Abstract

The maill idea of this paper revolves around three major issues. The first issue emphasizes on the gap .fillillg 0/ NCO ill development endeavor where the government could not reach with its IIl([xillllllll strife to meet the lIeeds of its society. The second and the major point deals with partieipalolY development approaches that are especial~)I advocated by many development oriellted NCOs operatillg lIatiol/ally and internationally. It is gell erallv believed that NCOs have good experien ces and strategic approaches than govemlllelll orgallizalions ill participating the target communities alld concerned stakeholders in developmellt projects. They work in close relations with beneficiaries; identifj, their real prohiellls alld address Ihefeltneeds of the community collaborative~)I in all a5pects. /vIallY scholars believe that participatol)! developm ent approaches create self-realization and sllslellOllce allrl molivate the target population for their own initiated development activities. Th e) ยท also slress on participation of stakeholders for il filrth er enhances the sustainability of the projecls. The lhird point examines government policy and NCO operations. Comprehensive and cOlldlleive poliCies create good working environment for NCOs and sl1looth relationships with the government. This research examilles the development of school infrastructure by /vICS in East Shewa zone IIlilh Ihe participatioll of beneficiary comillunities and concerned government institutions. The research is based on persollal experience, beneficicu)! interview, co-sigllato/)! work review & discussiolls alld library and documentary works On NCOs. The .filldillgs of the study 01/ /vies revealed that no survey was conducted to identify the basic alld priorily lIeeds of the comlllullity. COllll11.ul/ity and stakeholders particljJation was very lIIillilllal ill projeci idelltification, deSign, plallning and implementation. Thus /vICS is expected to par/ici/Jale all cOllcerlled stakeholders in all stages of school development to illsure self-reliance !lIIIOllg Ih em !llId Ihe sustainability of the development.
