    Assessment of Foreign Direct Investment Effectiveness in Development and Its Challenges and Prospects: the Case of Special Zone of Oromia

    Foreign Direct Investment (FDI) plays an important role as an engine of employment, technological development, productivity enhancement, economic intensification, and more importantly, as an instrument of technology transfer, specially from developed to developing countries. The Government of Ethiopia having realized the inadequacy of the domestic capital and low national saving, opened several economic sectors to foreign investors. The government has also issued several investment incentives, including tax holidays, duty free import of capital goods and export tax exemption to encourage foreign investment. The very essence of this research is assessing the contributions of FDI to the development of SZO in terms of local employement creation, generation of revenue, transfer of technology, linkage with domestic firms in boosting local productivity.It assessed the effectiveness of FDI in the development of SZO and at the same time challenges that hinder the effectiveness of FDI were also identified.SZO is one of the investment potentioal zone found at the very vicinity of Addis Ababa. This study employed mixed research method where both qualitative and quantitave data were used in the assessment.Questionnaires and interview were the main instruments used to gather first hand information from experts, FDI owners and key officials of zonal investment offices and regional investment Commission.The sampling methods used were both probability and non probability sampling. Purposive sampling was used to select experts with better knowledge and information from different sectoral offices. FDI owners were selected randomly from 53 FDIs operating in different sectors. The study sample includes 60 experts from different offices, 18 FDI owners and two officials.Totaly 80 respondents were involved in this study. The result of this study indicated that the contribution of FDI to the development of SZO has been constrained by various challenges of infrastructure, institutional buearucracy, and other organizational and human elements.Therefore it requires an effective mitigation of those challenges and impediments enhancing basic infrastructure provision, training and developing skilled manpower,institutional reforms,enforcement of technology transfer and timely implementation of projects, regular environmental auditing as well as a continous follow up or monitoring for effective implementation of FDI projects to exploite all the benefits of FDI

    Assessment of Progress and Challenges of Government and NGOs Actions in Reducing Child Mortality: the Case of Ethiopia

    This research tries to assess the Progress and challenges of Government of Ethiopia and NGO and it gives the current picture of the progress and challenges of MDG-four, it try to assess the progress and achievement made so far, identify the challenge encountered, opportunities gained and also missed while achieving this goal and will try to show the future intervention are by the government and NGO‘s. The data collection method was both primary and secondary; the primary data was collected through questionnaire and interview. The Secondary data were collected though UN and Federal ministry of health annual reports and other policy documents those were relevant for this subject. The Findings identify and asses the challenges occurred during the implementation of MDG -4 were it divided in to policy, operational and funding challenges; where those challenges were discussed, analyzed and interpreted in detail. It also Identify the factors for the success of Child Mortality which are: - because of health policy of Ethiopia, because of health Extension Program, because of Cross cutting intervention, because of Community Empowerment, Engagement and Participation. And also discussed and assessed the role of developmental Partners for the success of MDG four. It was identified in the research that policy environment was identified to have both success and challenge factor. Lastly but not the least the researcher tries to point of the limitation of MDGs in terms of setting criteria, the criteria may have been differ from country to country or it should have been set based on the economic development status and the population size of any given country. Finally conclusion and recommendations were given accordingly which is the good work they need to keep and work on the challenges by tackling cultural problems and also by having medicines and vaccine supplies especially in the rural areas

    Assessment of the Effectiveness of Government Intervention in the Market the Case of ‘ALLE’ Bejimla whole sale Enterprise in Ethiopia

