Exploring Legal Drugs Harm Minimization Strategy among the Youth: A Case Study of Selected Bureaus of Addis Ababa City Government

Abstract
The aim of this research was to explore legal drugs harm minim ization strategy. This research
tried to answer questions of,- how do these bureaus recognize the potential and current harm of
legal drugs and devise a strategy to address the problem? What are these strategies employed to
deal with the potential and current harm a! such drugs? To what extent resources are deployed
for implementation? A qualitative exploratoty study research design wilh a plllposive sampling
technique was used. Interview, focused group discussion, and archival records survey were the
data collection tools. The finding indicated that,the city government has no balanced and
integrated city level drug strategy for com baling legal drug use and abuse, for promoting
responsible behavior, and for minimizing legal drug harms inflicted among the potential and
current drug users at a strategic level. There are some aClivity level interventional efforts done
scantly without having strategic intention. These activity level interventions have dif!erent
problems. Lack of modal coordination in process and goal among different Slakes, lack of legal
enforcement, lack of detail directives and specific objectives to what they could achieve and are
intermittent. Resources are ill adequate for implementation, and there is 110 evalualing systems
and no independent adviSOry organ on such drugs. Advocacy for having nalional drug strategy
at strategic level and providing services at activity level is advisable.
