Item Building a Knowledge Model: The Case of Ethiopian Revenue and Customs Authori(Addis Ababa University, 2015-10) Fiseha, Minwiyelet; Assefa, Temtim (PhD)Knowledge is one of the essential resources for organizations to run their business and gain competitive advantage. Thus, many organizations have been forced to rethink the way they manage their knowledge resource and therefore the need for knowledge management. Knowledge management provides processes and technologies to identify, create, represent, and distribute knowledge for reuse, awareness, and learning across the organizations Ethiopian Revenue and Customs Authority (ERCA) is entitled for collecting revenue from customs duties and domestic taxes, protecting the security and safety of citizens. It is responsible to increasing competitiveness of the country through efficient, targeted controls and legitimate trade facilitation. However, ERCA loses its knowledge through high employee turnover. To address this challenge in ERCA, this research built a knowledge model for the implementation of knowledge management system for import customs clearance directorate. The model reduces the knowledge losses due to high employee turnover and enhances the knowledge managements and uses of the import customs clearance procedure. The research used design science research methodology to build the knowledge model and develop the prototype knowledge management system. Data were collected using interview and document analysis methods and decision-making method was applied for data analysis. Unified Modeling Language (UML) was used as a modeling language. Evaluation was conducted using human expert (interview with customs clearance experts) evaluation methods to evaluate the effectiveness of the knowledge model. The findings of this research offers knowledge model, knowledge content and the relationship of different knowledge, of the import customs clearance. The research provides a better understanding of how the knowledge model supports the knowledge management process and implementation in import customs clearance business processes of customs administration organization. The research also offered a solid foundation for future research studies with development and implementation of successful knowledge management systems in customs administration organizations.Item Design a Web-Based Information System for Community Based Health Insurance System for Gurage Zone Health Insurance Scheme(Addis Ababa University, 2017-05) Hussen, Ahmedin; Assefa, Temtim (PhD); W/Mariam, Damen ( Professor)Background: Community based health insurance scheme is a mechanism of distributing or pooling of risk among individuals. CBHI is a way to improve equitable access to health service, sharing costs among members and reducing the financial burdens of health care on the poor. In community based health insurance scheme involves three stakeholders these are the insurer, the insured and the service provider. The use of information and communication technology to create cooperative working environment between the stakeholders in the scheme can improve the accessibility and use of health care services at a point of service irrespective of time and geographical location. This can help to improve the use and access of citizens to the primary and advanced health care services. The application of ICT to the major business process of health insurance enables, an ease of access for the various health insurance services provision at the insurance scheme. Objective: The main objective of the project is to assess the existing paper based insurance system and design a user friendly web based information system for Gurage Zone community based health insurance scheme. In the existing system business processes are handled on paper based and many resources such as time, place, materials and manpower. Method: The project was limited geographically in Gurage Zone and conceptually to the designing of the web based information system for community based health insurance of unemployed rural and urban dwellers of the community. The project employed an object oriented system analysis and design technique with different data collection tools i.e. (interview, observation, relevant document review) to collect the data required for system design. Analysis and design of the proposed system was done using the UML and Microsoft Visio. My SQL Server has been used to develop the database. Result: The designed information system of community based health insurance for Gurage zone health insurance scheme comprises of different functionalities like members (the insured) registration, validation, claim adjudication; insurance components which would help to transform the paper based manual system to efficient and cost effective system. The web based information system for community based health insurance could enhance accessibility of services and information exchange by eliminating unnecessary time consuming processes. Evaluation of designed prototype is done by using empirically inspection of system users by preparing checklists consisting of list of prototype interface concerning questions. From the evaluation results 92% of the respondents (expected users) agreed that the prototype interface areItem Design an Electronic Medical Record System at Outpatient Department of Yekatit 12 Hospital Medical College(Addis Ababa University, 2017-06) Wassie, Alem; Assefa, Temtim (PhD); Wondimagegne, Abigiya (PhD)Introduction: Health records are the most important database of patient which consists of various data entered by health care professionals in either paper or electronic form. Reliable and timely health information is an essential foundation of public health action and health systems. Electronic-Health is the use of Information and Communication Technologies in health care. It is concerned with improving the flow of information, through electronic means to support the delivery of health services and the management of health systems. From e-health applications Electronic Medical Record which is computerized medical information system that collect, store and display patient information is one aspect. The record system provides comprehensive, reliable, relevant, accessible and timely patient information to each member of the health care. Objective: The main objective of this project is to design and develop prototype of electronic medical record system at outpatient department of Yekatit 12 hospital medical college. Methodology: The project was designed in an object oriented view of system analysis and design methodology with incremental and iterative designing cycle. The requirements for the system were collected through interview, observation and document review. Analysis and design of the proposed system was done using the unified modeling language by Microsoft Visio 2013. Result: The design electronic medical record system has different functionalities to support patient record system at Yekatit 12 hospital such as patient registration, diagnosis, treatment, and laboratory result registration, search patient data and update patient visit, assign patient and generate report. Which will help to transform the paper based manual system to efficient and effective electronic system. Three tire system architecture also designed for the new system. Summary: electronic medical record system to overcome the problems associated with manual record system was designed for users at outpatient department. The project contributes to improve the hospital business process by bringing better understanding of the use of electronic medical record system. It enables users to get timely, complete, organized, easily accessible patient data at the point of care. Recommendation: The hospital in collaboration with the Federal Ministry of Health and regional health office has to work on the implementation and usability of the system and provide the necessary system support. The researchers/students continue the project and work on the remaining parts of the system.Item Design and Development of a Web Based Client Complaint Management System for St. Paul’s Hospital Millennium Medical College(Addis Ababa University, 2017-11) Worku, Zelalem; Assefa, Temtim (PhD); Molla, Mitike (PhD)Background: Ethiopia is a country with a low-income and an overall limited budget. Despite the recent impressive changes in access to health services and improvement in health outcome, the health sector still suffers from the existence of inequality, poor quality of health service and a high burden of communicable and non-communicable disease. The country has a three-tier healthcare services’ delivery system and St. Paul’s Hospital Millennium Medical College (SPHMMC) is one of the third level specialized hospitals in the country. Using client complaint management to improve client satisfaction and quality of services is a rare practice at the hospital and in Ethiopia in general. Objective: The main objective of the project is to design, develop and test a web-based complaint management system for SPHMMC. Methodology: The study was conducted in Addis Ababa, Gulele sub city, at Saint Paul’s Hospital Millennium Medical College. It used qualitative case study to gather requirements regarding the proposed system. The participants of the study included clients and employees of Saint Paul Hospital. They were selected using purposive sampling technique. The sample size was 30. That is, 25 for requirement collection plus 5 for system evaluation studies. Object oriented methodology, with incremental and iterative designing cycles, was used as a tool to design and develop the complaint management system. After development, the proposed system was evaluated using a user acceptance test. Result: The project produced a web-based Client Complaint Management system (prototype) for the SPHMMC Hospital. The system uses the local language Amharic, in addition to English, to improve system usability. Conclusion: The complaint management system has been designed and developed to adequately meet the main objective of this project, which is producing a tool to improve client complaint management. The system was found to be useful, easy to use and not unnecessarily complex.