    The main purpose of this research is to examine the effectiveness of the Ethiopian government’s direct intervention through ALLE Bejimla in the market as a supplier of consumable commodities so as to control price inflation through fostering competition. .Both descriptive and case study as well as quantitative and qualitative dimensions were applied as methodology of this research. The objective of establishing ALLE Bejimla by the government is mainly to facilitate modern trade, supply quality food and near food products at competitive prices to increase the affordability of goods to consumers. The findings of the research particularly in relation to the effectiveness of government intervention , the contribution and impacts of ALLE Bejimla on the reduction of inflation, the contribution of more frequent inspection and visit of retail stores for better retail price , challenges of working capital of the enterprise, the impact of proximity of ALLE stores to the retail agents on the retail prices, and finally the impact of lack of awareness about the product and services of the enterprise on the bargaining capability of consumer and transparency of retail price. Eventually the research recommended the need for establishing better tools of monitoring retail agents, the importance of awareness, how to undertake and suggest alternatives and additional means of distribution at reach, propose means of resolving challenges of working capital, and noted the requirement of periodically conducting impact assessment

    Beneficiary Impact Assessment of Demobilization and Reintegration Program: the Case of Dansha Re-settlements Project

    The purpose of this study is to assess the demobilization and reintegration of ex-combatants in Dansha resettlement project. It is to make impact assessments on the ex-combatants’ economic independence and their subsequent acceptance by the host community. The study was highly important to examine the potential risks of the resettlement, which is taken as a means to reintegrate ex-combatants, and draw possible lessons to prevent these risks. To meet the objective of the study, both primary and secondary data were used. For the primary data, key informants were interviewed and questionnaires were distributed to randomly selected 120 settlers and focus group discussions were undertaken. The data were analyzed using descriptive and qualitative techniques. The findings of the study clearly show that the settlers are reintegrated economically, socially and politically in a sustainable way. The economic impact assessment of the program revealed that the settlers were provided land for farming and housing facility. They also had access to credit, pension scheme, and other transitional subsistence support such as farming tools, seeds and other extension packages. Like wise, the settlers are now economically reintegrated, having the capacity to produce sesame for cash and sorghum for food. Livestock breeding and off-farm activities also helped them to have sustainable livelihood in the area. The social impact assessment also indicates that settlers have got sufficient social services, that are access to health, potable water and education which are comparatively adequate to support the settlers. The study also shows that settlers have close relationships with host community and high involvement in political and social affairs of the society. Therefore, it is inferred that, existence of sufficient social infrastructure, access to credit and market, with potential area for farming and livestock are observed to be potential strengths that enabled settlers to be successful. On top of that, the close relationship with the host community and among themselves encouraged the achievement of sustainable reintegration. The study concludes that resettlement scheme can be an effective way of reintegrating ex-combatants. For the success of such type of resettlement, it needs to be guided by well-organized documents, committed government, motivated staff and willing beneficiaries. It also should be based on adequate and reliable socio-economic study with proper implementation and monitoring. On top of that, the consent of the host community with the above mentioned factors is decisive for successful reintegration of ex-combatants. The study then recommends that clear and consistent orientation on benefits and modalities of reintegration should be stated appropriately. It also recommends better training on agricultural extension, and veterinary services should be realized

    Industrial Zone Development in Ethiopia Challenges and Prospects: the Case of Eastern Industrial Zone. Dukem District

    This study is attempting to explain the case of “Eastern Industrial Zone”, which found in Eastern part of Addis Ababa in the Dukem Administration. The overall objective of this study is to investigate achievements, challenges and potential impacts of Chinese Eastern Industrial Zone and its contribution to the economic development of Ethiopia at large and surrounding community in particular, and thereby to forward suggestion for identified problems and gaps. This study trying to identify the achievements and challenges of EIZ based on different relevant literature review of concepts and experiences of different countries, especially focusing on the area of policy, laws regulations and directions that govern SEZs; especial arrangements of institutions and existence key actors for its proper management and operations; identification of positive and adverse effect of the project on local community and environment; and infrastructures and over all benefit realized by the establishment of the project. The study has been based on primary, and secondary data collection techniques, group discussions, interview, and questionnaires (semi-structured and unstructured) as well as observation research methods in general. Qualitative and quantitative survey instruments applied aimed at examining and describing the current status of the eastern special industrial economic zone. This study identified that, the Chinese based eastern industrial zone found to be a incredible potential source in absorbing labor force attracting potential investor from china and other regions, appears to be as a good benchmark for other zone development of the country. On the other hand it has been working without prior institutional legal policy framework, well-organized institutional arrangement, planned environmental and social impact assessment, lack of linkage with national and local economy among others. This study recommends the need for well-structured institutional legal framework and government close support, collaboration with its strategic business partners, strong linkage and integration with the national and local economy, viable social and environmental plan among others

