The Economic and Socio-Cultural Consequences of Condominium Housing in Addis Ababa. A case study of Kirkos Sub-City

Abstract
The federal government of Ethiopia, through the Millistry of Works alld Urban Developmellt
(MWUD) alld the Addis Ababa city Governmellt, has launched (I project, as part (!f urban
renewal and densification programs for the city, to built a target of roughly 300,000 "low-cost
housing" condominium units annually for 5 years since 2003/4. Since then 60,276
condominium housing units have been constructed and transferred to beneficiaries.
The study sites include three sites of condominium /lOusillg at kirkos sub-city: Meslie/~flower,
34-meda and Temenja-yaj sites. These three sites are highly accommodated by dislocated
people who were transferred from distant places due to condominium housing lottery and
those due to del'eiopment activities. A sample population of 50 household heads (J 1% of the
target population of 448) was com'idered using purposive sampling technique. Instruments to
dig out the necessary data: Questionnaires,/ Focus Group Discussions, Inten'iews alld
Observations were used, which basically looks at the demographic, socio-cultural ami
economic profile of the respondents amtproblems they have faced.
Demographically, 68' % of the respondents fall within the age group of 25 ami 45, which lire
productive grou/,s. On tfte other hand, 34% respondents are female-headed, addressing tlte
issue of gender and the strategy provide(L On the economic and socio-cultural situations of'
oWller-occupiers in the new sites, they have faced major challenges in terms of the housing
cOllditiolls; weak social interaction related to traditional institutions and neighborhood-they
have lost their previous neighbors alUl other social institutions including the a\'llilability (!f
COli/lilli/wi utilities wit/lOut use with shortage and less proportionality. Moreover, there is no
appreciable residential satisfaction. Because, residential satisfaction is not only il!tluenced by
tlte availability of housing unit, but also by tlte services attached to the dwelling unit, the
settillg or the surrounding neighborhood, as well as . social bonds with in the residential
comlllullity. Besides, the exi~·ting housing policies and legi.~/ations have an intention to solve
housing problem (,llOrtage of IlOusing unit- tenure security) of the people ill I{eneral and
ellsure beneficiaries their right by law as jilY as the issue of possession by providing (!tfimlable
houses particularly to those low and middle-income groups. However, tlte doubt ofiJ!tormants
rest on the implementation and efJiciency of the program in addressing the economic and
socialfabrics of the affected groups.
Finally, the study concluded by providing pO~'sible recolllmendations liS amode~·t cOlltribution
to the progressive condominiulII housing program, and would help to improve program related
problems.
