The purpose of this study is to identify the challenge factors and the success criterion of RBME implementation in Ethiopia. The researcher uses an interpretivism paradigm with a qualitative single case study approach to explore the phenomenon in depth. The study’s target population is grassroot local NGOs in Ethiopia with the aspiration to implement RBME. The sample size was selected by means of non-probability purposeful sampling to select an appropriate case to fit the parameters. Data was collected through focus group discussions, interviews and various documents that pertain to the study. The data was analyzed using Yin’s (2009) ‘relying on propositions’ strategy and ‘explanation building’ analysis to ensure credibility and validity of the outcome. This study will identify capacity and limited resources as the main factors that limit the adoption of a results-based monitoring and evaluation systems in Ethiopia. It also identifies that conducting a feasibility assessment prior to implementation helps to ensure the commitment of stakeholder and continued adequate training for staff post-implementation is vital to maintain and sustain the RBME system. The outcome of this research can be useful in addressing the challenges faced by grassroot local NGOs in Ethiopia in implementing practices that emanate from abroad.en_US
