A mixed approach with purposive and simple random sampling techniques was used to select teachers and students from secondary schools of Arada sub-city in Addis Ababa. The principal objectives such as to examine SIP status, identify its impacts and assessing the improvements made by the program had been evaluated carefully. The surveyed data were analyzed using SPSS. The findings of the study reveal that relatively encouraging achievements have been made at the school level, with respect to the learning and teaching domain. However, achievement in the school environment and community involvement domains were found to be very low. Furthermore, lack of reward for those who performed well it, lack of awareness, and practical involvement of the community, lack of awareness among students, and teachers, turnover of man power and lack of qualified operational man power were identified as the major challenges in implementing SIP. The findings also indicated that there are no integrated efforts of all stakeholders in the implementation process. This indicates that the school improvement programme has become a well articulated program in the document, but it is not as fruitful as it was expected on the ground. In its third year implementation stage and significant land marks, improvements were not observed so far in all domains, from the four domains the most discouraging being the school environment and the community involvement domains
