Abstract
The purpose of the study is to understand the project scheduling practices and related socio economic issues in Addis Ababa Saving Houses Development Enterprises 40/60 condominium housing programs. Qualitative approach using quantitative scales to quantify the data obtained in order to produce descriptive results mainly, questionnaires and literature review were used as a research instrument. The population for this study consists of all project office workers working in the planning department and related activities to the department of AASHDE to address the research questions. Data was collected through structured questionnaires distributed the selected respondents. The data collected was analyzed using partially quantitative and mainly qualitative approaches. The techniques used to analyze data were frequency and percentages. The major findings indicated that project will create job opportunities and market linkages for small and micro scale enterprises, the compensation given for their land for which they are displaced is low, and global market price and inflation are likely to affect the ability of middle-income earners to pay the banks repayment loan respectively. Besides, the housing project will provide incremental improvements in water and waste management system for the city. The status and realities of condominium housing projects calls for collaboration of the public and private sector at large because the government capacity is very limited in providing adequate houses though it promised to build many condominium housing to the society. Regarding to this, there are many problems concerning to the client such as problem in selection of competent consultants and reliable contractors, absence of good methods and systems in purchasing and finance, slow speed in decision making, poor planning and controlling, the scheduling practices in 40/60 housing project have much more significant effects on the monthly income of those registered in the program. In conclusion, the weakness of the client mainly, consultants and contractors partly affects the time, budget and quality of the project of condominium housing. Due to this result the projects could not achieve as expected. The study recommends that the private sector and the society at large are very important in construction of condominium housing, so government should open different alternatives to build houses in quantity and quality by employing the capacity of the public and private sector to match the demand with supply of housing.
