Abstract
Information systems/ technology outsourcing is considered as an
approach for information systems/technology management by chief
information officers and organization s. Thus it is given due attention
by various organization s and management because of the advantages
it brings to them. Despite the advantages it brings, IS /IT outsourcing
faces problems/challenges and risks at any point in the process that
may even lead to failure before its maturity. However, all theses issues
are not studied in the case of Ethiopia. This study thus alms to empirically assess how IS/ IT outsourcing is
managed III Ethiopia, specifically at the Ethiopian
Telecommunications Corporation. A case study approach considering
a currently outsourced information systems development project at
the corporation is followed so that a better and detailed under standing
of the subject can be developed. Furthermore this research titled
identify the problems/challenges that the corporation fled during
outsourcing and the possible causes of the problems .
The research employed a qualitative research methodology, and hence
interview and document analysis were major data collect.ion
methodologies used. The data collected is analyses as pCI' research
questions and objectives of the study.
Finally, from the data analysis it is c learly indicated that the
outsourcing or organization has failed to mee t its schedule, cost,
requirements, and cLlstomer servee objectives. The major causes for
these problems were lack of detailed requirements from i.he beginning,
lack of detail in the SLAs, bck of previous experience' in sofLw3re
outsourcing management.
