Item Assessement of CSOs in Poverty Alleviation the Case of Kirkos Sub City(A.A.U, 2021-09) Mersha, Worku; Berhanu, Elias (PhD)The aim of this study is to investigate the role of Civil Society Organizations in poverty alleviation. Poverty reduction is not something that can be solved by one group or organization in a miracle way rather it needs collective effort through consecutive years for better improvement. The general and specific objectives the study was assess significant roles of CSOs in poverty alleviation, investigate prospect and challenges CSOs in poverty alleviation, identify the factors affect CSOs in poverty alleviation and analyse the effects of CSOs in poverty alleviation. Beside this, the thesis was following explanatory research design and used both primary and secondary data were collected and used. The primary data was gathered via questionnaire administered while the secondary data was collected through variety document review plus Stratified judgmental sampling design was employed to select the sample respondents from the total population. The collected data has been analysed qualitatively and quantitatively using statements, tables, figures and percentage using SPSS statistical package software valid and reliable constructs to measure the role civil society in poverty. According to the data obtained from the respondents Civic Society Organizations has role in poverty reduction and finally this study concluded that CSOs approaches from needs based to rights based approaches has raised their importance as development actors. Enable to empower the poor by providing platforms and serving as a strong voice for civil society to demand accountability from the State. Apart from the cost of life it affected, its effect on regional and global development is also immense and is leading to socio-economic crises.It follows that taking one of the humanitarian organization, one with ample exposure and expertise in the sector, a study that can adequately respond to various queries emanating in non-governmental organization has been needed. As such the study is believed to showcase the underlying challenges observed in the area following the COVID-19 Pandemic. It follows that with the intent of examining the effect brought about following the pandemic, this study was conducted taking fouryears’ data extending from April 2017 to April 2021. Employing a mixed research design, the study made use of an in-depth interview from target participants and secondary data attesting its performance trend 3 years before the onset of COVID-19. The set of questionswere meant to assess the effect of COVID-19 on the finance and funding of HFE (an NGO); the effect on its overall performance that includes the challenges brought about on employees financial and non-financial rewards; and possible interventions taken by the organization were considered.The study found out that the pandemic has severely affected donation in response to which the organization had made a cost cut approach that has directly affected running cost and capital budget. Comparatively, prevention activities were the most affected. The organization hibernated (suspended) its activities in outreach centers, and changed at least one of its strategic plans as was seen with interruption of 18 months’ campaign of identifying as many obstetric fistula patients as possible from the rural regions and doing repair surgeries for them. New staff recruitment was frozen and benefits of all employees were stopped. COVID-19 prevention protocol, preventive kits (masks, sanitizer, more washing facilities) for the staff, cost saving measures, screening procedures and setting up a treatment facility for moderately sick employees were among the measures taken to minimize the effect of the pandemic on the staff.A more comprehensive study with variables tailored to collect the effect of the pandemic from the employees’ perspective, involvement of more people in the interview from other sections, and an ongoing assessment of the effect of the pandemic on the organization are recommended to help fully understand the effect. Key terms: Corona Virus Disease -19 (COVID-19), Economic Effect, Hamlin Fistula Ethiopia (HFE), outreach centers, strategic plan.Item Assessment of Health Service Delivery and Customer Satisfaction of Menelik Ii Hospital(Addis Ababa University, 2016-05) Ouga, Geremew; Berhanu, Elias (PhD)This study was conducted to assess the health service delivery and customer satisfaction of the service offered to outpatients in Menelik II Hospital in Addis Abeba. A cross sectional, descriptive study was conducted on a sample of 102 service users of the indicated hospital using convenience samples of non- random sampling technique. Data were collected using structured questionnaire and analyzed by SPSS windows version 20.0. Logistic regression model was also used to examine the effect of selected variables on patients’ satisfaction with hospital services. Among the 102 outpatients, 65.7% were satisfied with pre- medical services while 34.30% were dissatisfied. Besides, 70.62% of the outpatients were satisfied with the overall health service deliveries. Furthermore, 82.35% of the outpatients were also relatively satisfied with the ability of the doctor to answer patient’s questions while 40.2% were relatively highly dissatisfied with the information provided about the hospital services and flow. On the other hand, the overall patients’ satisfaction towards health service deliveries