Abstract

of the ABE programs. Thus, tlte purpose of this study was to slIfl1ey 'he management of alternative basic
educatioll programs rUJI by government aud 11011 governmental organizations ill Am/wfo Regional Stale. To
achieve the objective of tit is study, a comparative survey method W(IS employed to assess 'he variables like
plmlllillg, organization, staffing. monitoring. evaluatioll, COIIIIIIlllIity participations, alld the roles of celller
management committee alld !tead teachers ill managillg fhe ABE program. A total respondents 0/146(75%) were
illvolved ill Ifte sllidy from bolh providers of Ihe program. 0111 of lilis 75 respolldellis were frolll NCOs alld 71
were from government. Tlte respondents were selected through purposive, simple raudom and availability
sampling procedures. rhe data gathered through questionllaires were analyzed using percelltage, weighted meall,
t-test and chi-square. IYh ereas, data gathered through interviews and documellt in ventory were analyzetl using
descriptive statements. The finding revealed that both providers of the program were highly positive ill the issues
of ABE plallllillg. ill slaffillg pOlelllial facilitalors (grealer Ihall 90% are T. T.I graduales) alld ill allraelillg
different stakeholders 10 participate in all aspects of management alld program scheduling. At the same time the
Stlll(V bulicated that in both providers of the program there was facilitators tUrn over, shortage of 011 job training
to the facilitators, alit! cluster supervisors. On the other hand, ill the study it was found that NGGs rUIl ABE
illstitutiolls are better ill the illterual orgallizatiolls/resource material provisions (t= -3. 178, oc<O.05), monitoring,
evaluatioll, ill sensitizing the cOlIlJ1l11Jlity towards the program, ill promoting the qualities _of the head teachers, in
paying better salary to tlte facilitators than gOllernmellt illStitutiolls for better success of the program. Based all
the study, it was suggested that a sound trainillg should be givell primarily to the community representatives alUl
thellto the facilitators and It ead teachers to de velop a sellse of o wiler ship about the progralll alld to be effective
to wards their tasks. To tltis end, NGGs and gove fllm ental organization should exert their maximum efforts to
secure budget for this and other facilities to implement the program successfully. Besides, facilitators turn over
due to the lIature of employment (contract basis) or unequal salary payment to the facilitators, limited provision
of the learlling materials, monitoring, evaluatioll and illegal terminatiolls of the facilitators from the ABE
program should be givell all urgent attelltioll by the concerlled providers of tlte program for its effectiveness alld
su stainability.
