Abstract
Ethiopia is one of the countries working towards developing enabling laws, regulations and
directives to support civil society organizations. The adoption of liberal and progressive laws
forms the basis for the emergence and consolidation of a strong and independent civil
society. The promulgation of the CSO Proclamation 1113/2019 offered an opportunity to
open up civic space. The proclamation has overcome numerous legislative restrictions on
CSO activity which were introduced by the repealed Charities and Societies Proclamation
621/2009. Several legislative restrictions which were embedded in the repealed legislation
have been abandoned. Major among such changes pertain to the formation and registration
of civil society organizations. The purpose of this study is to canvas and flesh out the
substantive issues relating with the incorporation, process of formation and registration of
CSOs under the new Ethiopian CSO legal regime. The study will not only guide researchers
but also those wish to set up a new civil society organization, modify existing ones, or
compare conditions of incorporation.
