Item Performance Management of Selected Government Secondary Schools in Addis Ababa City Administration(Addis Ababa University, 2008-06) G/sulassie, Aklilu; Ado, Mukhtari (PhD)The purpose of this study was to identifi; and examine the implementation of performance management in public secondan; schools of Addis Ababa city administration. Presenting eight basic questions regarding to what extent performance management is implemented in the secondary school collected information and data needed for the study. The Sample populations of the study were drawn from 10 government secondary schools in all sub-cities. Descriptive survey method was employed for the study. Simple random sampling technique w.as used to select respondents. Primary data were collected by administering questionnaire to 10 principals, 10 deputy principals, and 200 teachers that were selected from the government secondary schools of Addis Ababa. The data was analyzed by using ANO VA-test and chisquare test. The result revealed that performance management was implemented to some extent in the secondan; schools of Addis Ababa. According to the findings the major problems that negatively impacted on the implementation of performance management were lack of need-based training programs, low commitment of the school management, little participation of teachers in the school performance management, lack of performance-result-based promotion scheme, and insufficient institutional capacity and subjectivih; in performance reviewing. To redress the problem, the respondents recognized result-oriented performance management system as the best practice that contains both result and process. Therefore, it was recommended that trainings and developments should be need-based and using continuous coaching is important, the Education Bureau should improve institutional and managerial capacity of school managers and administrators,teachers' involvement in goal setting of the schools has to be enhanced. In addition school managers have to develop the culture of setting agreeable performance measurement standards with the teacher and providing a timely feedback for teachers during the performance reviewing period