has also showed statistically significant association with the availability of drugs and laboratory test as well as with the hospital management to solving their problems. Moreover, this study also showed that the overall satisfaction of patients towards pre-medical services was significantly associated with that of the satisfaction of patients towards health service deliveries. Therefore, those patients who were dissatisfied with pre-medical services have a high tendency to be dissatisfied with hospital services. Key words: satisfaction, customer satisfaction, service delivery, service qualityItem An Assessment of Noise Pollution in Addis Ababa: the Case of Bole Michael Community Area(Addis Ababa University, 2017-06) Doda, Dana; Berhanu, Elias (PhD)Noise causes adverse effect on human health, deteriorates environment and diminishes the value of property. Thus, this study aimed to survey different sources of noise pollution giving particular emphasis to religious institutions’ loudspeaker and impulsive sound amplifier and night clubs live musical beat in the midnight. Though there are five zones in the study area i.e. Woreda 1 of Bole sub-city, only two zones were selected for the study as these zones were densely populated having more than 10,000 or 50%of the woreda residents and highly exposed to noise pollution. A total of 120 participants in the study were selected by applying simple random sampling technique and purposively. In order to attain the proposed objectives instruments like questionnaire, key informants interview and FGDs were employed. To analyze the collected data both qualitative and quantitative methods were used. More specifically, quantitative data analyzed by using descriptive Statistical Package for Social Science version whereas the qualitative data analyzed by narration. The noise measurement was carried out using SPL, in dB. The study findings indicated that the major four religious institutions that exist in survey domain released in a minimum average 71dB (A) and also a maximum average level reaches to be 87dB (A). In the same manner, the night clubs, bars and restaurants situated in the community residential area release minimum average 64dB(A)and maximum average accounts 84dB(A). This result indicated that it was excessively high and above permissible limits of noise level as compared to (WHO, 1999) guidelines in community residential area to be at night 40dB and day time45 dB, in patient ward room 30 dB and in school classroom to be 35dB. This means that the noise level in the area is over legally limited noise level and this may cause profound health effects on the residents and also this had been clearly confirmed by the majority of the respondents that they had been faced sleep disturbance, interference with spoken communication and interruption in teaching-learning process in schools area. The study identified that there is acted rule and regulation to protect the citizens from noise pollution. But, Authority being reluctant to pay attention for the public outcry especially with the religion institution cases, lack of human, material and financial resources has contributed to some extent. This means that the responsible body’s major problem to control noise level in the residential area is not a matter of law making; rather it is the problem of enforcement and implementation the existing law. Therefore, noise level in the residential area should be controlled with the full participation of different stakeholders so that the regulatory body needs to provide training and education to the community and raise the awareness of religious institutions to minimize the level of noise or to implement noise suppressor technology. On the other hand, for night clubs and bars, before grant license, Ministry of Trade has to set noise issue as one point of criteria for authentication and issuance of license. Accordingly, the purpose of the study was to analyze and investigate policy formulation and its implementation to control the alcohol advertising ban in Ethiopia. The analysis primarily focused on alcohol advertising policies and strategic documents. The research in addition to the policy approach was guided by the theories and models derived from the literature review on alcohol advertising ban policy formulation and implementation to analyze the access to the policy process and level of influence enjoyed by key government and non-government actors. A qualitative approach was used to analyze the research questions in the study. In-depth interviews with key informants, document review, and observation methods of data collection were used and also served to triangulate the data. A purposive sampling method was used to select and undertake in-depth interviews with a total of 20 Key Informants from both the government and NGOs institute that is the Food, Medicine and Health Care Administration and Control Authority of Ethiopia, Ethiopian public health institute, Ministry of Women Children and Youth, Ethiopian Broadcast Authority and Mathios Wondu Ethiopian Cancer Society. Findings, from each of the abovementioned institutions, have identified their distinct role to play in the Alcohol Advertising Prohibition Proclamation, from Formation to implementation process. This study concluded that confirms the involvement of government bodies and non-governmental organizations and explores the policy processes that need to be considered in order for other policy-making options and identifies those