dc.description.abstractThis project work aims to investigate the causes and effects of delays in the construction of the Oromia Police Commission Headquarter (OPCHQ) project. A quantitative research approach was adopted, utilizing a survey questionnaire as the primary data collection tool. The questionnaire was administered to 33 professionals representing the consultant, contractor, and client sides involved in the project. The survey data were analyzed using the Relative Importance Index (RII) method to rank the identified delay factors. From the analysis, the top 10 causes of delays in the OPCHQ project were identified. Additionally, the questionnaire revealed the five most significant effects of these delays on the project. Based on the findings, recommendations were provided to mitigate and address the identified delay factors. These recommendations aim to improve project planning and scheduling, enhance communication and coordination among stakeholders, and address issues related to financial resources, permits, and availability of construction materials. This research contributes to the understanding of the causes and effects of delays in construction projects, specifically in the context of the OPCHQ project
