Item Challenges and prospects of Balanced Scorecard Implementation in the Development Bank of Ethiopia(Addis Ababa University, 2014-06) Getachew, Tsion; Abagisa, Jemal (PhD)BSC is one of the management tools that help an organization to achieve its vision by aligning the organization’s strategic goals to every employee’s activity. As one of governmental financial institutions, DBE has implemented BSC in 2010. While implementing BSC, the Bank has faced a number of challenges. This study focused on investigating the challenges and prospects that DBE faces in general and the credit process in particular. To collect data interview and questionnaire have been used and the method used is descriptive method. The questionnaires are prepared for 51 credit process employees and 110 bank’s credit customers. The interview is for the top management official of the bank who works in credit area and support credit area. Out of the administered questionnaire, only 23 employees and 50 customers managed to return. The results that come out of the questionnaires and interview is analyzed using descriptive method of analysis and presented in the form of tables and graphs. The finding shows that the major challenges that DBE faces is emanated from lack of commitment of top management officials , lack of understanding of the tool, early cascading and considering the tool more as a tool of measurement rather than a tool for strategic management. However; the tool is also helps the organization by increasing the organization performance, by communicating the organization mission, vision and strategic objective to employees, by creating team spirit and others. So to avoid the challenges it is recommended that the Bank should give training about the tool, the Bank should define the measurements, and after being sure that the metrics measure the activities of the business units and the selected measure is easily quantifiable then attaching it with benefits will be wise in order to achieve what is set in the futureItem Challenges of Balanced Scorecard Measurement, Cascading and Evaluation in the Case of INSA(Addis Ababa University, 2015-02) Mulat, Masresha; Abagisa, Jemal (PhD)This study assessed the challenges faced while implementing the balanced scorecard system particularly in measurement, cascading and evaluation tasks in the case of Information Network SecurityAgency (INSA). The study tries to evaluate the challenges faced by the Agency in implementing the tasks as compared to the standard literatures of the system. The study adopted descriptive research with a primary purpose of assessing challenges faced by the Agency in implementing the balanced scorecard as their performance and strategic management system. In order to assess the implementation status, the study has been conducted by designing five-point likert scale questionnaires and semi-structured interview questions. The total sample size of the questionnaires is 286 involving team managers and permanent non- management employees of the Agency. In this case the study adopted probability sampling particularly stratified random sampling technique based on size of positions held (middle management and non-management) in each department (as strata) to select 286 sample size,where as in the case of semi structured interview the study adopted purposive sampling technique to select 5 respondents who have the working knowledge of the system. Accordingly the study identified the challenges such as insufficient KPI to measure objectives, deficiency in assignment of measurement data validation body, boss influence on evaluation, absence of clear attachment between high performance and reward, and lack of continuous communication on changes of the middle level scorecard to lower level as the challenges in the study. Based on the findings the study proposes to the Agency to conduct intensive awareness creation on how to produce relevant and sufficient KPI so as to capture full spectrum of the objectives, to assign measurement data validation body to each measurement so as to reduces and- bagging or data gamming, to communicate clearly changes in higher tiers scorecard to lower tiers and further more to attach visibly the reward-system with performance result to effectively take advantage of the Balanced Scorecard system. Key words: Balanced scorecard, Performance measurement, Cascading, EvaluationItem The Role of Foreign Direct Investment for the Export Growth of Leather Industry in Ethiopia(Addis Ababa University, 2017-07) Gurmu, Tadesse; Abagisa, Jemal (PhD)Exports play a vital role in the economic growth of a country. This study tries to examines the role of FDI in export growth of leather industry in Ethiopia. A primary data collected from 15 FDI firms in the leather sector of Ethiopia through surveying and interviewing the General Managers, Marketing Managers, Finance Managers and Production Managers. In addition, secondary data also collected from different government institutions like LIDI, ERCA, FIC CSA and MOI to strengthen the research work. In analyzing the role of FDI in leather, sector export and basic determinants descriptive statistics utilized. The analysis shows the export share of FDI firms reaches 70 per cent of the total leather sector export values. This export volume is very high when compared with local firms, which have long-term involvement in the sector. The study also shows FDI’s vital role in product diversification, value addition, skill transfer, opening new market route for local firms across value chain. Therefore, in order to increase and maintain the role of FDI for export growth of the leather sector strong institutional support needed from government and stakeholders. Capacity building for all actors in the chain, especially for domestic firms to enter international market competition were recommended.