responsible for its implementation. Key words: policy, alcohol, advertisement, formulation, implementationItem Assessment of Public Budget Allocation Practices: the Case of BOFED of the SNNPRS(Addis Ababa University, 2017-05) Dassa, Mulugeta; Berhanu, Elias (PhD)The general objective of this study is to assess the public budget allocation practices of BoFED of SNNPRS from the perspective of public budget allocation principles inparticipation and transparency. The study was mainly interested to assess if the budget allocation practices of BoFED follows participation and transparency as a major guiding principles.To this end, the study employed a descriptive cross sectional research design in which both qualitative and quantitative research approach were employed in data collection and analysis. From the quantitative approach, a survey method was employed to gather quantitative data on respondent’s attitude on participation and transparency.On the other hand, in order to supplement data obtained through the questionnaire, the researcher have interviewed six key informants of the three core process and both primary and secondary sources of data were also reviewed to gather the required type of data. Research respondents were included from agencies and other bureaus which are the direct budget user of the bureau. Hence, twenty bureaus outside of BoFED and who get their budget from the bureau were included in the study being represented by six respondents from each budget users. The study finding indicate that more than half percent of the respondent agree that budget process of BoFED involve budget users in setting their final budget andaverage respondents also agree that budgeting process of BoFED encourage budget users to participate in all budget stages. The study also attempted to see if there exist mechanisms established by BoFED to ensure budgetary participation of budget user. To this end, more than half percent of the respondents believe that there is a mechanism already established by the bureau to participate budget users in all budget stages. However, the study also found that the bureau does not provide enough explanation to budget users in case of budget revision. Budget users make less influence on the final budget and there is no enough mechanism to participate the budget users in budget process. Besides, the bureau make less discussion with the budget users during budget preparation and respondents reported that the bureau make only limited request to get budget users opinion when budget is prepared.On transparency issue, the study also found that though enough and clear budgetary information is available to all budget users,this information is easily accessible to all budget users. Hence, the result of the study revealed that the level of transparency with regard to full disclosure of all relevant budget information was not satisfactory.The study found that more than the average respondents believe that budget distribution among budget users are based on review of their previous budget performance whereas the remaining respondent do not believe that budget distribution of the bureau is bases performance based reviews of the budget users. The study also found that bureau faces different challenges in the process of budgetary participation and transparency, these includes failure of budget users to plan and report on schedules, lack of commitment among budget users, lack of effective budgetary system among some budget users. To this end the researcher made a recommendation for the bureau to work in close supervision with them to address these problems. Based on the above findings the study recommended for participation, the bureau should consider and look for options that engage the budget users in all budget process and it should communicate the budget users in case of budget revision. Moreover, it should make frequent discussion with budget users during budget preparation and provide a room for budget users to provide their opinion on the overall budget process of the bureau. On the issue of transparency, the bureau should establish a means by which all budget users can equally and easily access the available budget information and budget distribution should be based on performance review of all budget uses. On top of these all, in order to address the pre-stated challenges that the bureau faces in the process of budgetary participation and transparency, it should work in close supervision with all budget users and needs to establish effective mechanisms which can increase budget user’s involvement and commitment in all budget process. The main research question was to find the socio-economic and environmental impact of MSEs and the drivers and barriers for sustainable business practices. An exploratory research method was used to address the research questions. The research was based on review of relevant literatures and mixed method research methodology was employed where data was collected from entrepreneurs and employees of the enterprises and key informant interview was conducted with relevant officials. GRI sustainability reporting framework was used to provide the conceptual framework. This study reveals that the enterprises have created job opportunity for local dwellers and are playing considerable role in the interactions in the local markets through the use of local raw materials and serving the local customers needs. However the firms contribution to sustainable development are restrained by many