Abstract
Delays of a construction project can be defined as the late completion of
works as compared to the planned schedljle or contract schedule. delays on
the construction projects are the most common and frequent problem of the
industry. thus, the objective of this study was to identify the major causes
of delays and the frequency of occurrence of effects of delays. this study
was carried out based on literature review, questionnaire survey and
document review of projects. a stratified sampling technique was used to
select sample projects. analysis techniques like relative importance index,
spearman correlation and 't -test' were used to analyze the data collected so

as to rank the factors causing delays, identify frequency of effects of delay
and to show the degree of agreement between the differenl parties (clients,
consultants and contractors) .the results of the analysis show that the main
cause for delay of road construction projects in the Addis are consultants,
external or environmental related factors and clients. the spearman correlation test results show that there is no as such a strong agreement
between any two parties of the industry towards identifying the cause and of
delay on the projects. and the most frequent occurring types of effect of
delay were found to be time and cost overrun. this result have been found
the same for all groups of respondents, which confirms that all parties have
the same view towards the effects of delay. finally the study has made a
recomhlendation to the players of the industry to work hand in hand to
achieve a common goal which is completing projects on time and budget
