Leveraging Intelligent Digital Solutions to Mitigate Challenges In Road Infrastructure Asset Management: Lessons From Addis Ababa Corridor Development Projects

Abstract
In recent times, the Construction industry has graduated from the old industrial age into the current digital age. The integration of an integrated Architecture, Engineering, Construction, and Operations (AECO) system is one way that the Construction industry has transformed into the digital age. However, there have been challenges in integrating the new technologies, especially in Road Infrastructure Asset Management (RIAM). In order to bridge some of these challenges and make Road Infrastructure Asset Management in Addis Ababa City Roads Authority (AACRA) more modernized, a more effective use of digital technology is critical. For this purpose, this study uses an explanatory sequential mixed methods design in two important corridors with the use of questionnaires (n=40), interviews, focus group discussions, field observation, and literature review. The results indicate that RIAM practice in Addis Ababa City Roads Authority (AACRA) and Ethiopian Roads Administration (ERA) is mainly reactive and paper-based in nature; 75% update rarely, 85% depend on manual operation, while 87.5% face difficulties in ensuring data accuracy. While 87.5% are aware of the latest technologies, such as artificial intelligence (AI), internet of things (IoT), digital twins (DT), and building information model (BIM), their practical implementation is minimal, with only basic GIS/GPS use. Major challenges in implementing the latest technologies include a lack of technical knowledge (95%), poor regulatory support (87.5%), and poor interagency collaboration (80%). Although there are many barriers to implementing the Integrated Intelligent Digital Solution for Road Infrastructure Asset Management (IDS RIAM) framework, interviewed finding remains optimistic about digitalization and its ability to facilitate better decision-making and asset longevity. The combination of digital tools makes the IDS-RIAM an innovative system that allows cloud based asset monitoring and maintenance. Recognizing that the framework is merely theoretical and that technology has certain limitations now, the current research endorses a systematic process for implementation, which should involve policy changes and capacity building. For further research, it is recommended to test the framework through pilot projects and evaluate cost effectiveness and environmental benefits.