factors including weak economic performance of firms, business constraints as marketing problems, input constraints and finance constraints, non effective human capital management, weak environment protection measures adopted by the MSEs and lack of relevant knowledge. Though the MSEs entrepreneurs have positive attitude on the benefits from sustainable business practices as cost reduction, profit maximization, attraction of employees and customers, reputation building and comply to legislation, the drivers are not highly influential for the enterprises due to the barriers that strongly hinder the enterprises to implement socially and environmentally responsible business practices. To achieve the proposed goal mixed approaches are taken as a suitable methodology and an explorative and descriptive methods are applied within the mixed approaches. Primary data are collected through interviews, questionnaires, physical observation, and group discussions. To connect the expected and actual role of the university with the scholarly discussions on the concerning issues, books, journals, researches, websites, and different university documents are used as a source of information. Wahcemo University is one among many government universities in Ethiopia. As a University, it is expected to bridge knowledge and technology to the community and the government around. If so, its contributions are multidimensional for the achievements of Sustainable Development Goals (SDGs). It was established to run the teaching-learning process, do researches, and transfer technologies through community service. The assessment result informs that the university is in good progress in developing the admitting capacity of students and expansion of education access to its area. Its contribution on socio-economic transformation is encouraging because the University provides job opportunities for many, caused business creation for local people, and has adopted different technologies and introduced them to the local people. Certain functions of the University could create awareness on good governance and democracy in its local area; however, they were not strong enough to affect good governance issues positively. Actual Problem-solving researches concerning governance and the interconnection of the university with different governmental sectors are the remaining shortcoming. Particularly, the problem of local governance is a non-touched issue by the university and the influence is insignificant. Keywords: Governance, Socio-economic Transformation, University, Sustainable DevelopmentItem A Comparative Analysis of Pre and Post Privatization Performances of State Owned Enterprises (SOEs): the Case of Chemical Industry(Addis Ababa University, 2015-11) Tesfaye, Binyam; Berhanu, Elias (PhD)This paper is intended to examine the pre and post privatization performance of privatized SOEs in the Chemical Industry of Ethiopia. The main concern is to see the financial and operational performances of the case enterprises. The study is based on literature review and used secondary data predominantly. Moreover, some primary data sources were used. Four case firms namely: Alkyd Resin S.C, Addis Ababa Foam and Plastic, Nefas Silk Paint and Addis Ababa Bottle and Glass Factories were taken as point of the study. Primary data were gathered from the respective firms through interview and Annual Audited Financial Reports were reviewed as secondary data source. The study summarizes the privatization performance of the case enterprises in terms of profitability and efficiency measures. The empirical evidence on the financial and operating performances of the privatized enterprises shows a mixed result. The result suggests that the profitability indicators ROS and ROA on average showed a better performance while ROE on average showed a decline. The efficiency measures both sales and income efficiency showed a better performance in all the case firms and the industry [case firms taken as industry] as a whole. While the efficiency measures in terms of the total and fixed asset turnover exhibited a declined performance. The performance indicators as measured by changes in output, change in employment has on average showed a positive increment. The leverage, as expected as in the literature, resulted in a decline at industry level. The current ratio has also improved after privatization. Moreover, the results indicated an increase in production per employee. The findings of this research showed a mixed impact of privatization over firms’ performanceItem A Comparative Study of the Impact of Intrinsic and Extrinsic Rewards on Employees Motivation Between Public and Private Commercial Banks in Ethiopia(Addis Ababa University, 2016-01) Habte, Melaku; Berhanu, Elias (PhD)The purpose of this study is to compare the impacts of intrinsic and extrinsic rewards on employees’ motivation between public and private commercial banks in Ethiopia. The target population of the study was the employees of the selected public and private commercial banks of Commercial Bank of Ethiopia (CBE), Awash International Bank (AIB), Cooperative Bank of Oromia (CBO) and Enat Bank. Hence, a mixed method of stratified purposive sampling was used, and 363 questionnaires were distributed to the employees of one public commercial bank and three private commercial banks, out of these questionnaires, 298 were filled properly. As a result, the overall response rate was 82 percent. The major findings of the study reveals