The instruments of data collection namely questionnaire, interview, and document survey were used to collect relevant data from the respondents. A combination of simple random and purposive sampling was used to select the samples: 162 respondents for the questionnaire, and 5 interviews. Data were analyzed quantitatively and qualitatively. The finding of the study indicated the current practice of Public relations in the Ministry of Education is less organized, poorly understood, and financially budgeted, plus more politically affiliated. The major PRs tools used by the Federal Ministry of Education were events, campaigns, and social media. The internal staff of the Ministry of education views the practice of PRs are politically affiliated and given less emphasis by the officials seen as irrelevant and given less concern. The challenges of implementing PR principles and the PRs practices in the Ministry of Education were inadequate finance, lack of working equipment, and technologies, less skilled manpower, lack of training, and loose coordination between, and among departments, and internal and external stakeholders The PR offices were not professionally structured and organized, which emanates from belittling its role, especially from the top leaders. Yet, PR practitioners are trying their best to solve the problems which face by both the internal and external public themselves.
