Abstract

This study investigates the practices, opportunities, challenges and future prospects in the implementation of urban destitute support (UDS) project of the Productive Safety Net Program in four selected service providers in Addis Ababa. In order to achieve the objective of the study, a qualitative method employed. The tools for primary data collection were in-depth interview, Focus Group Discussion and key informant interview where 15 research participants involved. Accordingly, the data gathered from service providers, government representatives and frontline social workers was analyzed using descriptive research design. The findings of this study showed that with all the challenges, the practice, opportunities, challenges and future prospects in the UDS project the implementation could be taken as an exemplary and the first of its kind in the country that has changed the implementation modality, trust and attitude of the government over selected service providers in the study area. The major challenges identified in the implementation of the UDS project can mainly be categorized into operational (transparency limitations on service providers selection criteria, budget allocation, inflation, security problems and the like) and collaborative challenges (lack of national policy framework, misunderstandings on the nature of the project, coordination between government sector offices was not clear which is manifested in bureaucratic response to program budget release) that trigger the implementation of the project. These findings indicate the necessity for ongoing capacity-building programs related to the implementation of the UDS project, as well as the development of a legal and technical framework to guide the involvement of all stakeholders. Therefore, the implementation of UDS needs some interventions by social workers and policy makers in order to enhance the service delivery system in addressing urban destitution and future research should explore intervention strategies to mitigate these effects.
