Contribution of Urban Productive Safety Net Program to Households’ Livelihood Improvement and Environmental Protection in Addis Ababa: Case Study of Addis Ketema and Arada Sub Cities
(Addis Ababa University, 2018-12) Abate, Misgana; Tefera, Tamirat (PhD)
Poverty had been considered as a problem of mainly rural areas of Ethiopia. However, it has become a phenomenon in the urban areas, too. This thesis has studied the contribution of Urban Productive Safety Net Program (UPSNP) to improvement of livelihoods of beneficiary households and the environmental protection in Addis Ketema and Arada sub cities of Addis Ababa. Cross-sectional research design and mixed approach are employed to gather data. Semi-structured interviews, focus group discussions, observation and household survey are deployed to collect data. 329 household samples are drawn randomly from woredas of the sub cities. Thematic, descriptive statistics and binary logit model are used for analyzing the data. Though it is difficult to address the poor households from poverty and food insecurity within a short period, UPSNP has contributed to the improvement of the income and food condition of the beneficiary households. 60.5% of the beneficiaries are still under poverty having <16.34 ETB per adult equivalent per day. Though the cash transfer is inadequate to meet the income need of households, the program has provided a stable and additional income source for the households who are mostly engaged in jobs with low and varying earnings. Moreover, the cash transfer has become more important for those households that have a few or no income earning members. Likewise, the regression result also indicates that the cash transfer has significant and positive effect on the income-poverty status of the households. The other factors associated were household size, economically inactive members and income from other livelihoods. The cash transfer has also improved the food security of households. It has contributed in increasing the number of meals taken per day and the food access through purchasing. 86% of the respondents are food insecure, mainly (76.9%) being moderately food insecure. The reason of remaining in food insecurity for most beneficiaries could be due to their short (one year) duration in the program. Besides, the beneficiaries‟ low and varying income earnings as well as inflation have negatively affected the households‟ food access and stability. As per the regression result, UPSNP‟s cash transfer has positive and significant relationship with food access. Other variables like sex, marital status, variation of income, household size and income earned from other means of living have significant effect on food access. UPSNP has involved in environmental cleaning, urban greenery, watershed management and urban agriculture activities enhancing the quality, safety and esthetics of the environment. The study recommends the adjustment of the amount of cash transfer for the beneficiaries based on the current living condition as well as improving the working conditions of the public workers. Opportunities and Challenges for The Development of Community Based Ecotourism in Southern Ethiopia: The Case of Loka Abaya National Park
(Addis Ababa University, 2017-06) Temesgen, Fasika; Tefera, Tamirat (PhD)
This study was conducted to assess the opportunities and challenges for the development of community based ecotourism in Loka Abaya National Park (LANP), which is found in SNNP region, Sidama zone, Loka Abaya woreda. A random sampling method was used to collect primary data from 94 sample households found in three adjacent kebeles to the park. The instruments used for data collection include questionnaire, in-depth interviews, focus group discussion and field observation. Both qualitative and quantitative approaches were applied to analyze the collected data. The findings revealed that there are high opportunities to develop CBET in LANP. The presence of many physical features, such as natural resources including scenic features, forest, bird life, wild animal, hot springs and sharing of some proportion of water from Lake Abaya, create favorable conditions to develop CBET in the area. Many cultural features including showing cultural dances and hair style, traditional festivals and food and drink preparation system, are also available in LANP. The commitment of the government, safety and security, the location of the park within one regional state, its proximity to Hawassa city and hospitability of the local community are also among the opportunities to develop CBET within the LANP. Nonetheless, there are some challenges to develop CBET in the area. The challenges found out in the study include: park community relationship (e.g., temporal settlement within the park, conflict over the use of park resources and encroachment of the surrounding community to the park's territory), lack of community involvement in the park issues, lack of trained man power, lack of cooperation among stakeholders, lack of promotion and lack of infrastructure and accommodations. It is concluded that if all stakeholders work together collaboratively, the opportunities can be exploited and the challenges can be minimized for a successfully development of a CBET in Loka Abaya National Park, which was only established in 2009.

But, they didn’t engage in contributing for local economy through financing projects related to economic development, except paying entrance fee for museum, buying local products and generating employment. With regard to environmental responsibility, they had been governed by applying the rules and regulations around the tourist site, and preparing and offering environmentally friendly travel programs. But they weren’t engage in planting trees, and terracing works, encouraging tourists to participate in environmental protection activities, and reducing pollution and wastes around the tourist site. Only very few of them had engaged in planting trees, terracing, etc. Concerning philanthropic responsibility, they hadn’t engaged in helping the poor, aged people and orphans; in conserving heritages (the fine and performing arts); in supporting projects related to schools, roads, water pipes, playgrounds, etc.; and in making tourists and the local people involve in humanitarian and charitable activities around the tourist site. Moreover, the study found out the challenges faced by tour companies while practicing this responsibility. In general, the study indicated that the tour operators’ social responsibility practice had been found at lower level.