that public commercial banks employees in Ethiopia motivated by intrinsic rewards more than the private commercial banks employees, while, private sector commercial banks employees in Ethiopia motivated by the extrinsic rewards more than the public sector commercial banks employees. Besides, the result suggests that with the acceptable P<0.05 significant levels, all the variables of intrinsic rewards are statistically significant. Finally, the researcher suggests that the public and private commercial banks human resource management and the concerned body(s) focus on both intrinsic and extrinsic reward elements to motivate employees better and to achieve the desired end(s). Key words: Intrinsic reward, extrinsic reward and employee motivationItem Efficiency of Electronic Service Delivery: A Case Study of Automated Systems for Customs Data (ASYCUDA) in Ethiopian Revenue and Customs Authority (ERCA)(Addis Ababa University, 2015-06) Bekele, Gossa; Berhanu, Elias (PhD)This study aims to explore the efficiency of electronic service delivery by taking Automated System for Customs Data (ASYCUDA) as the case study in Ethiopia Revenue and Customs Authority (ERCA). To conduct this study descriptive research method was used. The study tried to describe the efficiency of the system (ASYCUDA) by triangulating different data from the view points of customers, employees, clearing agents and other relevant offices which use ASYCUDA processed data in their works. Survey has been used to collect data from the total sample size of 130.The sample of this study were chosen using stratified random sampling. Questionnaires, interviews, data analysis and observation were used to collect necessary data. The research study involved three categories of sample population: customers of the authority, employees of ERCA and relevant offices which directly use the report of ASYCUDA driven data. Data analysis was made by using SPSS version 20 software and other simple statistical tools like percentage, ratio and tables. The study finding indicates that even though ASYCUDA is facilitating the import and export process of the authority, it faces implementation problems. This creates inefficiency in the maximizations of the benefits expected from implementations of ASYCUDA. The major technical and institutional problems associated with implementations of ASYCUDA were also analyzed. Some of the challenges which created problems in smooth process of implementation of ASYCUDA were: lack of trained manpower, repeated system failure because of different reasons, frequent electric power interruptions and frequent network failures. These have created a big problem in import and export process of the authority. From the descriptive statistics method of quantitative data analysis and interview interpretation, study concludes that these factors should be improved by creating coordination inside and outside of the organization to improve the efficiency of ASYCUDA which solve the problems of import and export process and make the revenue collection of ERCA smooth. The study gives recommendations accordingly and some of the recommendations are: give training to employees regarding ASYCUDA, using latest versions of ASYCUDA (version four instead of version three), improve management system of the work process, improve the availability of network by coordinating with Ethiopian telecommunication (ETC) and Ethiopian Electric Power Authority regarding electric power failure by using alternative source of energy to reduce the power interruptions at working hoursItem Ethiopian Industrial Park Development Corporation’s Service Quality and its Impact on Investors’ Satisfaction: The Case of Blip.(A.A.U, 2021-11) Girma, Tigist; Berhanu, Elias (PhD)The study was conducted to assess the Ethiopia Industrial Parks Development Corporation service quality and its impact on investors’ satisfaction in Bole Lemi industrial park. The study was trying to analysis the office’s service quality on investor’s satisfaction with SERVQUAL. To conduct this study the researcher employed quantitative research approaches and census survey to collect the primary data. As a means to get data for the study questionnaires were distributed to administrative officials of the available enterprises found in Bole Lemi industrial park. Secondary data were collected from different published and unpublished documents such as relevant theoretical concepts, textbooks, and journals. The data were analyzed using SPSS version 20 using descriptive statistics (frequency, percentage) and inferential statistics like correlation and regression analysis. Finally, based on study findings the conclusion drawn and the researcher recommends the mentioned ideas for betterment and improvements of service quality of EIPDC. However, factors and theories underpinning this rapid and prevalent dynamic of informal settlements are often restricted to the descriptive phase. The purpose of this study is to investigates the land administration model that is used to regulate the expansion of informal settlements in Hossana Town administration. This paper present how Informal Settlement Growth Model (ISGM) be alternative to improve the current GIS approach. This paper proposes a mixed method research methodology. It propose three steps: (1) collect information through interviews, questionnaires documents and field observation on the internal and external factors of informal settlements, (2) incorporate the collected data and models to