Public Procurement Practice in Ethiopia: The Case of Federal Ministry of Education

| dc.description.abstract | The main aim of this research was to provide an examination of the Ethiopian public procurement practice with reference to FDRE, Ministry of Education. It was conducted to find out the problems of inefficiency and delayed procurement practice in three areas of procurement (the procurement records, the procurement process and the work force of procurement. The research methodology employed was descriptive survey. In this study public body head, endorsing committee, Procurement and Property Administration Directorate, procurement head and procurement experts were involved as source of primary data in addition to document review. The data were presented and analyzed qualitatively by the use of qualitative content analysis. the major findings of the study indicates that the Ministry of Education public procurement practices is inefficient and delayed because of lengthy process, highly bureaucratic, lacks transparent, responsibility, accountability and skillful experts, poor record management and not give due attention by the heads of the public body and other concerned parties. Based on the findings the researcher recommended the procurement practice should be improved in terms of having, sustaining , training the procurement officers and also modernizing the process and the procurement practices and the public body should provide proper attention and follow up for the unit. | en_US |
