dc.description.abstract | The goal of this study is to assess the practices of project procurement management in Ethio telecom specifically on the 4G network expansion project. In order to address the study a descriptive research design was utilized as with both quantitative and qualitative approaches were employed. The data collection tools were questionnaires and interview. The data gathered through questionnaire had a sample size of 34 who were directly involved in the project. The response rate was 100%. Semi-structured Interview was conducted with three managers working at the sourcing and Operations Program Management Office (OPMO) department. The data gathered from the questionnaire was analyzed quantitatively using percentage and descriptive analysis; mean and standard deviation were performed. The data gathered from the interview has been analyzed qualitatively. The findings of the study revealed that project procurement requesting unit staffs lack the awareness on the sourcing and procurement process and procedures of the company, as the company has failed to provide formal regular training on project procurement management. Scope and specifications made in the planning were not clear enough and detailed. Concerned stakeholders were not involved in the planning process. Pre meeting or bidder conference was not administered with suppliers prior to submittal of bid or proposal. Regular review is not performed to assess procurement performance progress of suppliers. For the most part, the result of the study affirmed that project procurement management practice is realized to some degree however there is a gap between the theory of project procurement management and the real practices. Thus, planning should be given due consideration, and regular training must be provided on project procurement and contract administration related issues to all concerned staffs of the company. | en_US |
