Abstract
he general objective of this thesis was assessing the current practices of monitoring and evaluating activities in development projects of Addis Ababa Bureau of Finance and Economic Development. For the achievement of its objective, the study employed descriptive research approach and both primary and secondary data were used. Questionnaires, focus group discussion, interview, and document review were, therefore, used as data collection tools. Furthermore, it employed purposive and judgmental sampling techniques. For data analyzed purpose, the research employed tables, frequency and percentage approaches and examined questionnaires, focus group discussion, observation, review of administrative records, and interview set by AABoFED as development projects monitoring and evaluation gathering tools and techniques. It was found out that efficiency, effectiveness, relevance, impact, sustainability, environment and socio-economic impacts have been employed by the AABOFED as development projects evaluation criteria‟s and lack of project evaluation principles and standards, that were not included in monitoring and evaluation manual.AABoFED employed all stages of evaluation and the tasks that were carried out mostly in monthly, quarterly, mid-term and annual bases in planned manner in sector level while at specified bureau level the monitoring and evaluation process were unplanned and irregular. Hence, the study revealed that the most development projects monitoring and evaluation process was participatory involving stakeholders through meetings and discussions held at different stages. The other finding is that there were limited human resources both in terms of quality and quantity to conduct monitoring and evaluation at all levels. Specially, there were no engineers to handle construction projects monitoring and evaluation. Competition over projects resource was also other obstacle identified by this study.
The study recommended that conducting development projects outcomes evaluations; reconsidering the human resource structure; Hire qualified and experienced local consultants, providing adequate resources for sector implemented development project coordination office; providing separate plan and allocated separate for M&E; organize documentation of lesson learned during project implementation, and improving its monitoring and evaluation manual by including projects monitoring and evaluation principles and standards were some points
