    Assessment of Public Relations Practices at the Ministry of Women, Children and Youth Affairs, Federal Democratic Republic of Ethiopia

    The purpose of this study is to assess the public relation practices in Ministry of Women, Children and Youth Affairs Office of the Federal Democratic Republic of Ethiopia. Moreover the study sought to assess how the activities of public relations are practiced, the significance of public relation in contributing to the ministry’s overall objectives and to identify the factors inhibiting and challenges of public relation practices. The study adopted mixed method research approach which is qualitative and quantitative. Open and closed ended questionnaires, unstructured in-depth interview and focus group discussions were data collection tools used to conduct the study. By conducting purposeful sampling 150 questionnaires, unstructured in-depth interview of 6 respondents and 6 focus group discussions were conducted and reflected their opinion. Frequency and percentage statistical techniques were used for quantitative data analysis by using SPSS statistical software. The outcome of the data analysis revealed that the practices of public relation in MWCY affair are limited to some activities of PR, the practitioners are perceived as the spy of government and neglected by employees of the ministry, the practitioners are delegated by the external line office of the government for political advantages without giving attention to the profession, skill and experience. The internal and external communications are very limited, there are misunderstanding of PR practice among the employees and the accessibility of PR tools that are mostly used by the ministry are found limited. Finally, the researcher recommended both short and long term major recommendations that are presented in order to improve the public relation practices of the ministry of women, children and youth affair of the federal democratic republic of Ethiopia.

    Comparative Analysis of Framing of Good Governance Issues by Addis Zemen and the Reporter (Amharic) Newspapers

    The purpose of this study was to investigate how Addis Zemen (a state daily) and The Reporter Amharic (a private bi-weekly) newspapers framed good governance issues. The study focused on hard news, editorials and feature articles covering the time periods from July 27, 2017 to 8th January 2018. Out of 92 newspapers, a total of 45 news articles were identified and analyzed. The study applied a mixed research approach in which both quantitative and qualitative methods were used to analyze the selected news articles. The research findings revealed that responsibility frame, economic frame and conflict frame were dominantly used frames in both Addis Zemen and the Reporter newspapers. Furthermore, efficiency & effectiveness, equity & inclusiveness, corruption, responsibility and the rule of law were the major themes addressed both in Addis Zemen and the Reporter (Amharic) newspapers. Government officials were the main sources of information cited in Addis Zemen whereas experts were the predominantly cited sources in the Reporter (Amharic) newspapers. The study concluded that many of good governance news articles addressed by Addis Zemen tilted towards EPRDF the then ruling party whereas many of the good governance news stories covered by the Reporter were critical of the ruling party and critical social, economic and political issues were overlooked in the pretext of good governance problems.

    Comparative Analysis of Road Traffic Coverage in Ethiopian Print Media: Addis Zemen and Reporter Newspapers in Focus.

    The study aimed to conduct comparative analysis of road traffic coverage in Addis Zemen and Reporter newspapers in the years 2008 and 2009 EC. The research was carried out through a combination of quantitative and qualitative Methods. Content analysis was the main method. In depth interview was also conducted with editors of Addis Zemen and Reporter newspapers. 50 stories of Road traffic accidents reported were sampled, coded and content analyzed. Findings of the study revealed that majorities of the stories published in both newspapers were placed on inside pages. Little number of articles was kept on front and editorial pages. The themes of the stories weren’t mainly framed in a way they influence the public. The study also established that focus of the articles was directed at reporting the occurrence of accident than on creating awareness. Both Addis Zemen and Reporter newspapers didn’t put the road traffic stories as an agenda. The study showed Reporter newspaper provided much space and coverage than Addis Zemen newspaper. The study recommended a more inclusive research encompassing both print and broadcasting media should be done

    A Comparative Framing Analysis of President Trump's 72nd United Nations General Assembly Speech: Aljazeera, CNN and Fox news in Focus

    The mam purpose of this study is to analyze how CNN, Fox News and Aljazeera framed President Donald Trump's speech during the nndannual summit of the United Nations General assembly (UNGA) in their coverage from Sep. 3,2017 to Oct.4, 2017.Thirty two news stories were collected in about one-month time and analyzed qualitatively. Qualitative content analysis was used to get both the insights of the media outlets coverage of the speech of Donald Trump at the UNGA and the topics that are salient in the speech of the President as well as the media outlets. Framing analysis was used to analyze how the media outlets treated stories about the President's speech and topics that are salient were also taken from the speech of the president and analyzed separately. The major findings in the coverage of the media out lets are; conflict and attribution of responsibility frames. They are also the dominant frames in all the media houses in their coverage of President Donald Trwnp at the nnd UNGA studied under this paper. Frame of danger is also the other dominant frame from the speech of the president. There were also dominant topics from both the speech of the president and the media outlets covering the event, "America first" is however, the common denominator for both the media outlets and the speech of the president.

