| dc.description.abstract | This study titled "Assessment of Monitoring Evaluation Accountability and Learning Practices:A Case Study of Upper Nile PLC in Addis Ababa" investigates the effectiveness and challenges of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework in projectmanagement. The research employs a descriptive research design using a mixed methods approach, combining both quantitative and qualitative data collection techniques. Primary datawas collected through questionnaires with both open and closed-ended questions, while secondary data was sourced from existing literature. The study emphasizes the critical role ofMEAL practices in improving project outcomes, fostering transparency, and ensuring stakeholder accountability. Through a comprehensive case study of Upper Nile PLC, the studyidentifies key practices, stakeholder involvement, and the barriers that hinder effective implementation. Findings indicate that regular data collection, clear goal setting, and effectivecommunication are essential for project success. However, challenges such as insufficient resources, inflexibility, and poorly defined metrics pose significant barriers. Recommendationsfor improvement include enhancing reporting and communication, standardizing data collection methods, and allocating adequate resources to support MEAL activities. The study concludesthat a robust MEAL framework can significantly enhance project success by providing structured processes for continuous improvement and stakeholder engagement.
