dc.description.abstractThe focus of this research is to identify the major problems of the policy making process of the legislature in Ethiopian and to suggest some possible recommendations. The general objective of the study is to examine the challenges and opportunities of the Ethiopian legislature in policy- making process. The researcher has followed the approach of qualitative research method and has applied purposive sampling technique. The data have been collected using structured, semi- structured questionnaires and interviews, group discussions as well as reading materials of the target area. It also employed descriptive and explanatory way of analysis to reveal the study result. The finding shows that the legislature had a good start in establishing institutional and procedural arrangements and exhibited relative improvements in the competence of MPs and standing committees in delivering the legislative, oversight, budget scrutiny and representation functions of the legislature. On the other hand the finding indicate that the legislature lacks an active role in its policy making process and does not have the mechanism to capture the public attention in doing so. The parliament has been experiencing drawbacks that hinder the quality of its policy making process. To further improve the performance of legislative, oversight, and representation functions, it is important to solve the shortage of trained human power, resource and time constraint and create conducive working environment. It is also essential to promote the capability of the MPs to advance the parliamentary debate and to increase the quality of laws adopted. Moreover, the executive body needs to take sufficient corrective actions based on the audit findings and the recommendations of the legislature to enhance the quality of policy making and imlementation processen_US