    An Evaluation of the Listening Tasks Presented In Grade 9 English Textbook and Their Actual Classroom Implementation with Special Reference To Ethio-Parents' Secondary and Preparatory Private School, Addis Ababa

    The largest part of time spent in the communication process is devoted to listening. For many years, listening skill was denied priority in language teaching. In fact this skill is very important for developing any language learning proficiency. However, it sometimes constitutes a source of trouble and frustration for learners of English as a foreign language (EFL) who find themselves unable to comprehend the spoken message transmitted to them in the target language. Therefore, this research investigates to evaluate Grade 9 English Textbook listening tasks and their implementation in the classroom. The study was a descriptive study with a mixed research methods approach. In order to answer the basic research questions designed, three data collecting instruments were employed. These were document analysis, classroom observations and students’ questionnaire. The results obtained from these instruments were analyzed qualitatively through descriptions, and quantitatively using simple descriptive statistics and frequencies. The data obtained through these tools were triangulated and crosschecked to offset the weaknesses of the others. The result indicated that the tasks found in the students’ text-book of grade nine were not consistent in number throughout the text-book. The result also proved that EFL teachers failed to properly implement the listening tasks found in the students’ text-book of grade nine based on the criteria set. Moreover, it was found that the tasks were not rich-enough to address and include the learners’ background knowledge and to inculcate real-world types of tasks. Besides, EFL teachers failed to relate the given tasks with the learners’ experience, and all the three stages of the listening phases were not effectively implemented. Finally, based on the findings obtained, it was recommended that EFL teachers should be given relevant training on how to implement teaching listening tasks on the students’ text-book for grade 9. The text-book writers should also give attention to activities prepared for teaching of listening.

    The Framing of Prime Minister Abiy Ahmed’s First State Visit to Eritrea by National and International Media

    This study aimed at examining how national and international media framed Prime Minister Abiy Ahmed’s first state visit to Eritrea with special focus on Addis Zemen, Reporter (Amharic), The Guardian and Xinhua. The research employed a qualitative research method to obtain data essential for the study. The media were selected through purposive sampling, and a total of forty news articles were analyzed. The research findings revealed that the premier’s visit mainly won positive coverage from the media even though neutral tone was also significantly used. But none of the media depicted the Prime Minister’s visit negatively. The findings also revealed that economy, geopolitics and human relations were the dominant themes across the stories analyzed. On the other hand, economic frame and conflict frame were found to be widely distributed in the news articles. The study concluded that Prime Minister Abiy Ahmed’s first state visit to Eritrea was not framed much differently by the local and international media. In fact, both the local and international media refrained from criticizing the visit or the Prime Minister in their coverage of the event.

    Hydro-Political Discourse Analysis of the Ethiopian and the Egyptian Government Foreign Affairs Office Press Releases on the Grand Ethiopian Renaissance Dam.

    The purpose of the study is to see the Hydro-political discourse of the Ethiopian and the Egyptian Foreign Affairs Offices. The objective of the study was to critically analyze the selected press releases of the Egyptian and the Ethiopian Foreign Affairs offices political discourses on the Grand Ethiopian Renaissance Dam. The press releases/political discourses which were taken from the Foreign Affairs Office of the two countries following the lay down the corner stone of the GERD (April, 2011) till the Declaration of Principles on GERD (March, 2015) among Egypt, Ethiopia and the Sudan were analyzed to answer the research questions. For that reason, six relevant political discourses/press releases which were released by the Egyptian Foreign Affairs Office in the time frame set had been taken purposely while another six relevant texts/press releases from the Ethiopian Foreign Affairs Office were taken to get a proportional number of texts for analysis. The study selected the Critical Discourse Analysis approach as a method to answer those research questions. Fairclough’s approach of CDA was utilized to answer the research questions. The approach flexibly used to have textual and analysis of the social practice. The research questions were also answered through the lenses of political communication and rhetoric theories. The analysis revealed that the GERED was constructed and interpreted differently in the two countries Foreign Affairs Office press releases. The Egyptian Foreign Affairs Office press releases constructed the GERD as if it is a threat for the National security and the ‘Historical right’ of the Egyptian over the river Nile. On the other hand, the Ethiopian Foreign Affairs Office press releases constructed the GERD as a means to bring sustainable development in the country and wouldn’t have a significant harm over other neighboring Nile basin countries. On the top of this, the old ‘Historical Nile water right’ discourse of the Egyptian has been replaced by the upper riparian countries new discourse of ‘Equitable water share of the Nile’. The 1959 Nile water share agreement of Egypt and Sudan has faced challenges from the Cooperative Framework of Agreement which favors the equitable water utilization of the Nile and was signed by six upper Nile basin states. The findings indicated that power has been shifting from the lower riparian countries to the upper Nile basin states. The analysis of social practice revealed that both the Ethiopian and the Egyptian Government Foreign Affairs Office press releases are in alignment with government Foreign policy documents of their respective countries.

    A Study on News Framing of the Current Ethiopian Political Reform: Ethiopian Television (ETV) in Focus

    The news framing in the current political reform in Ethiopia was one of the most critical issues that attracted the international and local media outlets. The main objective of the present study was, therefore, to analyze the political news articles on the current political reforms in Ethiopia. The research design employed mixed methods to undertake the analysis of primary and secondary data collected from ETV news. A purposive sampling technique was employed to collect news covering the reform period from 02 March 2018 to 02 March 2019 on the political reforms in Ethiopia. Hence, 75 political news were selected for analysis. Content analysis and in-depth interviews were utilized to collect and analyze data. Among the major findings of the study are: political reform theme being the most dominant followed by peace and stability theme, and political reform frame and peace frame being the most dominant frames of the ETV news. The study also indicated that the main ETV news sources were government officials and organizations, which accounted for about 83% of the news articles. The study concluded that ETV's current political reform news theme and frames reflected mainly the interest of government officials and organizations. Therefore, the study recommends that much has to be done to include in the theme and frames of the political reform news to reflect the voices of the public, politicians, intellectuals, and civic societies.
