadlines, both of which are crucial aspects of effective time planning. The organization exhibits valuable cost estimation but faces challenges related to cost overrun. Risk & quality planning is well-integrated; however, enhancements are required in risk analysis, response strategies, and stakeholder involvement. Despite achieving objectives, challenges persist in project timelines & adherence to budgets. The study recommends provision of training, improved stakeholder identification, utilization of planning techniques, and addressing identified gaps to enhance the organization's planning practices and the success of projects, ensuring sufficient water supply that meet the water demand of the city. The study also suggests the need for future research to investigate the effects of planning practice on project success in a broader context, considering additional factors that were not addressed in this study Key Words: AAWSA, Planning, Planning Practice, Project, Project Success,Item Examining Causes of Poor Communication and Its Effect in Urban Development Projects: The Case of Addis Ababa Housing Development Projects(Addis Ababa University, 2022-09) Yoseph Megersa; Abdurazak Mohammed (PhD)Poor communication is the main cause of projects failing one-third of the time, according the Project Management Institute (PMI). Poor communication has negative impacts even if the project is successful. Concise, clear communication helps prevent confusion. Keep your communications brief, direct, and uncomplicated. The effectiveness of communication can make the difference between a successful endeavor and one that does not quite work out. In this respect, this study was assess the cause and effect of of Poor Communication in Construction Projects on Selected Sites of Addis Ababa Housing Development Corporation. To overcome the task three specific objectives identified. These are assessing the root cause of poor communication in construction projects of condominium housing projects, assessing the effects of poor communication in construction projects of condominium housing projects and assessing measures that have to take to overcome the problem of poor communication in construction projects of condominium projects. About 133 questionnaire were distributed for respondents (40 clients, 30 consultants, and 63 contractor professionals) who were involved in the project received a paper questionnaire, of which 128 (40 clients, 28 consultants, and 60 contractor professionals) were returned. Six professionals were interviewed in-depth (2(two) from the customer, 2(two) from the consultant, and 2(two) from the contractor) in order to get comprehensive information on the topic. Relative importance index (RII) was used to analyse and rank the cause and effect of poor communication issues found in the condominium housing construction project. The top five major causes of poor communication ranked by respondents were lack of support for advanced communication technologies, lack of understanding among parties, poor planning and coordination, poor communication management and weak organizational structure. The top five major effects of poor communication ranked by respondents were time overrun, waste generation, cost overrun, poor risk management, reworkand redesign occurrence. The COVID-19 pandemic has a tremendous negative impact on the health of a society as well as on the economy. The construction industry, which is part of the world economy as well as the core of the nation’s economy is believed to face the biggest challenge due to COVID-19 pandemic and cannot isolate its impact. It is believed that there would be a domino impact on the economy if any construction projects are being delayed or if quality is being compromised. After the occurrence of the global pandemic of COVID-19 it had affected the construction industry, including building projects. Due to the nature of the unorganized nature of the industry identifying the effect of COVID-19 and the challenges caused by the disease can provide the best solution to reduce the pandemic's impact. Therefore to better understand the possible outcome of the pandemic on building construction projects this study has emphasized on the impact of COVID-19 in the building construction industry by taking the case of Addis Ababa, Ethiopia. The study used both quantitative and qualitative approach through self-administered questionnaire and interview to address those critical points. Disruption in building material supply, losing jobs, project suspensions, cost and time over run and impact on quality of building construction projects are some of the challenges identified. As a methodology this project work conducted through quantitative approach that is because the data gathered through questionnaire is quantitative (uses number form) and also it used descriptive design. For the project work the empirical data were collected through questionnaire for the examination of presented hypothesis. The aim of the study is to identify the current engagement levels of employees and to understand the drivers of engagement in nongovernmental project organizations (i.e. NGOs) in Ethiopia. The research was prompted by the scarcity of employee engagement studies in the context of development project organizations in the country despite the problems they are facing in relation to engagement of their employees. The research strategy adopted was mainly a quantitative, deductive approach using staff survey in the case organization, Organization for Women In Self-Employment (WISE). The survey requested respondents’ views using a six-point Likert type scale on the three behavioral outcomes of engagement (i.e. Say, Stay and Strive) and 20 engagement drivers grouped under six themes: People, Organization, Work, Culture, Opportunities, and Procedures. These behavioral outcomes and drivers of engagement are adapted from the model developed by Aon Hewitt, a renowned HR consulting firm that has undertaken extensive researches on the topic. Both descriptive and inferential statistics through SPSS and Excel were used to illustrate the findings from the survey. The findings indicate that just 40.6% of the employees in WISE are engaged at present and there is considerable scope for improvement as the score is supposed to be at least 50%. Besides, the fact that over half of the employees are disengaged with regard to the ‘stay’ engagement behavior is of particular concern as it suggests that many of the employees are intending to leave the organization. The study also revealed that younger and newer employees are less engaged than the older ones and those who have worked in WISE for longer time. The results of the survey showed that Senior Management Team, Work Styles, Training and Development, and Performance Orientation are the main drivers that influence engagement levels the most. Respondents also want WISE to improve Benefits, Pay, and Communication. Hence, the leadership of WISE needs to work on these drivers that were seen as important factors influencing engagement levels. This study will contribute to the literature on employee engagement in development project organizations. Key words: Employee Engagement, Key Engagement DriversItem The Role of Team Work on Project Performance in Health Care Projects: The Case of Capacity Development in the Field of Training for Health Care Specialist and Technicians(Addis Ababa University, 2022-06) Nardos Berhanu; Abdurazak Mohammed (PhD)The aim of this project work was to determine the impact of teamwork on project performance in the case of a selected health care project under the Ministry of Education "Capacity Building in the Field of Training for Healthcare Specialists and Technicians" project. This study evaluated teamwork practice in the case project and the link it has with meeting project deliverables: staying within project budget, and operating on schedule and beneficiary satisfaction. The study also attempts to assess the influence of team members' contributions and teamwork efforts on project performance in healthcare projects. The study will examine present teamwork levels in order to evaluate project performance, and it will seek to discover a direct relationship between successful teamwork primary determinants and project performance. The study was casual explanatory research in order to produces quantitative data and provides statistically conclusive to test three hypotheses about the relationships between teamwork determinates and project performance. The results have revealed that team work dose play a role in project performance in the case project, and out of the studied threes teamwork determinates two in particular have shown a positive and significant relationship with project performance. The highest impact comes from through “Open communication and positive feedback” showing substantial relationship with project performance followed by “commitment to team success and shared goals”. However, the remaining identified effective team work determinants have shown to have less effect on project performance. Therefore, based on the findings of the study, the researcher recommended that MoE, and other healthcare projects should focus on finding ways to boost this effective teamwork determinates for a greater project performance in their respective institutions.
