dc.description.abstractThe objective of this study is assessing the monitoring and evaluation practices of the projects conducted by the local NGOs using the case study of ERCS. To accomplish its objective the researcher has employed a descriptive research design and used both primary and secondary data. For the primary data the researcher has employed questionnaire and interview. For the secondary data the researcher has used document reviews associated with ERCS, IFRC, ICRC and other Red Cross organizations operating in Africa and the rest of the world. According to this study, most of the projects sponsored by ERCS are not being completed according to the schedule, with in the allocated budget and to the required quality standard. This study has discovered some limitations in the M&E functions of the ERCS sponsored projects which have contributing factors for the project delay, cost overrun and quality issues. Some of the limitations include, insufficient resource allocation, lack of M&E skilled personnel, weak benefit package, lack of required and regular training for project staff about M&E and weak capacity at branches especially at zones and district levels. Based on the findings the researcher has noted a gap at different M&E functions between the existing project M&E practices and what ought to be. The results of the findings are presented using tables, charts and percentages. Based on the findings the researcher makes recommendation in order to improve the M&E functions and address the problems associated with project delay, cost overrun and quality. According to the researcher, ERCS needs to make the allocation of budget for M&E closer to the international NGO bench mark and to revise the budget and resource required for M&E staff training and development. The organization has also to bench mark the salary and benefit of other NGOs operating locally and needs to make a regular review of the M&E staff Benefit in order to improve the retention of skilled M&E staff. The study also suggests for ERCS to enhance its self-income generating activity in line with its founding charter. The organizations also need to work in enhancing its internal capacity both in the required resource and human capital across the different branches in the nation including in zones and districts.en_US