analysis data, and (3) suggest the recommendation for improving effective land administration system with respect to informal settlements.The studyprovides thatfrom the total population of Hossana Town 19.4% livelihoods are squatters.From those who owned land in unplanned area, 77% obtainedby fools gift or without legal certification.The problem of informal settlements in Hossana Town has been attributed to deficits in housing supply, high home rent and expensive land tender price. The implementation of good land administration model is appropriate to reduce the major constraints. The main objective of this study was to assess the application of good governance, satisfaction of the customers and the challenges that occurred during the implementation of good governance in the colleges. The researcher used descriptive survey study to conduct this research and the data were collected through the instruments of questionnaire, interview and document review and then the data which were collected through these methods were analyzed. Based on the analysis conducted using five core elements of good governance namely accountability, transparency, equity, effectiveness and efficiency and customer participation, the strong and weak aspect of implementation of good governance were observed. Based on the failures observed some recommendation were made in order to minimalize or totally avoid the failures. For African countries, there is strong force in proper urban management which better achieve the increasing need for efficient and effective delivery of land administration services to protect the interest and security of urban citizens. As urban land administration is a comprehensive and important part of public service delivery, the concept of quality service gets worthwhile attentions. Therefore, this study assessed the land management service delivery performances in Nifas Silk Lafto sub city. The study is both descriptive and explanatory in its type. This research employed both qualitative and quantitative research methods to draw samples, collect data, analyse and interpret data. To portray sample from target population (citizens residue in NSL sub-city, land management office employees, officers and managers), the researcher adopted both simple random sampling and purposive sampling techniques. In the current land administration of Nifas Silk Lafto sub-city, customers have to consult various organizations/departments to get the service done. The title service delivery system is not only time taking but also expensive. As a result the urban poor is being pushed away not to use the service. Thus, these situations have created gaps between expectation of citizens and land administration service provided by the sub city land administration organization as more than half of the respondents did not receive efficient, equitable and accountable land services as per their expectations. Case study method, supporting literature review and hypothetical factors for quality service delivery adopted by World Bank (2005) and SERVQUAL Service Quality Model have been used as guidelines for the study. The case study has used 106 customer respondents and 30 employees and 6 managers as primary data source through questionnaires and interviews. The analysis of the data and information collected from the field work found out the performance and challenges of land service delivery as: inconsistency in land related legislations, inadequate resources and technical capabilities, not all lands are titled, lack of skilled and qualified man power, lack of public awareness, unclear land ownership. Based on the identified findings, conclusions are drawn and possible recommendations are made. The purpose of this study was t0 explore the achievements, pinpoint the challenges and scrutinize the prospects of integrating Enterprise Resource Planning (ERP) & Customer Relationship Management (CRM) and analyze their impact on quality service delivery in Ethiopian Airlines. A structured questionnaire was designed, pre-tested, modified, and self- distributed to senior executives, employees and customers of the company to capture data. A total sample of 165 were taken as a respondent. Out of these, 115 were employees of the company and 50 were customers who have made a flight with Ethiopian airlines on any route. Quantitative & qualitative techniques were selected to collect the data. Non-probability purposive sampling was used during the selection of the sample. The SPSS computer package was used to analyze the collected data. Feedbacks received from 84 employees and 45 customers were analyzed & the response rate was 73.1 and 90 percent respectively. The analysis of employee responses revealed that the integrated systems has improved various functions of different department in the company by acting as a catalyst to support the tactical planning processes, ensures the right number and kinds of people at the right place and right time, reduced the financial cycle closing time and improve the supply chain performance by adding value to the company. In addition, since the integration, the company is enjoying the ultimate benefit of all-in-one system that can decrease errors, lower cycle times, reduces turnaround time, and support management decisions. The findings also indicated that delivering high quality service increase customer satisfaction, which in turn leads to high level of customer commitment and loyalty. Several challenges were also pointed out among which