dc.description.abstractThe thesis deals about five basic themes. The drivers and vested interest of actor’s participation in the policy conception, the type of media system theory used to build the conceptual foundation of the policy, issues of international legal instruments, policy principle consideration and the future possible implementation of Ethiopian Mass Media Policy (FDREMMP) researched. Two sources of data are used i.e. the daft and ratified the policy documents and in-depth interview. Eight policy actors selected through purposive sampling considering their institutional representation, role and impact on the policy making. Normative theory, system model, Media filed Approach used. And also Qualitative document and stakeholder analysis theories are employed. And the research has the following finding. Economic and political motives serve as the policy initiation. The conceptual foundation fits with the social responsibility normative theory media system type. Ethiopia media system model seems the feature of Mediterranean /Polarized Pluralist model. Among the three sub models the policy shares contained democratic model. The Basic concepts of the international legal instruments dealing about media freedom incorporated in the Policy. The concerned policy actors participated in the policy making stakeholders driven or ethical approach of policy conception approach employed. The policy applies to all media outlets .The policy influenced by local and international policy actor interest. It is hard to define the type media system in ownership type in Ethiopia context. The policy provides solution for newspaper about how to expand the circulation to the regions yet fails to include such a solution for broadcasten_US
