Priortotheworldwideadopti onoftheGuidingPrincipl eonInternalDisplacementon February11,1998,theprotectionsofinternal lydisplacedpeoplewerenotgiven muchattention.Then,on February13,2020,the GoE ratified the Kampala Convention,which was adopted atthe regionallevelto safeguard IDPs. "Displ acementshalllastnolongerthanrequi redbythecircumstances, "accordingto theGuidingPrinci ple6.Thisidearesultsinthecreati onoftheIASCframeworkfor DurableSoluti onsattheregionallevel .Furthermore,DSIisdesignedtogiveIDPsin Ethiopi a access to durable solutions.Through the verbaland numerical representati onoftheIDPsandreturnees'circumstances,thi researchmethodology.Pri sstudyuseddescriptive marydataweregatheredfrom IDPsattwodifferentIDP sites:KeberoMedaIDPsite,whichisl ocatedintheAzezosub-CityinCentralGondar Zone,andZarimaTemporaryIDPsite,whichislocatedintheNorthGondarZone. Furthermore,pi rmarydatawasgatheredfrom thosewhohadreturnedtoAdiarkay WoredaintheNorthGondarZone.QuestionnairesweredistributedtoIDPsinorder todeterminetheavailabi lityofdurabl esolutionprojects.Furthermore,i nformation was obtained through in-person interviews with government officials and humanitari anorganizati ons.Totriangulatethei nformation,focusgroupdi scussions (FGDs)andfirsthandobservationwereemployedwithreturneeIDPs.Additional ly, secondarydatafrom variousdocumentsandpublicationswerealsolookedat.A mixedmethodwasusedtoanalysethedata,startingwithaquantitativeapproach (SPSS)andendingwithaqualitativeexplanati on.Thestudy' sfindingsdemonstrate oncollecti that,intheNorthGondarZone,internallydisplacedpeoplewererelocatedto relocati vesitesinZarimaKebele,whichservedastheirinitialregi onof xi displacement.Theywereunabletoreturntotheirhomekebelesduetosecurity threatsinthei rWoreda.Theyhadlowlevelsofsafetyandinsecuritywithnogood fortunetobeabletotravelaroundfreel y,alivi ngwage,adecentstandardofliving, andaccesstolegalresourcesandjusti cefollowingthei rtransfer.However,fol lowingtheagreementbetweenTPLFandGoEtoendhostilities,therelocatedIDPsreturned from theZarimaIDPSitetotheirhabitualresidence.Furthermore,theprotracted IDPsinCentralGondarZonearestillli vinginthecollecti vesitecalledKeberoMeda IDPsite.Theinadequateresponsefrom thegovernmentinbothareasexacerbates thescarcityofhumanitarianaid,incl udingfood,WASH,shelterandNFIs,health services,andworkpossibil iti es.Mostcrucially,thegovernmenthasnotcreateda legalredressforthecri mescommittedalongsideIDPsandtheirfamilies,despi factthattheyhaveeitherdirectlyorindirectl tethe ybecomevictimsofviolence.The researchersuggestedthati nadditiontoensuringtheIDPs'safetyandsecuri ty,the governmentshouldupholdtheirrighttofreedom ofmovement.Additionally,the establi shmentofDSWG andthehiringoftechnical,experiencedDRMO staff membersexpresslyforthetownshouldsettheDSI.AmharaRegionalState administrati ons.Mostsignificantl y,thegovernmentshouldtakeintoaccountlong termpossibil iti essuchasrelocatingthemtotheirusualresidence,i intothecommunity,orsettl ntegrati ngthem ingthemsomewhereelse,ratherthansendingIDPsback totheirneighbourhoodwheretheywouldnotbeabletoaccesstheirproperties. Thesecouldbecarriedoutincooperationwithhumanitari anorganizati onsinorder tobenefitfromthei rknowledgeandfuturefinanci alsupport.