    Result Based Performance Evaluation (RBPE) in the Case of MOENCO

    The purpose of this research was to explore impacts of Result based performance evaluation with related pay in day to day activities. It focused on the relationship of employees understanding of the performance appraisal, the impacts of implementing performance appraisal on all stakeholders and the determinants of the relationship between RBPE pay system and employees’ understanding, motivation, feeling and fairness. a case study has been chosen as a proper research method for this study and used purposive sampling technique.The data collection was made through questionnaire and interview of employees’ in the organization of MOENCO using qualitative and quantitative method of research. Major findings of the research are interpreted and analysed in comparison with findings of existing literatures.The key findings of the research indicate positive fairness feelings and the related positive perceived work related behaviours of employees’ of MOENCO in addition to sound knowledge and understanding of RBPE pay system procedures and the perceived feelings of motivation by level of pay attached to PRP. In addition to positive relationship of fairness perception with work related behaviours, analysis of the research also revealed the possibility of negative influence of subjective performance measurement parameters on employees’ feelings of fairness. Finally, the study concludes that RBPE need further study and revision of the RBPE pay system to fill up the gaps mentioned above and minimizing negative impact to maximizing the strength of the relationship between the organization and employees

    The Role of Metal Industry in the Ethiopian Economy and Factors Influencing its Productivity

    The purpose of this thesis is to examine the relative importance of the metal industry in the Ethiopian economy and productivity situation in the metal factories. In the pursuit of the former objective. the historical development and the role of the metal industry in different socio-economic netting vis-a-vis the Ethiopian reality were analyzed. To achieve the latter objective. Economic and non-economic factors influencing productivity have been analyzed. Based cr. the findings. attempt has been made to make relevant policy ::recommendations in order to : improve the role and map out the strategy for the development ment of the sob-sector and improve the facto' use efficiency of the sub-sector. The problem has arsines because of the little recognition and support: provided to the sub-sector in Ethiopia. The results of the study indicate that the successful development of the sub-' sector plays a key role in the economic and social progress of a country . Although the potential role of the sub-sector is important in the Ethiopian economy, :it is still by far lower than the role of the sub-sector in different economic settings. It is also found that the sub-sector has increasingly become associated with high cost of production. It therefore pays to focus on the strategy for the development of the sub-sector and the removal of all managerial and operational bottlenecks to progressively improve and make the industry more profitable.

    The Role of Private Sector in the Development of the Tourism Industry: the Case of Privately Owned Hotels in Addis Ababa

    The private sector has a key role in playing a vital part in one‟s country economic growth and development. The economic contribution of privately owned hotels in Addis Ababa is a theme of this paper that has been addressing to investigate the bottlenecks of the hotel industry and assessing the substantial contribution of hotels to the economy. The objective of the research is to critically examine and evaluate the impact of privately owned hotels to the country‟s economic development. The researcher collected both qualitative and quantitative data from primary and secondary sources, using questionnaire, interview, focus group discussion, document review and personal observation to make the study more reliable and vibrant. Findings indicate that privately owned hotels have a crucial contribution to the economy as a means of generating foreign currency, maintain country‟s trade balance, in income tax generation, creation of job opportunities, skill development, building image of the country and encourage or attract visitors. The sector has also shortcoming like not having competent policy makers, lack of skilled manpower, and brain drain in the industry, lack of quality products for luxury hotels in domestic market and long customs processes to import items. The researcher concludes that the privately owned hotels contribution to the country‟s economy is enormous and in its progressive stage. Finally, the researcher recommends that the money generated by the sector should be reinvested to the hospitality industry; highly skilled professionals should be assigned by the government to its institutions to the sector so that they can solve problems related to the sector and also be able to communicate satisfactorily in international level
