Abstract
The study was carried out to assess the practice of monitoring and evaluation activities of health
related projects. The overall status of monitoring and Evaluation practice, knowledge and
attitude of respondents from Ethiopian civil society health–form members, who are implementing
health related projects are sought. This descriptive study is based on survey instrument and
semi-structured in-depth interview. The perceptions of the respondents are captured in a likert
scale which is a key tool in this approach. 33 personnel working as M&E experts, project
managers and executive directors are targeted for the survey and 3 key informant interviews was
undertaken, the survey result is then analyzed using SPSS and interview results analyzed with
themes. The research reveals that the M&E practice varies considerably across projects. Big
projects M&E organization tends to be relatively better than small projects. The study also
indicates that the majority of NGOs M&E practice are mainly donor driven and are less
concerned about internal program improvements and external downward accountability towards
beneficiaries. The study also identified constraints and challenges in practicing M&E as well as
key factors affecting M&E system establishment and practice such as Lack of resource, lack of
in-house M&E expertise, inadequate documentation practice, lack of data quality management
practice & failure to involve stakeholders in M&E. Finally the study forwarded
recommendations to NGOs on the ways to strengthen the M&E system and information use