included lack of finance to update and maintain the systems, lack of expertise in IT to operate the systems, lack of training and development of staff on the systems. The study also assessed the perception of the customers about the quality of the service delivered by the Ethiopian Airlines by using five dimensions of the SERVQUAL model. The result revealed that, in reliability, tangibles and assurance dimensions, the customers are satisfied, but in responsiveness and empathy, they feel dissatisfied. This implies the existence of inefficiency in delivering prompt service, helping customers & responding to their inquiries and understanding individual customer needs. Finally, the findings are so important to enable the company managers to have better understanding of customers’ perception of service quality and employee attitudes toward integrated systems to further improve the systems and measure customers’ satisfaction & service quality seasonally to keep the services corresponded with customers’ opinions. This study attempt to cover some of the necessary questions regarding evaluating the perception of category A taxpayers and tax office employees concerning good governance practices, analyzing, to what extent Kolfe Keranio Sub-city tax office attempts to maintain good governance implementation, and determine the major challenges of implementing good governance by using eight elements of good governance: . The study was carried out in Kolfe Keranio Sub-city taxpayer’s branch office. The study used quantitative research method. The study has 105 tax office employees and 100 taxpayers’ respondents of Kolfe Keranio sub-city tax administration. The data of the study render on the survey method and a questionnaire was used to gather the necessary information from the research participants. Both simple random and convenience sampling method were applied on the study. Finally, the data was presented by using the descriptive statics method of frequency and percentage, mean, standard deviation. The findings of the study indicated that the tax office performance regarding good governance is poor and has different challenges. The challenges include, lack of resources and skill of the employees, schedule mishaps and tax payers low awareness level of the rules and regulations of tax office which are among the most mentioned and prevalent problems that are described. The core fining of the study showed that there is poor customer participation on policy formulation, lack of consensus regarding the current office policies, lack of transparency in the part of the tax office and lack of effectiveness and efficiency. The overall practice of good governance in kolfe keanio tax office administration have not been found perfectly effective or fair in any of the eight characteristics of good governance. The study recommended that the tax office has to work harder to improve the level of good governance practice and reduce challenges within the organization. Though there are other rural sub cities in and around Hawassa town, due to the extended problem of food insecurity in the area this study mainly focused on the impact of PSNP on the household income of smallholder farmers in Tula sub city. For this study the researcher employed both primary data and secondary resources. The relevant primary data were collected through tools such as Household survey questionnaire, key informant interviews and observation. The secondary data were published and unpublished articles, journals, office records, books and thesis. The study participants were PSNP beneficiary farmers, development agents, kebele administrators and early warning and food security office coordinator and employees. The data collected through primary and secondary sources were thematically organized and analyzed through triangulation to increase the accuracy of the study finding. The study has found out that the productive safety net program has registered some improvements on aspects like beneficiaries monthly income, number of meals per day, monthly food consumption and availability of community assets and no improvements on other many aspects like total crop production, number of livestock, availability of household assets, availability of production materials and the condition of using negative coping mechanisms that are put by the researcher as measures of to evaluate the impact of the program on the study area. After examining the impact of PSNP on the house hold income of small holder farmers in the study area, some recommendations were suggested by the researcher. To realize this target a study used descriptive and explanatory (mixed) design, where both qualitative and quantitative methods were used in the study. In this thesis, a descriptive and inferential statistical analysis of correlation and regression analysis has been used and SPSS package version 25 was used to process the data analysis. Interpretation and discussions were made on the basis of results from the analysis. Reliability was assessed using Cronbach’s alpha coefficient of internal consistency. The study revealed the determinant factors that had a significant role in the performance of Addis Ababa City Administrations were Plan and Budget Preparation, Budget Utilization and Implementation, Budgetary Control and Monitoring, Budget Evaluation. The study also revealed the overall bundles, as well as the individual practices; significantly contribute to the performance of the Addis Ababa City Administration.
