Abstract
Police is one of the oldest professions on the planet. It has been play significant role in maintaining
peace, security and fight crime for generations. This institution supporting people in focusing their
daily routine activity, by regulated political, economic and social interaction in a particular society.
Police institutions are part of the government social service delivery in the area of peace and
security, protect the growth and development a society depending on the existing situation on the
ground. Police professionalism is play pivotal role in promoting peace, security and fighting crime
based on professional way that consists of accountability, rule of law and respecting human right as
a pillar of modern policing.
The objective of this study is evaluating the Practice of Police Professionalism the case of Addis
Ababa Police Commission. In order to achieve the objectives of the study, qualitative research
method and exploratory research design were employed. Key informant interview, focus group
discussion and document review were the main data collection techniques. In this study, Addis Ababa
police commission was selected based on purposive sampling techniques. Key informant interview
were made with expert from Addis Ababa police commission police officers and high ranking
officers. Purposive sampling technique was employed to select the study participants for the focus
group discussion.
By using qualittave approach, this paper adressess factors that affected professionalism in Addis
Ababa Policy Commision. The findings show the Ethiopian government has been implementing
various policies to promote professional policing in the country for the last half-century. A lot of
progress has been achieved in the area of training, resource, and institutional capacity in general.
On the other hand, professional policing was experiencing a lot of ups and downs including the
politicization of the institutions, under resource, and neo- patrimonial practices which dwarfed its
growth and affected its autonomy and legitimacy. Lack of police professionalism in the Addis Ababa
Police Commission undermines the institutional capacity to deal with the dynamic nature of policing,
fighting crimes, improve the status of police professionalism, the service, and empower police
officials. This paper suggests that a fundamental policing reform, which promises to be in progress
since 2018, is necessary for Addis Ababa Police Commision.
