Ethiopia‟s Ratification of Kampala Convention: The Challenges and Prospects of its Implementation

| dc.description.abstract | The study examines the challenges and prospects of the implementation of the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa after its ratification by Ethiopia. Currently, internal displacement becomes one of the most daunting, challenges not only to Ethiopia but also to the world. Adoption of the Convention is a regional normative attempt to curb the problem. Ethiopia ratified it in February 2020 with reservations. The study mainly employed doctrinal legal research and uses qualitative data. In addition to analyzing the existing legal texts, interviews with some key informants in relevant institutions were conducted. It finds out that despite the existence of some efforts made to create conducive legal and institutional environment, the recurring conflicts, reservations made to the Convention, absence of specific IDPs related law and institution, absence of centralized data collection system and financial problems are the major challenges for the implementation of the convention in Ethiopia. Finally, it argues that there is the need to adopt IDPs specific law and institution. It also argues that the reservations made to the Convnetion should be lifted, the conflict manegment mechanism should be imporved. | en_US |
