dc.description.abstractThis research intends to indicate the interoperability of railway track structure in EARN. This study applied a literature review and python-based interoperability analysis, Root Cause Analysis (RCA) and Failure Mode Effect Analysis (FMEA) and validation. interoperability model was used for the interoperability score while RCA and FMEA model were used for technical barrier analysis of track structure at each group of network lines. Main influencing factors involved in the analysis were gauge, axel load, speed of passenger and freight, rail weight, rail joint type, fastening system type, rail pad static stiffness, sleeper type, spacing and density, ballast type, thickness, and gradation, sub ballast type, thickness, and gradation, and sub grade type, thickness, and gradation variations which were demonstrated in terms of compatibility and RPN. Ethio-Kenya, Kenya-Uganda, Kenya- Tanzania, Uganda-Tanzania were use as grouped lines. Multi-criteria decision-making (MCDM) was applied for identification of feasible solutions against several criteria, such as cost effectiveness, implementation complexity, and maintenance needs. Based on analysis, Ethio-Kenya and Uganda-Tanzania cross border railway are highly interoperable, however, the remains railway groups are not interoperable. Gauge, axle load, rail weight, and sleeper type are critical barriers which are RPN is more than 200. In addressing them, this research work identifies five important priority solutions standardization of track structure components (44.6%), upgrading of the track structure (22%), speed and load monitoring systems (18.9%), dual gauge systems (9.4%), and provision of transition switches (5.1%). Finally, the analysis was validated using expert judgment and sensitivity analysis and to match close. By prioritizing standardization, infrastructure upgrades, and smart monitoring systems, East Africa can unlock the full potential of its railway corridors, fostering economic integration and regional trade. The future of East Africa’s railway interoperability starts now with informed decision-making and bold implementation.
