Critical Factor of Subcontractors Evaluation and Selection: The Case of Addis Ababa Road Project

dc.description.abstractBecause construction projects have become increasingly sophisticated, the vast majority of them are now subcontracted, allowing for specialization and reducing the workload of the main contractor. The study's main objectives were to look into the rationale for subcontracting and to identify subcontractor selection criteria in Addis Ababa road projects. The information was acquired using a questionnaire survey from a group of specialists and a sample of purposely selected 43 participants that work on road projects in Addis Ababa and the required data were collected from 15 main contractors, 14 consultants and 14 client’s representative. Descriptive method used and using Excel and SPSS software, respondents' responses are organized and statistical analysis was carried out. Subcontracting reasons and considerations used by primary contractors to choose suitable subcontractors, listed by relative importance index value. The results showed fourteen factors from 24 subcontractor selecting criteria were ranked High Relative Importance Level; nine factors score High-Medium Relative Importance Level, and one selecting criteria ranked Medium level. The research found out four reasons as High Relative Importance Level; four reasons as High-Medium Relative Importance Level, and two reasons as Medium important level from 10 questions of reasoning for subcontracting. The results of the survey suggest that looking for specialist services, reducing delays, obtaining technology transfer, and performing a certain volume of work are all highly crucial reasons for subletting a portion of the project. On the other hand, fourteen of the 24 criteria used to choose suitable subcontractors were the most important. These are experience in similar projects; quality performance in previous projects; specialty in certain type of work; current workload and commitment; evidence of adequate resources/ materials, equipment and machinery; possession of qualified, skilled and strong workmanship; regular and effective communication with main contractor; leadership qualities and ability to manage own workmanship; history of contract completion; commitment to do remedial works; ability to work efficiently with other subcontractors; compliance of the subcontractor’s submitted schedule with the project’s overall schedule; Financial strength; and the subcontractor's subsequent approval by the owners.
