dc.description.abstractOne of the important and essential industries for Ethiopia's economic growth and development is the construction sector. It is a well-known fact that most construction projects in Ethiopia run over budget and on schedule. A construction project's time overrun (delay) and cost overrun were the two primary groups into which earlier literature studies were separated (increasing of cost). In particular, the College of Commerce building project at Addis Ababa University is the focus of this paper's study of the elements that contribute to time and cost overruns. A legitimate questionnaire was distributed online to the client, consultant, and contractors in order to accomplish the paper's objectives in both a qualitative and quantitative method. From the customer, consultant, and contractor involved in the project, 37 replies were obtained. Descriptive statistics and the importance of index were used to examine the data that were gathered for this study. The results from the survey showed that the four factors causing time delay in construction projects from a perspective of stakeholders: (1) “slow decision making” (client-related), (2) “poor communication and coordination between parties” (contractor–related), (3) “Slow response time and inspection” (consultant-related) & (4) “the rise in the price of material” (External factor related). From the Project life cycle; (1) “underestimating time requirement” (in the planning phase), (2) “frequent design changes” (in the design phase) & (3) “currency exchange” (in the construction phase). The client, contractor, and consultant were recommended on how to be more responsible for their work and how to avoid any delays or cost increases, which could be accomplished by quick response time and inspection, rewarding the workers to increase their productivity, practice good management, and enhance communication and coordination among them.
