Abstract
Corruption is a sign of bad governance and aspect of instability. It increases the risk of conflict and conflict increases the severances of corruption. The two have a symbiotic relationship that threatens peace and stability in a state. As measuring corruption weather increasing or decreasing itself is sometimes difficult, it is better to measure the institutional system of anti-corruption agencies in accordance to their effectiveness in combating corruption. In response to this, the FEACC emerged as a national anti-corruption authority for the struggle to create a corruption-free society. However, the fight against corruption seems not to have achieved the desirable results. The purpose of this research was to assess the effectiveness of FEACC in combating corruption. Hence, it examined the extent to which the targets of the institution were met by exploring its challenges as well as investigate the strategies the Commission has used to address the challenges. The study also addresses the research question of “how corruption affects the well-being, weakening the quality of institutions and its implication on peace and stability of the Ethiopian federation. To achieve the intended objectives, this study employed a mixed method research approach based on primary and secondary data sources. Interviewees, survey questionnaires and document analysis have employed through purposive and available sampling techniques. The data collected are analyzed using thematic analysis. The findings of the study revealed that, even though the FEACC is playing a significant role in combating corruption and building peace and stability of the Ethiopian Federation, it is found to be ineffective. The reason is that the parameters of effectiveness (independence, adequacy of resources, comprehensive mandate, transparency, adequacy of power of investigation and its cooperation with other stakeholder) are constrained by many factors. Based on the findings, the major recommendation is to strengthen the strategies on the basis of identified problems, consistent and coherent manners, broad based approaches, Fostering and building a public confidence and trust by living conforming to the requirements of the laws and the expectations by the public, and long term perspective among others, should result in an improvement of several variables such as peace and stability, governance and rule of law, democracy and development to address its challenges and to play effective role in its anti-corruption struggle.
