Abstract
The main purpose of this study was to investigate the effectiveness of USAIO
and government supported cluster-based in-service teachers' professional
development programs of Anoglelana Terra Woreda of North Shewa Zone. To
this end, this comparative study was conducted in Charcha and Kottu clusters.
To get data from the two clusters, 80 teachers' (40 from each) were selected
from USAID and government supported clusters. Then, both qualitative and
quantitative data were collected through questionnaire, interview and observation
instruments or techniques. The data obtained by questionnaire were analyzed
mainly by using percentage, mean, chi square and t-test. On the other hand
thematic analysis was used for data obtained by interview and observation.
According to the results of the study, there is no significance difference among
the two clusters with regard to teachers' achievements in active learning, lesson
planning and continuous assessment (P<0.05). But, there is significance
difference in the use of teaching aids, the practice of action research and
experience sharing among teachers between USAIO supported and government
supported cluster (P<0.05). Furthermore, many problems were identified as
having negative influences on cluster based teachers professional development.
Some of them are lack of material support, lack of incentives, lack of budget and
long distance between the cluster center and the satellite schools. Finally,
recommendations that can improve the existing conditions were forwarded based
on the findings and conclusions of the study
