Expert System for the Legal Regime Governing Women in Ethiopia: The Case of the Revised Family Code and Labor law

Abstract

Expert systems play a significant role in disseminating facts by simulating the knowledge of the expert. Works in the area of expert system focuses on issues like alleviating the scarcity and preserving of expert knowledge. One of the areas which expert system plays a significant role is law. In this research we investigated the potentials of expert system by developing an expert advisory for the legal regime governing the rights of women in Ethiopia. The study will primarily used for assisting legal experts. Currently there are different governmental and non-governmental bodies that work on the provision of consultancy service to issues related to women. The Ethiopian Women Lawyers Association (EWLA), a private organization founded by group of Ethiopian women lawyers in 1995, is one such organization that provides legal advisory service to women in Ethiopia. However; there exists shortage of experts in the association to disseminate the legal aid service throughout the whole country with desired capacity. In an attempt to address t his problem Women Legal Advisory (WoLA) is developed in this study. The knowledge of WoLa is acquired using hierarchical modeling method . The important parameters are identified to produce the rules out of the Revised Family Code and the Labor Law of Ethiopia . Then the acquired rules are represented in an expert system development shell known as Knowledge Pro Gold for windows WoLA provide advise on the bases of rules that are specified in the codes specially, the Revised Family Code and Labor Law. Advisory providers at Ethiopian Women Lawyers Association test WOLA and fairly encouraging result is obtained.
