| dc.description.abstract | The right to shared rule is one of the promises made and recognized for the nationalities, known as nations, nationalities and peoples (NNPs) under the 1995 FDRE Constitution. The constitution recognizes equitable representation of the nationalities within the government both at the federal and states levels. The constitution gives the NNPs representation within the legislature but keeps silent about the executive and the judiciary. Likewise, about the defense force having in federal level, it anticipates to be composed in a manner it reflects the equitable representation of NNPs. However, even though the constitution has intended to establish one economic and political community, it is not arranged the way that this right should be realized for the civil servant to have representative bureaucracy. This paper investigates the case in subnational level - in SNNPR and argues to have constitutionally guaranteed mechanism, establishment of institutions to oversee and comprehensive laws that scrutinizes and regulates the proper application of the right to shared rule of the NNPs. | en_US |
