This research has targeted to investigate the opportunities and challenges of Volp in view Of ;l=suggesting decisions to be made regarding its implementation in Ethiopia" From Historical data of revenue from international telephone operation (under the existing Circuit switched telephone system )uninominal data from users regarding their telephone consumption plan (if they are provided with Internet telephony), the envisaged big threat of Voip on the revenue of ETC is proved to be non- realistic, Rather, the research found out that ETC gains revenue from Volp more than what it gets from the exiling traditional telephone system is was fond that VolP also improves the telephone' resellers revenue and thereby government income, as there is justified reason for banning the volp technology and as there are enough grounds to deploy it in Ethiopia it is a must for the concerned parties to let the people benefit from the technologyen_US
