Practices and Challenges of Project Monitoring and Evaluation of Health Facilities Technically Supported by Icap in Addis Ababa Ethiopia

Abstract
It is well understood that using accurate, de-duplicated, and de-identified patient level information becomes paramount for monitoring the performance of the health care & clinical cascade and ability to automatically share patient-level data between disparate information systems (clinical, laboratory, pharmacy, surveillance). This is critical and will allow for enhanced quality of health care, improved clinical outcomes, and disease surveillance. This study, thus, is in the very rationale of assessing the current practice and challenges associated with the monitoring and evaluation system of Health facilities technically supported by ICAP ETHIOPIA. The study was conducted on selected health facilities implementing M&E regarding HIV prevention. Following a review of related literature to the topic of the study, the study utilized both qualitative and quantitative approaches. A census method were used to reach out the health facilities and 105 questionnaires were distributed targeting one individual from each health facility using purposive sampling consisting Health Professionals and M&E Officers. The response rate was 87.6% and data analysis was done using SPSS version 27. The findings were analyzed using descriptive statistics such as frequency distribution, percentages, mean and standard deviation. The research revealed that the M&E practice of the study organizations are moderately good. The study also showed nine different type of challenges related to M&E practice which is: expertise shortage, lack of performance improvement plan, poor communication, inconsistent checklist adherence, lack of regular performance review, inadequate resource allocation, data recording & documentation problem, lack of senior management support, and stakeholder involvement. In addition, there was a noticeable gap in training provisions and understanding of M&E guidelines. Given the finding, some relevant recommendations have been forwarded to enhance and achieve better monitoring and evaluation implementations within the health facilities under the technical support of ICAP ETHIOPIA
