Abstract
The Purpose of this study was to assess strategic communication of Oromia Technical, Vocational, Education, and Training Bureau. For this study, qualitative research methods were employed. Qualitatively data were gathered through content analysis, focus group discussion, and in depth interview. Regarding the content analysis the content of a magazine of the bureau analyzed. In focus group discussions, 16 participants involved in two groups holding 8 respondents in each. Additionally, through in depth interview the researcher collected data from three interviewees. Stressing the sampling methods both cluster and purposive sampling were employed to choose the organization and right magazine in content and the respondents by their profession and position relevancy with the case understudy. The gathered data were analyzed in light of descriptive qualitative analysis research approach. Some of the major findings reveal that, the strategic communication of the Organization has not professionally standardized eight building blocks of Van Ruler, it does not fulfilled the seven requirements of good strategy development, it has five elements though only one of them is professionally designed. To handle these problems: their strategic communication must have eight building blocks of Van Ruler, better to use the seven requirements of good strategy development, the existing strategic communication elements should be reformulated by public relations professionals, were recommended.
