Abstract
The purpose of this study was to assess the role and contribution of PBS program in supporting
the decentralized education service delivery in the study Woreda in view of adequacy of
recurrent budget and availability of skilled manpower for the provision of education service
delivery in the Woreda. The study was conducted at Ada Woreda of Oromia National Regional
State. To meet the above objective, In-depth interviews, and questionnaire were conducted with
key informants and professionals. Data for the research was collected from primary sources of
data with the help of interview guide and questionnaire. Secondary data was also equally
reviewed to assess the nature and performance of decentralization on education service delivery
in Woreda. According to the results of the study the student net enrolment rate and pupil-
Teacher ratio in the Woreda show that improvement. The finding also indicated that Education
Office of Woreda and school are found to have relatively sufficient manpower, which appears to
have positively impacted the service of the office in the Woreda. These result from the PBS
program support. As stated by the information obtained from officials through interviews
indicated that, Woreda suffered from inadequate operation cost and capital budget. Despite the
block grant transfer increase from year to year for the Woreda, the revenue capacity of the
Woreda was minimum because, of the Woreda lack of appropriate tax base identification.
