Abstract
Successful accomplishments of projects have a vital role in attaining organizational goals and
objectives. However, this has not been the case in most projects. It is perceived that one of the
major factors leading to project success is monitoring and evaluation. The problem on the
availability and the functionality of M&E unit, not being participatory, and financial and skilled
human resources scarcities and mismanagement problems are the main bottlenecks for the M&E
system in organizations. This raises significant questions as to whether the monitoring and
evaluation are effective enough to achieve project success. Therefore the main aim of this study
was to assess the practice and role of Monitoring and Evaluation for the success of projects in
Orbis-Ethiopia, Addis Ababa, Ethiopia.
The study used a mix of both quantitative and qualitative research approach (mixed approach). A
cross-sectional survey was conducted for the quantitative part and the qualitative study followed
descriptive design type. In this study, data were collected from the entire program staff workers
of ORBIS-Ethiopia who fulfilled the inclusion criterion: 11 from country office and 19 from the
project sites for the qualitative study and the quantitative study respectively. 10 in-depth
interview participants participated with a response rate of 91% and 18 participants completed
well and that was the response rate of 94.7% respectively. The quantitative data were analyzed
using SPSS version 24. Correlation and regression analysis was employed to assess the
significance of the association. On the other hand; the collected qualitative data using in-depth
interviews were coded, and categorized using open code version 4.02.
From the total of 18 respondents, 6 of them agreed and 12 of them strongly agreed on the
successful implementation of projects. The weighted average mean score of 4.43 indicated to us
that all of the projects implemented in the Orbis were almost successful. According to the
findings from the correlation analysis, there was a strong positive correlation between; project
success and Indicata (International online M&E processing tool) with a correlation coefficient of
0.812, strength of M&E staffs (r=0.722), availability & proper use of the budget (r=0.643), Log
frame (r=0.675), and with conducting field visits (r=0.626). There was also a positive and
significant relationship between the project success and a global M&E system tool called
Endicata (β = 0.509, t= 3.032, P-value <0.05). There were also a positive but not a significant
relationship between; project success and a Log frame tool (β = .086, t= 0.812, P-value =0.433);
project success and conducting field visits (β = 0.179, t= 1.829, P-value =0.092); project success
and strength of M&E team; (β = 0.204, t= 1.293, P-value =0.221). These depicted that the
effectiveness of M&E system played a significant role for the success of projects in Orbis-
Ethiopa.
