Abstract

The purpose of this study is to assess the National Population Policy of Ethiopia: Achievements, Challenges and Gaps in Implementation in Amhara Region, Methodologically, the study adopts a descriptive method, collecting data from 9 regional Bureau Heads of the Organizations and 1 representative on behalf of the regional president for one to one interview and 6 experts on the various aspects of the topic for group interview to form the basis of the study, Interview and focus group discussions were used to collect primary information as the data collection instruments, Secondary information was collected from any sources such as CSA, MoFED, BoFED etc Regarding findings, the study found that the achievements of the National population policy of Ethiopia in the Amhara region were reduction in total fertility rate 6, 7, 5,9 and 5,1 in the year 1994, 1998 and 2005 respectively, Contraceptive prevalence rate increased from 4,0 in 1993 to 16 percent in 2005. Annual population growth decreased from 2 ,86 in the year 1994 to 1,7 percent in the year 2007, The challenges and constraints in implementation of the National population policy of Ethiopia in Amhara region are: rapidly growing population and high youthful dependency population; inadequate resources such as qualified personnel, budget, office equipment and vehicles; low commitment of political leadership; inadequate capacity of planners integrating population variables into development planning; early marriage; donor dependent reproductive commodities; low contraceptive prevalence rate and huge unmet need for family planning, The impacts in using contraceptive methods are: inadequate supply in to clients preference, cultural beliefs, high illiteracy and low status of women, side effects, inconvenient to use and husband partner disapproval; low socioeconomic status and decision making power of women and low level of literacy among women; heavy work load of women existence of gender based violence, contribution of mass media was very limited, patriarchal set up of society, Major gaps of the population policy implementation were weak institutional arrangements, the regional population council was not established, and no population program and coordination between stakeholders responsible for the implementation of the population policy is weak.
